I'M A FORMER HCC TRUSTEE, FORMER 20 YEAR NORTH [INAUDIBLE], TRUSTEE, TEXAS CAUCUS OF BLACK SCHOOL BOARD MEMBER LIFETIME RECIPIENT.
GREETINGS, MY FELLOW TRUSTEES, SUPERINTENDENT, STAFF AND COMMUNITY.
I COME FORWARD TONIGHT REQUESTING NEEDED PROGRAMS IN DISTRICT TWO.
THIS COMMUNITY HAS AN OUTCRY FOR COMMUNITIES AND TO HAVE AN OUTCRY WITHIN THE COMMUNITY FOR VARIOUS PROGRAMS. WE HAVE COMMITTEES THAT MEET TOGETHER AND WE'VE TALKED ABOUT PROGRAMS LIKE COSMETOLOGY OFFERED IN OUR HIGH SCHOOL HEN IT WAS THE NORTH FOREST DISTRICT, WE DID HAVE COSMETOLOGY.
I THOUGHT IT WAS IN EVERY HIGH SCHOOL IN THE CITY.
BUT PROGRAMS LIKE COSMETOLOGY, VETERINARIAN SCIENCE, BARBERING, MUSIC INSTRUMENTS, SPORTS UNIFORMS, ATHLETIC FIELD REPAIRS AND THE LIST GOES ON AND ON.
I THINK YOU KIND OF GET A GIST OF WHAT I'M ASKING FOR, THE TYPE PROGRAMS THAT WE NEED, WE ARE VERY CONCERNED ABOUT THE NEEDS OF THE STUDENTS AND THE STUDENTS NOT ONLY GETTING ACADEMIC SUBJECTS, BUT HAVE OTHER AREAS THAT THEY CAN EXCEL IN.
AND HOPEFULLY THIS WILL BE AN ANSWER TO ALL OF THE CRIME THAT WE'RE HAVING WITHIN OUR CITIES.
NOW WE KNOW THAT OUR TRUSTEE, TRUSTEE BLUEFORD-DANIELS IS INTERESTED IN HELPING US WITH THESE, BUT WE NEED YOUR SUPPORT IN HELPING HER TO SEE THAT WE CAN GET SOME OF THESE PROGRAMS. WE WOULD BE SO HONORED AND YOU, CONSIDERING THE THINGS THAT I'VE MENTIONED TONIGHT AND I KNOW MY TIME IS LIMITED AND I COULD GO ON AND ON, BUT I WANT TO THANK YOU FOR YOUR DEDICATED SERVICE, FOR ALL THAT YOU DO FOR THE CHILDREN IN HISD AND WITHIN THE STATE OF TEXAS.
THANK YOU FOR LISTENING TO ME TONIGHT AND PLEASE TAKE HEED TO THE REQUESTS.

MR. MONROE IS ALSO REGISTERED TO AGENDA ITEMS B 1 AND B 2.
MY MAMA USED TO SAY TONIGHT, THE NIGHT YOU GOT TO BOO BOO OR GET OFF THE POT.
LOOK HOW MANY PEOPLE HAVE BEEN DISRESPECTED.
THEY GOT AN ISSUE WITH THEIR PRINCIPAL.
HOW DARE YOU REMOVE THESE PEOPLE AND DON'T EVEN HAVE ENOUGH RESPECT.
SO LET ME TELL YOU HOW THAT'S GOING TO WORK, BECAUSE I LIKE TO MAKE STUFF STINK.
NEXT WEEK, THEY WALKING OUT YOUR SCHOOLS AND THERE AIN'T NOTHING THAT YOU CAN DO ABOUT IT.
AND IF Y'ALL ARE SMART, WE'VE GOT AN ARMY READY TO STAND BEHIND YOU.
WE GOT AN ARMY. DAVID CUTLER GOT FIRED AFTER ONE YEAR.
Y'ALL NEED TO FIRE THIS MAN AND FIND SOMEBODY THAT CAN DO THE JOB AND TAKE HIS RAGGED TEAM WITH HIM.
OUR NEXT ITEM [INAUDIBLE] CALL SUBSEQUENT SPEAKER.
DORCAS HAND AND THEN ALEXIS LEXI CLARKE, PLEASE COME TO THE PODIUM.
THIS IS ESPECIALLY IMPORTANT TO STUDENTS WHO HAVE NOT BEEN ABLE TO SEE THEMSELVES BEFORE NOW.
VOTERS WHO ENGAGE WITH COMMUNITY ISSUES.
LEADERS TO RUN FOR FUTURE SCHOOL BOARD AND CITY COUNCIL POSITIONS.
SCHOOLS NEED TO OFFER ALL OF OUR STUDENTS THAT BREADTH OF UNDERSTANDING.
AND I AM THANKFUL THAT HISD IS WORKING TO RESTORE LIBRARIES TO ALL ITS CAMPUSES.
SCHOOL LIBRARIES OFFER STUDENTS WINDOWS, MIRRORS AND DOORS.
LAST WEEK'S TEACHER APPRECIATION CELEBRATIONS ALSO HONORED EXCELLENT LIBRARIANS IN THE.
HI. I'M A JUNIOR AT BELLAIRE HIGH SCHOOL, AND MR. MCDONOUGH MAKES ME FEEL INCREDIBLY SAFE AT THAT SCHOOL.
FROM THE VERY FIRST DAY, MR. MCDONOUGH WELCOMED ALL OF US, HIS ENTHUSIASM IS EVIDENT IN ALL AREAS OF THE SCHOOL.
WILL THERE BE A MASS EXODUS OF TEACHERS? WHO'S GOING TO KEEP ME SAFE? PLEASE CONSIDER ALL THE AMAZING THINGS THAT MR. MCDONOUGH HAS DONE WHEN CONDUCTING THIS INVESTIGATION.
PLEASE DO NOT LET THE STUDENTS GET OVERLOOKED WHILE YOU'RE SO BUSY WITH THE BUREAUCRACY.
HIS MISSION IS TO TEACH AND THE TEACHERS CAN'T TEACH WHEN THEY ARE IN FEAR.
STUDENTS CAN'T LEARN WHEN THEY ARE IN FEAR.
[APPLAUSE] PLEASE REFRAIN FROM CLAPPING.
YOU WILL GET ONLY TWO WARNINGS.
I ALSO WANT TO RECOGNIZE COUNCILWOMAN ARNETTA MURRAY FROM BRAZORIA COUNTY, WHO IS IN THE AUDIENCE.
[00:15:01]
THANK YOU FOR JOINING US.OUR NEXT SPEAKERS, I'M GOING TO CALL YOU THREE AT A TIME, SO PLEASE BE READY.
RACHEL PONTUS, MADISON HARTZOG.
FROM THE LITTLE THINGS LIKE MAKING ANNOUNCEMENTS EVERY MORNING TO HIS HARD WORK DURING THE NEARLY TWO YEARS WE SPENT ONLINE DUE TO COVID, HE HAS DEDICATED SO MUCH TO MAKING BELLAIRE THE BEST SCHOOL IT CAN BE.
AND I KNOW ALL THE TEACHERS AND THE STUDENTS APPRECIATE HIM VERY MUCH FOR THIS.
HE HAS ALWAYS DONE HIS BEST TO BE CLEAR AND TRANSPARENT ABOUT SCHOOL POLICIES AND ISSUES TO US STUDENTS, WHICH I KNOW PERSONALLY AS A CLUB PRESIDENT WHO HAS COMMUNICATED WITH HIM A LOT, ESPECIALLY THROUGH COVID AND THROUGH THE CONSTRUCTION AT OUR SCHOOL.
AND I HOPE THAT HISD WILL DO THE SAME FOR HIM DURING THIS INVESTIGATION.
I WAS CHOSEN TO REPRESENT THE 3000 STUDENTS AT BELLAIRE.
AND I WANT TO BRING YOU MY PERSPECTIVE, BUT ALSO ALL OF THOSE STUDENTS PERSPECTIVE AND ASKING YOU TO CONSIDER HOW GREAT OF A PRINCIPAL MR. MCDONOUGH WAS. I'LL GIVE YOU TWO EXAMPLES.
FOR MY FIRST EXAMPLE FOR STUDENT COUNCIL'S WOMEN'S HISTORY MONTH STUDENT FORUM, I ASKED MR. MCDONOUGH TO COME AND SPEAK AND HEAR THE VOICES OF THE WOMAN AT BELLAIRE HIGH SCHOOL.
HE SAID, ABSOLUTELY, I'LL BE THERE.
HE ANSWERED QUESTIONS FOR ABOUT 30 MINUTES ABOUT PERIOD RELATED QUESTIONS, ABOUT STOCKING OUR BATHROOMS, ABOUT ABSENCES RELATED TO PERIOD CRAMPS, AND ABOUT THE CONCERNS OF FEMALE STUDENTS WITH UNIFORMS. HE ANSWERED EACH AND EVERY QUESTION EXPEDITIOUSLY, RESPECTFULLY, AND REALLY SOUNDED LIKE HE CARED AND LISTENED TO OUR STUDENTS.
FOR OUR SECOND EXAMPLE, MR. MCDONOUGH HAD TREMENDOUS LEADERSHIP DURING COVID 19.
HADLEY WURMSER. VICTORIA ALLEN.
I'M A SENIOR AT BELLAIRE HIGH SCHOOL.
AS YOU KNOW, OUR CLASS HAS BEEN THROUGH A LOT IN THE PAST TWO YEARS.
HIS ABSENCE IS NOTICED BY ALL.
PLEASE RETURN HIM. WE NEED HIM BACK ON CAMPUS.
CLASS OF 2022 DESERVES TO HAVE HIM THERE TO FINISH THE YEAR.
PLEASE DO NOT LET YOUR ADULT POLITICS GET IN THE WAY OF WHAT IS BEST FOR OUR STUDENTS.
MAGGIE. I DON'T KNOW [INAUDIBLE].
MY NAME IS HADLEY WURMSER, AND I'M A JUNIOR AT BELLAIRE.
MR. MCDONOUGH HAS ALWAYS BEEN THERE FOR ME AS A STUDENT AND ATHLETE AND AS A PERSON.
I KNOW THAT NO MATTER WHAT, HE WILL CONTINUE TO BE THERE FOR ME ALONG WITH THE REST OF BELLAIRE HIGH SCHOOL, WHETHER IT BE BY ATTENDING ANY SPORTS OR ARTS EVENT, OR BY GREETING EVERY STUDENT AND TEACHER BY NAME IN THE HALLWAYS.
HE IS THE REASON I DECIDED TO ATTEND BELLAIRE IN ADDITION TO MANY OTHER STUDENTS.
DUE TO THE STANDARDS THAT WE ARE HELD TO SOCIALLY AND ACADEMICALLY EVERY DAY BY MR. MCDONOUGH AND THE REST OF THE FACULTY.
HE ALSO HAS NEVER HAD TO DEMAND ANYONE'S RESPECT.
HE KNOWS EVERY STUDENT STORY AND CONTINUES TO CHECK ON US THROUGHOUT THE WEEKS.
HE ACKNOWLEDGES THE FACT THAT WE ARE KIDS AND HE DOESN'T SEEK PERFECTION FROM ANY OF US.
I EXPECT TO FINISH MY HIGH SCHOOL CAREER RECEIVING MY DIPLOMA FROM MY PRINCIPAL, MICHAEL MCDONOUGH.
VICTORIA ALLEN MAGGIE [INAUDIBLE] LEVI FOX.
MR. MCDONOUGH HAS ALWAYS BEEN INCREDIBLY INVOLVED IN ALL ASPECTS OF BELLAIRE AND ITS STUDENTS.
HE ALWAYS KNOWS WHAT'S GOING ON AND TRIES HIS BEST TO BE THERE FOR THE STUDENTS.
FOR EXAMPLE, AT A RECENT STUDENT MEETING DURING THE Q&A SESSION, A BUNCH OF STUDENTS COMPLAINED TO MR. MCDONOUGH ABOUT THE HALL SWEEPS AND HOW IT NEGATIVELY AFFECTED THEM.
INSTEAD OF JUST BRUSHING IT OFF, MR.
[00:20:01]
MCDONOUGH GAVE HIS REASON FOR ACQUIRING THE HALL SWEEPS.HE UNDERSTOOD THAT IT WOULDN'T ALWAYS WORK OUT.
HE HEARS THE STUDENTS COMPLAINTS, AND WOULD WORK ON A BETTER SOLUTION FOR NEXT YEAR.
MR. MCDONOUGH LISTENS TO THE STUDENT BODY OF BELLAIRE.
OVER THIS PAST WEEK, I ASK STUDENTS OF DIFFERENT ORGANIZATIONS AT BELLAIRE ABOUT HOW MR. MCDONOUGH IMPACTED THEIR CLUBS AND OVERALL HIGH SCHOOL EXPERIENCE.
I CREATED A VIDEO AND SHARED THE LINK AND QR CODE WITH THE BOARD SO THAT YOU CAN HEAR DIRECT TESTIMONY FROM THE STUDENTS ABOUT MR. MCDONOUGH'S IMPACT AT BELLAIRE.
LEVI FOX. JENNIFER BLESSINGTON.
GOOD EVENING. MY NAME IS MAGGIE [INAUDIBLE] FOR A LITTLE BIT OF BACKGROUND.
I'M REALLY INVOLVED WITH OUR CAMPUS CULTURE.
I'M AN IB STUDENT AND ONE OF OUR VALEDICTORIANS OF THIS YEAR'S GRADUATING CLASS.
I REALLY WANTED TO SHED LIGHT ON WHAT MR. MCDONOUGH MEANS FROM THE STUDENT COMMUNITY, FROM THE STUDENTS.
I'VE BEEN TO OVER FIVE HISD SCHOOLS THROUGHOUT MY ELEMENTARY, MIDDLE AND HIGH SCHOOL.
AND DEFINITELY BELLAIRE HAS BEEN BY FAR THE BIGGEST WITH OVER 3000 STUDENTS.
BUT I HAVEN'T FELT THAT WAY FELT AS RECOGNIZED AS I HAVE HAD AT BELLAIRE.
MR. MCDONOUGH HE KNOWS MY NAMES.
HE KNOWS, LIKE EVERY TIME I SEE HIM, HE SAYS HI TO ME.
I AM BETWEEN SIXTH AND SEVENTH PERIOD WITHOUT FAIL I SEE HIM EVERY DAY IN MAIN STREET TALKING TO STUDENTS, GREETING THEM WITH A SMILE, AND HIS POSITIVITY IS NOTHING SHORT OF INFECTIOUS. I REMEMBER OUR VERY FIRST DAY OF CARDINAL CAMP.
HE TORE UP A $1 BILL TO PROVE THE VALUE OF TIME.
AND I CAN'T WAIT TO HEAR HIS SPEECH AT GRADUATION.
GOOD EVENING. MY NAME IS LEVI FOX, AND I'M A SENIOR AT BELLAIRE HIGH SCHOOL.
AND I DECIDED THAT I WANTED TO ASK THE COMMUNITY ON THEIR THOUGHTS ABOUT THE ONGOING SITUATION.
AND AFTER 48 HOURS, 382 COMMUNITY MEMBERS HAVE COME OUT AND FILLED OUT A FORM.
OF THE 105 SENIORS THAT FILLED OUT THE FORM.
30% SAID THEY WOULD PROTEST OF MORE THAN 25% OF THE GRADUATING CLASS WOULD PROTEST ALONGSIDE.
OF THE 256 TOTAL STUDENTS, JUST OVER 99% OF THE STUDENTS SAID THEY WOULD BE WILLING TO PROTEST, AND OVER 39% DIRECTLY SAID THAT THEY WOULD BE WILLING TO WALK OUT.
OF THE 125 MEMBERS OF THE BELLAIRE COMMUNITY THAT ARE NOT ACTIVE STUDENTS, OVER 99% AGREED WITH THE STATEMENT HISD NEEDS TO BE MORE TRANSPARENT AND TELL US WHY. I CAN TELL YOU THIS, BELLAIRE IS A FAMILY.
WE STAND BY MR. MCDONOUGH IN SPIRIT, STRENGTH AND NUMBERS.
THANK YOU. LEVI FOX, OH SORRY JENNIFER BLESSINGTON.
GAIL FINLEY. MY NAME IS JENNIFER BLESSINGTON.
BELLAIRE IS A DIVERSE TITLE ONE PUBLIC HIGH SCHOOL.
45% OF OUR STUDENT BODY IS ECONOMICALLY DISADVANTAGED.
ON RAW NUMBERS ALONE, WE SERVE MORE STUDENTS IN NEED THAN MOST HISD CAMPUSES.
ON THE DAY HE WAS REMOVED, TEACHERS RECEIVED UPSETTING EMAILS AND ROBO CALLS.
DURING THE SCHOOL DAY WITH CHILDREN IN FRONT OF US, KIDS WERE ASKING US WHAT WAS GOING ON.
WE HAD NO CLUE AS TO HOW TO RESPOND.
WE HAVE NOT EVEN BEEN GIVEN THE COURTESY OF A STAFF MEETING.
I CANNOT FATHOM WHY THIS DISTRICT, WHICH CLAIMS TO WANT TO INCREASE ENROLLMENT AND ATTRACT TOP TALENT, WOULD REMOVE ONE OF THE MOST EFFECTIVE LEADERS AT ONE OF THE MOST EFFECTIVE CAMPUSES IN HISD.
WE NEED A SWIFT AND FAIR RESOLUTION.
THE REMOVAL OF OUR PRINCIPAL FROM OUR CAMPUS LAST WEEK HAS BEEN AN EARTHQUAKE TO OUR COMMUNITY.
AS THE LEADER OF THE LARGEST SCHOOL IN THE ENTIRE DISTRICT, OUR PRINCIPAL DRAWS ON HIS VAST INSTITUTIONAL KNOWLEDGE AND HIS NETWORK OF RELATIONSHIPS TO MAKE BELLAIRE HIGH SCHOOL A MODEL OF SUCCESS.
MANY OF MY COLLEAGUES COMMUTE IN FROM THE SUBURBS TO WORK AT BELLAIRE HIGH SCHOOL.
BECAUSE OUR PRINCIPAL HAS BUILT COMMUNITY WHERE EDUCATORS ARE TRUSTED AND VALUED AND RESPECTED.
IF OUR PRINCIPAL IS NOT REINSTATED, SOME OF THE MOST EXPERT TEACHERS I'VE EVER KNOWN WILL CHOOSE TO LEAVE BELLAIRE AND HISD AT A TIME WHEN THE DISTRICT HAS ALMOST 1000 TEACHER VACANCIES. TEACHERS ARE ON THE FRONT LINE WITH STUDENTS EVERY DAY, AND WE NEED TO DO OUR JOBS AND SERVE OUR KIDS.
[00:25:08]
LESLIE CROSSMAN.MICHAEL MCDONOUGH IS THE ARCHITECT OF BELLAIRE'S SUCCESS.
AS A PARENT OF TWO BELLAIRE GRADUATES NOW AT PRINCETON AND DUKE.
I CANNOT OVERSTATE THE CALIBER OF EDUCATION BELLAIRE OFFERS.
MR. MCDONOUGH IS 110% RESPONSIBLE FOR MAKING BELLAIRE THE OUTSTANDING INSTITUTION IT IS.
HE IS VISIONARY INSPIRATION FOR ALL.
UNDER HIS LEADERSHIP, BELLAIRE'S ACHIEVEMENTS ARE UNRIVALED BY ANY SCHOOL IN HISD AND FEW SCHOOLS IN THE NATION, PRODUCING RHODES SCHOLARS, PRESIDENTIAL SCHOLARS, HUNDREDS OF NATIONAL MERIT SCHOLARS AND IVY LEAGUE GRADUATES.
MR. MCDONOUGH IS A GREAT HUMANITARIAN.
HIS RESPONSES TO CHALLENGING SITUATIONS ARE WELL THOUGHT OUT AND COMPASSIONATE.
HE IS A FORCE OF GOOD IN THIS WORLD.
THE SPURIOUS ALLEGATION LEVELED AGAINST HIM MUST [INAUDIBLE] FINLEY. LESLIE CROSSMAN.
MY EXPERIENCE OF THE PRINCIPAL OF BELLAIRE HIGH SCHOOL IS A STEADY, EVENHANDED, CONSCIENTIOUS, LOYAL, CARING AND TRULY BELOVED LEADER OF SCHOOLS, STUDENTS, TEACHERS AND STAFF.
IT SEEMS THAT IF THIS IS THE WAY THAT HIS ADMINISTRATION TREATS SUCCESSFUL, LOYAL EMPLOYEES, THEN THIS DISTRICT WILL HAVE DIFFICULTY ATTRACTING AND RETAINING QUALIFIED PERSONNEL.
WE ARE AWARE THAT THE SUPERINTENDENT ATTENDED THE NAACP MEETING A COUPLE OF WEEKS AGO.
HE WAS INVITED TO THE BELLAIRE HIGH SCHOOL PTO MEETING AND DID NOT RESPOND.
CHILDREN ARE THE REASON PARENTS PLACE THEIR FAITH IN HISD.
ALSO, SERVICE STAFF ARRIVE EARLY AND LEAVE LATE.
CHILDREN ARE WHY TAXPAYERS PAY SCHOOL PROPERTY TAXES.
CRUZ, DR. WATTS TO ASK WHY HAVEN'T PARENTS BEEN NOTIFIED? WHO IS IN CHARGE? 3:16 P.M.
I RECEIVED A ROBOT CALL WITH A WRONG PHONE NUMBER LISTED TO ASK QUESTIONS? NOT ALL PARENTS ARE ON THAT LIST.
AS OF NOW, WE HAVE NOT RECEIVED ANY WRITTEN NOTIFICATION OF HIS REMOVAL AND THIS IS A SITUATION THAT IMPACTS STUDENT LEARNING THE DISTRICT CLEARLY DOES NOT UNDERSTAND.
ENGAGED, COLLABORATIVE, RESPECTED.
HE KNOWS STUDENTS BY NAME PICKS UP TRASH IN THE HALLWAY.
HE EMBRACES THE DIVERSITY OF THE STUDENT BODY TO CREATE ONE COMMUNITY.
[00:30:08]
ADDING UNCERTAINTY.I'M REQUESTING HISD PROVIDE AN EXPLANATION OF THESE ERRATIC EVENTS.
HELLO. MY NAME IS LAURA GRIFFITHS.
I'M A PARENT AT BELLAIRE HIGH SCHOOL.
I HAVE TWO CHILDREN I'M JUST HERE TO SUPPORT.
SORRY. HI, MY NAME IS LAURA GRIFFITHS.
SORRY, I HAVE TWO KIDS AT BELLAIRE HIGH SCHOOL JUST ASKING TO HELP REINSTATE MR. MCDONOUGH ASAP.
I KNOW I PERSONALLY HAVE REACHED OUT TO HIM IN THE PARKING LOT BECAUSE HE MAKES HIMSELF AVAILABLE.
HI. I'M A PARENT AT BELLAIRE HIGH SCHOOL.
THIS IS WHAT I BELIEVE HISD PROVIDES FOR THOUSANDS OF KIDS IN THE SCHOOL DISTRICT.
THE EDUCATION AT BELLAIRE HIGH SCHOOL FOR MY THREE KIDS IS UNCOMPARABLE.
I'M SO PROUD TO BE A PART OF THE SCHOOL DISTRICT.
KNOWLEDGE IS POWER DOESN'T APPLY.
PARENTS AND TEACHERS, THE BACKBONE OF OUR SCHOOL, HAVE BEEN LEFT IN THE DARK.
IT FEELS LIKE OUR PRINCIPAL, WHO WE RESPECT AND ADMIRE, HAS SERVED THE SCHOOL DISAPPEARED.
WE HAVE NO KNOWLEDGE, NO INFORMATION.
IT'S UNSETTLING. IT LEAVES PARENTS AND TEACHERS UP TO SURMISE THEIR OWN CONCLUSIONS.
AND THIS IS NOT GOOD FOR ANYONE INVOLVED.
GOOD EVENING. MY NAME IS EMILY HARTZOG.
I HAVE HAD TWO CHILDREN AT BELLAIRE HIGH SCHOOL.
OUR PRINCIPAL HAS BEEN A SUPPORTIVE, POSITIVE AND STRONG LEADER.
HAVING HIM REMOVED WAS AN ENORMOUS MISTAKE THAT NEEDS TO BE REMEDIED IMMEDIATELY.
HE IS ONE OF THE MOST EFFECTIVE PRINCIPALS AT ONE OF THE MOST EFFECTIVE SCHOOLS IN THE DISTRICT, AND HAS EARNED OUR TRUST TIME AND AGAIN BY BEING HONEST, TRANSPARENT, SUPPORTIVE, COMMUNICATIVE AND ACTING WITH INTEGRITY.
THE STUDENTS HAVE ALWAYS BEEN HIS TOP PRIORITY.
THEY COME BEFORE ANYTHING ELSE.
REMOVING HIM FROM THIS POSITION HAS BEEN A DISRUPTION TO THE STUDENTS LEARNING AND MENTAL HEALTH.
THEY WERE TAKING THE AP EXAMS AND IB EXAMS THAT WERE COMING UP OR FINALS.
OUR PRINCIPAL IS A MAN WHO ALWAYS STANDS FOR WHAT IS GOOD AND RIGHT FOR STUDENTS.
I THOUGHT THAT'S WHAT OUR ENTIRE DISTRICT WAS ABOUT, DOING WHAT IS GOOD AND RIGHT FOR STUDENTS.
THIS RECKLESS DECISION HAS CAUSED UNNECESSARY HARM TO CHILDREN.
THANK YOU. PAUL COLE, MARNIE HILTON, TRAVIS WOO.
PRINCIPAL MCDONOUGH IS A TRUE LEADER WITH A PASSION FOR EDUCATION AND COMMITMENT TO THE COMMUNITY AND IS THE SOLE REASON I DECIDED TO KEEP MY DAUGHTERS IN HISD SPECIFICALLY TO ATTEND BELLAIRE. THE DECISION TO REMOVE AN INDIVIDUAL, OF THE CALIBER AND CHARACTER OF PRINCIPAL MCDONOUGH, NOT TO MENTION THE TIMING AND MANNER IN WHICH IT WAS CARRIED OUT.
NEITHER HAS BEEN APPLIED IN THIS CASE.
PRINCIPAL MCDONOUGH NEEDS TO HAVE [INAUDIBLE] TRAVIS WOO.
GOOD AFTERNOON AND THANK YOU FOR THIS OPPORTUNITY TO SAY A FEW WORDS ON THIS AGENDA ITEM.
I'D LIKE TO SPEAK FIRST AS A PARENT AND SECOND AS A HIGH SCHOOL SOCIAL WORKER IN HISD.
I'M GOING TO SWITCH THOSE AROUND BECAUSE OF TIME.
AS A SCHOOL SOCIAL WORKER AT A HIGH SCHOOL LEVEL IN HISD, I'M APPALLED AT THE TIMING OF HIS REMOVAL.
[00:35:07]
THIS IS THE END OF QUITE POSSIBLY THE TOUGHEST YEAR ON RECORD FOR STUDENTS ACROSS THE CITY IN TERMS OF READJUSTMENT, MOTIVATION, CONNECTION, LONELINESS, DEPRESSION, ANXIETY, FIGHTS ON CAMPUS, AND SUICIDAL IDEATION.IT WAS THE MIDDLE OF STAAR IB AND AP EXAMS. IT WAS A FEW WEEKS AWAY FROM GRADUATION.
ALSO THE MIDDLE OF TEACHER APPRECIATION WEEK.
HOW IS IT POSSIBLE THAT SUCH A LARGE SCHOOL.
A GOOD EVENING TO THE BOARD OF EDUCATION.
MY NAME IS TRAVIS WOO AND I AM A GRADUATE OF THE BELLAIRE HIGH SCHOOL CLASS OF 2019.
I'M A PROUD TROJAN AT THE UNIVERSITY OF SOUTHERN CALIFORNIA AND A CONTRACTED FOUR YEAR ROTC CADET.
I'VE ENJOYED MY THREE YEARS SINCE GRADUATION, BUT THESE ACHIEVEMENTS DIDN'T JUST HAPPEN BY MIRACLE.
THE SEEDS OF MY SUCCESS WERE PLANTED IN THE PAST.
I WATCHED THE CHARISMATIC PRINCIPAL MCDONOUGH FANNING THROUGH THE SEA OF LOST STUDENTS PROVIDING NOT ONLY DIRECTIONS, BUT ENCOURAGING WORDS AS WELL, SHOWING AN UNFLINCHING SUPPORT TO ALL OF THE STUDENTS.
THAT CULTURE OF ACHIEVEMENT NEVER DID WANE.
AND I STILL FEEL IT TO THIS DAY.
AND IT'S OBVIOUS THAT PRINCIPAL MCDONOUGH IS THAT DRIVING FORCE BEHIND BELLAIRE'S CULTURE.
I LANDED IN HOUSTON FOR SUMMER BREAK LESS THAN 12 HOURS AGO.
THANK YOU. REVEREND JAMES DIXON.
OF COURSE. THANK YOU FOR THE MOMENT.
I AM SENSITIVE TO THE CONCERNS THAT HAVE BEEN EXPRESSED TODAY BY ALL OF THESE CARING PARENTS AND STUDENTS. I'M A GRADUATE OF WALTRIP HIGH SCHOOL IN 1981.
I FACED THE SAME CONDITION WHEN I WAS THE FIRST BLACK QUARTERBACK AT WALTRIP.
I COMMEND THE BOARD, THE SUPERINTENDENT FOR THE INDEPENDENT INVESTIGATION.
FOR THE FIRST TIME THIS PAST YEAR, WE HAD A JOINT.
THESE TWO MEN HAVE POURED THEIR HEARTS AND SOULS INTO THE LIVES OF STUDENTS, PLAYERS AND COWORKERS.
I WOULD NOT BE UP HERE TONIGHT IF THAT WERE NOT THE CASE.
EVERY PARTY VESTED HAS A RIGHT TO BE HEARD.
IF OUR FOCUS IS NOT ON HEALING, RESTORATION AND RECONCILIATION THEN WHAT ARE WE DOING? THE NUCLEAR OPTION OF RETRIBUTION SOLVES NOTHING, ACCOMPLISHES NOTHING.
AND IN THE END, THERE'S NO HEALING FOR ANY PARTIES INVOLVED.
YOU ARE MODELING A RESOLUTION IN WHICH THE BEST WAY TO HANDLE CONFLICT IS JUST TO GET RID OF THEM.
BUT IT NEVER LEADS TO HEALING.
IS THIS THE EXAMPLE YOU WANT TO SET FOR OUR STUDENTS AND TEACHERS THAT IF SOMEONE'S ACCUSED OF MISTAKE, WE JUST GET RID OF THEM? EVERY HUMAN BEING HAS INHERENT WORTH AND VALUE AND THEY DESERVE TO BE DEALT WITH IN A HUMANE MANNER.
THAT'S WHAT MR. MCDONOUGH TAUGHT US.
AND ALL THIS BEING SAID, I'M ASKING TO REINSTATE.
KELLY TOMLINSON, GEORGIA WURMSER.
[00:40:05]
THE WAY THIS REMOVAL WAS HANDLED WAS INAPPROPRIATE AND UPSETTING FOR STUDENTS, FACULTY AND STAFF.OUR PRINCIPAL IS IN OUR SCHOOL BUILDING EVERY DAY.
HE IS NOT HIDING IN AN OFFICE.
HE'S TALKING TO TEACHERS PICKING UP TRASH.
HE'S ATTENDING EVENTS SUPPORTING OUR STUDENT BODY.
HE FORMS STRONG BONDS WITH OUR FAMILIES, COMMUNITY AND KNOWS ALL OF US ON A PERSONAL LEVEL.
OUR NEXT SPEAKER IS KELLY TOMLINSON, GEORGIA WURMSER, LESLIE FOX.
BUT WHAT MAKES OUR CAMPUS SO GREAT ARE THE INTANGIBLES.
AND THOSE INTANGIBLES ARE WITHOUT A DOUBT SHAPED BY OUR PRINCIPAL.
IF YOU ARE LOOKING FOR HIM, HIS OFFICE IS PROBABLY THE LAST PLACE YOU SHOULD CHECK.
BEFORE SCHOOL AND IN BETWEEN CLASSES HE CAN BE FOUND ON MAIN STREET OR WALKING THE HALLS OF OUR NEW ACADEMIC WING, TALKING TO STUDENTS AND GETTING TO KNOW THEIR NAMES AND THEIR STORIES. REALLY LISTENING TO AND LEARNING WHAT BRINGS THEM TO CAMPUS EACH DAY OR WHY THEY DON'T COME TO CAMPUS EACH DAY.
HE CAN BE FOUND EATING STADIUM NACHOS AT ATHLETIC EVENTS, SITTING IN THE BEST SEAT IN THE HOUSE AT OUR SCHOOL MUSICAL AND DIRECTING TRAFFIC OUT OF OUR GRAVEL PARKING LOT IN THE AFTERNOON. HE VALUES STUDENTS BEYOND WHAT THEY BRING TO OUR SCHOOL NUMERICALLY, AND THEY KNOW THAT.
HE TRUSTS TEACHERS TO DO WHAT IS BEST FOR STUDENTS.
AND HE SETS A TONE OF HARD WORK AND HIGH EXPECTATIONS THAT WE ALL WORK TO MEET EACH DAY.
HE CARES DEEPLY ABOUT EVERY SINGLE PERSON, STUDENTS AND STAFF ALIKE.
AND HE EMBODIES SO MUCH OF WHAT IS GOOD ABOUT BELLAIRE HIGH SCHOOL.
MY NAME IS GEORGIA WURMSER, AND I'M A FORMER STUDENT OF BELLAIRE.
MR. MCDONOUGH IS THE GLUE TO THE SCHOOL, AND TAKING HIM AWAY WOULD BE A VERY BIG MISTAKE.
I LEFT HISD IN FOURTH GRADE BECAUSE OF A PRINCIPAL WHO WAS NOT THERE FOR ME.
MY MOM FINALLY AGREED TO TOUR IT AND MR. MCDONOUGH IS THE ONLY REASON THAT I WENT BACK TO HISD.
EVEN DURING COVID, MR. MCDONOUGH STILL MADE US FEEL LIKE A FAMILY.
HE WANTS THIS SCHOOL TO FEEL LIKE A COMMUNITY AND A FAMILY, NOT JUST A SCHOOL.
HE KNOWS ALL THE KIDS NAMES AND WOULD BE OUT THERE GREETING THEM.
HE WOULD HAVE CONVERSATIONS WITH EVERY SINGLE KID THAT PASSED HIM.
MR. MCDONOUGH LOVES HIS SCHOOL AND HE MAKES SURE THE KIDS KNOW IT.
I DID HAVE A SPEECH, BUT I WANT YOU TO LOOK AT THIS RED SEA UP HERE.
DO YOU SEE THESE PARENTS? DO YOU SEE THIS? THE PASSION, THE RESPECT THAT WE HAVE FOR MR. MCDONOUGH. WE EXPECT THAT FROM YOU.
I URGE YOU TO RELEASE THE REASON AND WHY HE'S BEEN TEMPORARILY SIGNED.
NOW, YOU CANNOT HAVE THIS GO THROUGH THE END OF THE YEAR.
OUR FACULTY, EVERYBODY NEEDS MR. MCDONOUGH BACK FOR THIS COMMUNITY.
AND IF YOU CAN'T SEE THAT BY THIS, THE OVERFLOW ROOM, ALL THE PARENTS I'M GETTING MESSAGES FROM BECAUSE THEY'RE LIVE STREAMING THIS, THEN YOU NEED TO WAKE UP AND SMELL THE ROSES. AND THESE RED ROSES ARE WHAT'S SITTING OUT HERE.
YEAH WOO [APPLAUSE] PLEASE MAINTAIN DECORUM.
MS. CONROY, PLEASE IDENTIFY AND ADMIT OUR SPEAKERS.
TANYA ANDREWS, TURN ON YOUR CAMERA AND SPEAK, PLEASE.
[00:45:15]
YES. TONYA ANDREWS, PLEASE TURN ON YOUR CAMERA AND YOU MAY BEGIN.GOOD EVENING. MY NAME IS TANYA ANDREWS AND I AM A 1995 BELLAIRE GRADUATE.
I BECAME A BELLAIRE TEACHER IN 2015 AND MY OLDEST BEGAN ATTENDING BELLAIRE IN 2020.
SO NOW I AM A BELLAIRE PARENT.
YOU CAN SAY I HAVE QUITE A BIT INVESTED IN THE BELLAIRE HIGH SCHOOL COMMUNITY AND IN HISD.
THE DECISION TO REASSIGN PRINCIPAL MCDONOUGH IN THE MIDDLE OF THE DAY, IN THE MIDDLE OF THE WEEK AND IN THE MIDDLE OF TESTING, WAS THE MARKER OF INEFFECTIVE AND INEFFICIENT DECISION MAKING.
HISD HAS CLAIMED TO CARE ABOUT RETAINING GOOD TEACHERS, BUT THIS KIND OF DISRUPTION DOES SERVE TO PROVE THAT THAT STATED GOAL MAY NOT ACTUALLY BE WHAT ANY OF YOU ARE TRYING TO ACHIEVE.
PRINCIPAL MCDONOUGH CREATES A CULTURE THAT INVITES ALL WHO WOULD RESPOND TO INCLUSIVITY AND GROWTH.
HIS PERSON CENTERED APPROACH ENCOURAGES TEACHERS AND STAFF TO CONNECT WITH STUDENTS ON A HUMAN LEVEL AND TO EXTEND EMPATHY AND PATIENCE AS WE APPROACH EXPECTATIONS FOR OUR STUDENTS.
I DON'T KNOW IF THAT WAS. I DECIDED TO SPEAK OUT TONIGHT TO ASK THAT YOU RESTORE OUR PRINCIPAL TO OUR SCHOOL IMMEDIATELY AND THAT YOU BRING BACK OUR COLLEAGUE, COACH OZUNA, TO THE CAMPUS TO RECTIFY.
FOR THREE YEARS I'VE BEEN PRIVILEGED TO WORK AT BELLAIRE.
IT HASN'T BEEN AN EASY THREE YEARS FROM THE SHOOTING AND THE DEATH OF A SENIOR TO THE PANDEMIC, TO A NEW BUILDING, AND WORKING WITH STUDENTS WHO ARE ABSENT OR WHO WERE ONLINE ALMOST ALL LAST YEAR.
I STILL CONSIDER MYSELF LUCKY TO BE AT BELLAIRE AND THAT STEMS FROM THE LEADERSHIP TEAM.
I'VE NEVER WORKED FOR MORE EMPATHETIC, COMMUNICATIVE AND SUPPORTIVE GROUP ADMINISTRATORS.
THAT COMES FROM HAVING AN ADMINISTRATOR WHO BOTH VALUES AND MODELS THOSE QUALITIES.
I DON'T KNOW WHY MR. MCDONOUGH WAS TEMPORARILY REASSIGNED, BUT I DO KNOW HIS CHARACTER.
I KNOW HE IS SOMEONE WHO HAS THE BEST INTERESTS OF STUDENTS AND STAFF AT HEART.
I ALSO KNOW THERE ARE PARENTS WHO HAVE CONCERNS ABOUT SENDING THEIR CHILDREN TO BELLAIRE WITHOUT HIM AT THE HELM, THERE ARE STAFF QUESTIONING WHETHER THEY SHOULD RETURN IF THE SITUATION ISN'T RESOLVED.
FOR THESE REASONS, I URGE THE DISTRICT TO BE MORE TRANSPARENT IN THE INFORMATION IT SHARES WITH ALL STAKEHOLDERS AND TO BE AS EXPEDITIOUS AS POSSIBLE IN CONDUCTING ITS INVESTIGATION.
IT IS DIFFICULT TO ASK THE KIDS TO ENDURE ANOTHER YEAR OF UNCERTAINTY.
JOSEPH ALLEN, PLEASE TURN ON YOUR CAMERA.
MR. ALLEN, WE CANNOT HEAR YOU.
MR. ALLEN, PLEASE TURN ON YOUR AUDIO.
MR. ALLEN, WE CAN SEE YOU, BUT WE CANNOT HEAR YOU.
[00:50:02]
IT. STILL CAN'T HEAR YOU, SIR.AUDIENCE PLEASE MAINTAIN DECORUM.
WE STILL CANNOT HEAR YOU, SIR.
SIR. PLEASE BE SURE TO JOIN WITH YOUR AUDIO.
I THINK WHENEVER YOU'RE READY.
THANK YOU. MY APOLOGIES FOR THE DIFFICULTIES.
I SWEAR TO YOU, I'M NOT [INAUDIBLE].
AS A PARENT, AS A PARENT IN THE CLASS OF 23 AND 25, WE OPTED TO SEND TO BELLAIRE, BASED ON HIS STELLAR ACADEMIC ACHIEVEMENTS IN TESTING SCORES, COLLEGE ADMISSIONS, AS WELL AS THE NUMBER OF MERIT FINALISTS.
US NEWS IN 21 RANKED BELLAIRE NATIONALLY IN THE TOP 1%.
BELLAIRE IS KNOWN BY UNIVERSITIES FOR PRODUCING TOP CALIBER STUDENTS.
HE'S SHOWN NOTHING BUT CONCERN FOR THE SAFETY AND WELFARE OF HIS STUDENTS HIS ENTIRE TENURE, ESPECIALLY DURING THE LAST TWO YEARS OF COVID WHERE HE KEPT THE COMMUNITY OF BELLAIRE HIGH SCHOOL TOGETHER DESPITE SOCIAL DISTANCING.
IT'S IMPERATIVE THAT MR. MCDONOUGH BE REINSTATED IMMEDIATELY.
WILL RICHARD CARDERON PLEASE COME TO THE PODIUM AS I CALL THE NEXT THREE NAMES.
PLEASE TAKE A SEAT ON THE FRONT ROW OR JUST STAND.
WE HAVE FOUND SEVERAL LIBRARIANS SPECIFICALLY PROMOTING BANNED BOOKS TO CHILDREN AT HISD.
WE HAVE THIS SCRIPT AT HSPBA SAYING ON WEDNESDAYS WE WEAR PINK AND READ BANNED BOOKS.
HIS LIBRARY HAS THE BOOK WITH ILLUSTRATIONS OF ORAL SEX AND PEDOPHILIA.
AT THE LAST BOARD MEETING, MR. HOUSE ANNOUNCED THAT HE WOULD TAKE 30 SECONDS TO ADDRESS THE PORNOGRAPHIC BOOKS GIVEN TO OUR CHILDREN.
MR. HOUSE, YOU SMUGLY BEHAVE AS IF THIS WAS NOT YOUR PROBLEM OR RESPONSIBILITY.
WE AS CONCERNED PARENTS SAY THAT YOUR 30 SECONDS ARE NOT ENOUGH.
REMOVING THESE BOOKS FROM THE LIBRARIES WON'T BE ENOUGH.
EXCUSE ME, BM TELL KIDS HOW RACIST THEY ARE OR THAT EVERYONE IS OUT TO GET THEM.
AND THEN IN MIDDLE SCHOOL AND HIGH SCHOOL IS WHEN THE LGBTQ AGENDA IS JACKED UP.
A LOT OF THESE BOOKS ARE AT TITLE ONE SCHOOLS.
ALL OF YOU HABITUAL LINE STEPPERS.
YOU ARE POISONING CHILDREN'S MINDS WITH HATE.
YOU ARE EXPOSING THEM TO PORNOGRAPHY AND LITERAL FILTH.
ALL THE WHILE THE STUDENTS YOU INDOCTRINATE CAN'T READ, DO MATH OR HAVE BASIC LIFE SKILLS.
YOU THOUGHT YOU WOULD GET AWAY WITH IT ALL.
YOU WON'T. WE VASTLY OUTNUMBER YOU AND YOU'RE GETTING READY TO FIGURE THAT OUT.
YOU WILL BE ASKED TO LEAVE IF YOU DO NOT MAINTAIN DECORUM.
[00:55:02]
SUPERINTENDENT HOUSE IT IS YOUR RESPONSIBILITY TO PREPARE AND RECOMMEND THE POLICY REGARDING LIBRARY CONTENT TO THE BOARD.LAST MONTH YOU MOCKED US BY INFORMING US THAT BOOKS HAVE A REVIEW PROCESS.
I'M ASKING YOU TO REVIEW YOUR CURRENT POLICIES AND PRESENT TO THE BOARD NEXT MONTH.
THESE BOOKS PROVIDE NO EDUCATIONAL VALUE.
MOVIES HAVE RATINGS LIKE PG, R, NC 17.
OUR BOOKS HAVE ZERO RATINGS IN OUR SCHOOLS UNSUPERVISED OR WITHOUT PARENTAL CONSENT.
I'M ASKING YOU TO LET THE COMMUNITY AND THE PARENTS HELP IN THE REVIEW PROCESS.
WE'VE ALREADY REVIEWED 278 OUT OF THE 898 BOOKS ON THE GOVERNOR'S LIST.
I COME HERE TODAY AS A HISD PARENT? I HAVE TWO CHILDREN THAT WILL BE IN AN ELEMENTARY SCHOOL NEXT YEAR.
WHAT DOES THIS HAVE TO DO WITH MATH? WHAT DOES THIS HAVE TO DO WITH SCIENCE? WHAT DOES THIS HAVE TO DO WITH LANGUAGE ARTS? AND WHY AM I FINDING OUT ABOUT THIS ON SOCIAL MEDIA? ON INSTAGRAM, I GO ON MY SON'S LIBRARY AND I FIND A LIST OF LGBT BOOKS.
ANOTHER BOOK, WHO IS RUPAUL? HE LOVES TO DRESS UP AND IMITATE THE GLAMOROUS WOMAN HE SAW ON TELEVISION WITH THE FRONT COVER OF HIM, DRESSED UP AS A QUEER IN A MIRROR.
THIS TYPE OF THE BOOKS ARE NOT OKAY.
AND NEXT TIME, I AM BRINGING AN ARMY OF PARENTS BECAUSE THEY WILL BE AWARE.
THEY ARE GETTING AWARE OF THESE BOOKS.
AND MISS ELIZABETH SANTOS, YOU SAID THAT IF YOUR CHILDREN ARE.
EMMANUEL VASQUEZ, LACEY ACKLEY AND JANET MCEWEN.
THESE BOOKS DON'T PROVIDE ANY EDUCATIONAL VALUE OTHER THAN PUSH, SELF-HATE, VIOLENCE AND FILTH.
AND I DON'T THINK SCHOOL IS A PLACE FOR ANY OF THAT.
THANK YOU, MR. ACKLEY, JANET MCEWEN AND EMMANUEL VASQUEZ.
WILL DANIEL SANTOS, PLEASE COME TO THE PODIUM.
GOOD EVENING, MEMBERS OF THE BOARD.
I RISE TO SPEAK ON ITEM F 2 CONTINUING OUR RELATIONSHIP WITH TFA, AN ORGANIZATION THAT SUPPLIES TEMPORARY TEACHERS WHO OFTEN COMMIT TO TEACHING FOR TWO YEARS IN THE CLASSROOM.
WE'LL SEND CONFLICTING MESSAGES MESSAGES WHICH IMPLY THAT A THREE YEAR COMMITMENT IS EXPECTED OF US.
ADOPT A BOLD COMPETITIVE COMPENSATION PACKAGE.
FIVE YEARS OF BEING CHEATED OF AN ANNUAL 5% PAY INCREASE REQUIRE A CORRECTION.
TRUSTEES HAVE AN IMPORTANT DECISION TO MAKE.
THANK YOU. THANK YOU, MR. SANTOS. OUR NEXT ITEM HELD FOR REGISTERED SPEAKERS IS H 1 AUTHORITY TO NEGOTIATE, EXECUTE AND AMEND A CONSTRUCTION CONTRACT FOR A PET CLINIC AT LAMAR HIGH SCHOOL.
WILL CAROL MIMS GALLOWAY, PLEASE COME TO THE PODIUM.
WE WOULD LIKE TO ALSO ACKNOWLEDGE MS. MIMS GALLOWAY FOR HER SERVICE AS A LONGTIME FORMER HISD BOARD MEMBER, AS WELL AS FORMER HOUSTON CITY COUNCIL MEMBER.
THANK YOU, MS. GALLOWAY. THANK YOU.
[APPLAUSE] HONORABLE MS. GALLOWAY.
WELL, FIRST, I WANT TO JUST THANK MY OTHER COMMUNITY BOARD MEMBER, MS. KATHY BLUEFORD-DANIELS, FOR ALL HER ADVOCACY ON TRYING TO GET PROGRAMS IN DISTRICT 2.
[01:00:05]
I HAVEN'T SEEN WHERE YOU HAVE BEEN SITTING.FIRST OF ALL, I'M HEARING AND SEEING THERE IS THIS AGENDA ITEM FOR A PET CLINIC.
NOW, WE DON'T EVEN HAVE A CAT CLINIC LESS ONLY A PET CLINIC IN DISTRICT TWO.
WE DON'T HAVE THOSE TYPE OF PROGRAMS. THAT IS THE REASON OUR ENROLLMENT IN OUR SCHOOLS IS SO LOW BECAUSE WE DON'T HAVE THE PROGRAM.
OUR KIDS ARE BUSED FROM NORTHEAST ALL THE WAY OVER TO SOUTHWEST, AND THEY HAVE TO GET UP EARLY IN THE MORNING AND START THEIR DAY AT 5 AND 5:30 AND GET ON THE BUS AND TRAVEL THROUGH ALL THIS HORRIBLE TRAFFIC.
NOW, LAMAR I KNOW HAS ABOUT SIX OR SEVEN PROGRAMS THEY HAD WENT OVERBUDGET.
I DON'T UNDERSTAND WHY THAT PROGRAM OR WHATEVER THEY HAD WASN'T DONE THEN, BUT YET AND STILL WHEN I WAS HERE, THEY WENT OVER ON BUDGET $3 MILLION DOLLAR AND MY SCHOOLS WAS LEFT WITHOUT AIR CONDITIONING SYSTEM BEING IN BUT $3 MILLION DOLLARS ALMOST FOR OVERBUDGET ON AN AUDITORIUM THAT WAS BUILT THERE.
A PET CLINIC? WHAT ABOUT A NURSING PROGRAM IN THE NORTHEAST SIDE OF TOWN? SOME PROGRAMS THAT OUR CHILDREN CAN USE.
I'M ASKING YOU AND BEGGING YOU.
I WANT YOU TO KNOW WE APPLAUD YOU BECAUSE YOU ARE THE LEADER.
AND I KNOW WHEN YOU MOVE A PRINCIPAL OR DO ANYTHING, IT IS FOR A RIGHT REASON.
PEOPLE COME UP HERE, THEY DON'T KNOW NOTHING THAT'S GOING ON BEHIND THE SCENES.
I JUST WANT TO EXPRESS THAT TO YOU.
THANK YOU ALL BOARD MEMBERS FOR YOUR SERVICE.
OUR FIRST SPEAKER WILL ADDRESS THE BOARD VIA ZOOM.
MS. CONROY PLEASE IDENTIFY AND ADMIT OUR ZOOM SPEAKER.
PRESIDENT CRUZ SARAH LYONS HAS NOT JOINED OUR QUEUE OF SPEAKERS.
OUR OTHER SPEAKERS ON I-4 WILL ADDRESS THE BOARD FROM THE AUDITORIUM.
WILL LARRY MCKENZIE, PLEASE COME TO THE PODIUM.
THE SPEAKER IS ALSO REGISTERED TO SPEAK IN THE HEARING OF THE COMMUNITY.
LARRY MCKENZIE WILL BE FOLLOWED BY ANN FURSE.
SO I DIDN'T BRING ANYTHING TO SAY.
BUT TRUE ENOUGH, LAMAR AND BELLAIRE AND WEST SIDE HAS ALL THE PROGRAMS. AND I'M ALSO ADDRESSING THE THING THAT HAPPENED AT THE BAILOUT BASEBALL.
LISTEN, THE DEMAND WAS THAT THE PRINCIPAL BE REPRIMANDED AND THE COACHES BE FIRED.
NOW WE SPEAK OF ALL THE STUDENTS THAT ARE AT BELLAIRE, BUT WHAT ABOUT THOSE STUDENTS THAT HAD TO WITHSTAND MONKEY SOUNDS AND THE N-WORD? THOSE STUDENTS HAVEN'T EVEN BEEN ADJUDICATED WITH THE CODE OF STUDENT CONDUCT.
SO LET'S GET RID OF THOSE COACHES.
NOW, THEY'RE ABOUT TO SEND SOME FELONS TO HARPER DAEP WITHOUT EVEN TALKING TO THE COMMUNITY.
WHAT'S GOING ON WITH THAT? I'M HERE. CALL ME.
BUT NOW YOU'RE STARTING TO FEEL HOW WE FEEL FOR THE I'M SORRY, LARRY MCKENZIE WILL BE FOLLOWED BY ANN FURSE AND OUR LAST ITEM HELD FOR REGISTERED SPEAKERS IS L ONE BUDGET TO ACTUAL REPORT.
WILL JOSEPHINE LEE PLEASE COME TO THE PODIUM? AND THE NEXT THREE SPEAKERS ARE JACKIE WHITE ANDERSON, JAMES BARN, RENNETTE BROWN.
HELLO. I'M SPEAKING FOR MY COWORKER.
I TEACH MICROECONOMICS AT CVHS.
ONE OF THE TOPICS WE COVER IN CLASS IS CONSUMER PRICE INDEX AND INFLATION RATE.
THIS YEAR MY STUDENT MENTIONED THAT SHE HAD RECENTLY GOTTEN A 3% RAISE FROM HER EMPLOYER.
AFTER A LITTLE MATH, THEY REALIZED THAT SOPHIE HAD ACTUALLY GOTTEN A 4.5 PAY CUT IN REAL DOLLARS.
THIS YEAR, THE INFLATION IS 8.5%.
HISD IS OFFERING A PAY INCREASE OF 6.75% IN THE NEXT YEAR.
[01:05:04]
MY STUDENTS CAN TELL YOU THAT A PAY RAISE IS IN REALITY, A PAY CUT IN REAL WAGES.I JOKE THAT I GET PAID IN SATISFACTION AND THERE'S SOME TRUTH IN IT.
THE WORK CAN BE DEEPLY SATISFYING.
BUT AT A CERTAIN POINT, THESE SACRIFICES BECOME UNTENABLE.
THE UNION IS ASKING FOR A 10% RAISE IN THE NEXT YEAR.
WE ARE ALSO ASKING THAT BONUSES NOT BE TIED TO TESTING.
HOWEVER, WE STILL HAVE CONCERNS.
BUDGETS ARE APPROVED ANNUALLY, SO THERE'S NO GUARANTEE IN YEAR TWO AND THREE WE'RE STILL BEHIND OTHER DISTRICTS AS THEY START TO ROLL OUT THE PAY FOR THEIR FIRST YEAR TEACHERS. 10% ACROSS THE BOARD WILL ONLY COST THE DISTRICT $86 MILLION DOLLARS.
WE ARE APPEALING TO YOU FOR A 10% ACROSS THE BOARD AND $15 PER HOUR FOR PART TIME EMPLOYEES.
YOU HAVE TO CARE ABOUT TEACHERS AND SUPPORT STAFF.
TEACHER PAY IS 4% LESS THAN IT WAS A DECADE AGO.
IT'S TIME TO DO SOMETHING IF YOU WANT TO BE COMPETITIVE IN HISD.
ALL RIGHT. JAMES BARNES, RENNETTE BROWN.
I APPRECIATE HOW YOU'VE MADE TEACHER COMPENSATION A MAJOR PART OF YOUR FIVE YEAR PLAN.
WHILE I'M IMPRESSED WITH YOUR PROPOSED SALARY INCREASE FOR THE NEXT THREE YEARS, I'M WORRIED THAT ALL THREE YEARS MAY NOT COME TO FRUITION SINCE THE BUDGET IS APPROVED ON A YEARLY BASIS. SUPERINTENDENT HOUSE, I HOPE YOU'RE HERE FOR A LONG TIME AND YOU'RE ABLE TO IMPLEMENT POSITIVE CHANGE IN HISD AND THIS IN MANY AREAS, BUT UNFORTUNATELY THERE ARE NO GUARANTEES. WE JUST HAD AN INTERIM SUPERINTENDENT FOR TWO YEARS AND A SUPERINTENDENT BEFORE THAT WHO CAME IN WITH BIG PLANS AND LEFT AFTER 18 MONTHS.
WHILE I KNOW YOU'RE A DIFFERENT PERSON AND I TRUST YOU BASED ON YOUR ACTIONS SO FAR, IT DOES NOT CHANGE THE FACT THAT A PROPOSED PLAN OF FUTURE SALARY INCREASES IS ONLY A PROPOSAL UNTIL IT IS APPROVED FOR THAT SPECIFIC SCHOOL YEAR'S BUDGET.
R-E-S-P-E-C-T. THAT'S WHAT MY PAYCHECK NEEDS TO BE.
[LAUGHTER] IT IS ABOVE TIME, PAST TIME FOR HISD TO BRING ALL OF OUR PAY UP TO PAR, OR WE WILL CONTINUE TO HAVE A HIGH TURNOVER RATE AS PEOPLE FLEE HISD FOR HIGHER PLAY WITH RESPECT AND DIGNITY, NOT JUST FOR TEACHERS, BUT FOR PARENTS, LIBRARIANS, CUSTODIANS, BUS DRIVERS AND SUPPORT STAFF.
I LOVE WHAT I DO, BUT ATTEMPTING TO MAKE ENDS MEET WITH STUDENT LOANS IS OVERWHELMING.
ASK NOT WHAT WE DO FOR OUR STUDENTS, BUT WHAT WOULD OUR STUDENTS DO WITHOUT US? 10% FOR RESPECT AND DIGNITY FOR US ALL.
THANK YOU. [APPLAUSE] THIS CONCLUDES OUR HEARING OF REGISTERED SPEAKERS FOR AGENDA ITEMS. IF YOU SIGNED UP TO SPEAK FOR HEARING OF THE COMMUNITY PER OUR BOARD POLICY, WE START THAT NO LATER THAN 7:00 PM.
WE ARE NOW READY TO CONSIDER THE SUPERINTENDENT'S AGENDA ITEMS. FOR THE RECORD, LET IT BE REFLECTED THAT AGENDA ITEM I5 HAS BEEN REVISED AND ITEM I2'S ATTACHMENTS HAS BEEN REVISED.
AS DEFINED IN BOARD POLICY BBFA LOCAL.
WE WILL NOW CONSIDER ITEMS HELD FOR ABSTENTION AND OR DISCUSSION.
EACH MONTH, ALL ACTION ITEMS BEGIN ON THE CONSENT AGENDA.
IF A TRUSTEE WOULD LIKE AN ITEM HELD FROM CONSENT, THEY NEED TO NOTIFY SILVIA TRINH BY 8 A.M.
ON THE MONDAY PRIOR TO THE VOTING MEETING.
[01:10:07]
THE Q&A DOCUMENT HAS BEEN UPDATED TO REFLECT THE ADDITIONAL QUESTIONS.[B-2. Review And Discuss Legislative Budget Board Recommendations For The Houston Independent School District Board Of Education And Board Self-Constraints]
BECAUSE ITEM TWO IS A DISCUSSION ITEM ONLY WITHOUT OBJECTIONS FROM MY COLLEAGUES, I AM PULLING IT FROM THE CONSENT FOR DISCUSSION BEFORE WE VOTE ON OUR BUSINESS AGENDA.ITEM B 2 IS REVIEW AND DISCUSS LEGISLATIVE BUDGET BOARD RECOMMENDATIONS FOR THE HOUSTON INDEPENDENT SCHOOL DISTRICT BOARD OF EDUCATION AND BOARD SELF CONSTRAINTS. IS THERE ANY OBJECTION TO PULLING THIS FOR DISCUSSION? WE'VE BEEN JOINED VIA ZOOM BY TRUSTEE HERNANDEZ AND I THINK BOARD SERVICES IS GOING TO PULL IT UP ON THE SCREEN FOR US TO VIEW. SO TRUSTEES, THIS IS STRICTLY A DISCUSSION ITEM.
THE LBB REPORT CAME OUT IN NOVEMBER OF 2019, SO A LOT OF THIS WORK WAS STARTED EARLY IN 2020 WHEN I FIRST CAME ON THE BOARD. BUT WE HAVEN'T EVER HAD A DISCUSSION ABOUT WHERE WE ARE IN TERMS OF COMPLETING OR NOT COMPLETING THESE RECOMMENDATIONS.
SO I WANTED TO GO THROUGH THEM.
WE'LL START AT THE TOP OF THE LIST.
RECOMMENDATION 3 HIRE A PROFESSIONAL MEDIATOR TO CONDUCT TEAM BUILDING SESSIONS TO RESOLVE ISSUES AFFECTING BOARD MEMBERS AND DEVELOP A FORMAL SELF POLICING STRUCTURE TO ADDRESS POTENTIAL VIOLATIONS OF BOARD ETHICS POLICIES.
DO WE FEEL LIKE WE'VE COMPLETED OR NOT COMPLETED RECOMMENDATION THREE? AND YOU CAN GET IN THE QUEUE.
ANYONE HAVE A DIFFERENT OPINION? OKAY. LET'S LOOK AT THE NEXT RECOMMENDATION.
ENFORCE BOARD POLICIES DURING BOARD MEETINGS.
FOLLOW THE LONE STAR GOVERNANCE FRAMEWORK AND PROVIDE TRAINING FOR BOARD MEMBERS REGARDING ACCEPTABLE PARLIAMENTARY PROCEDURES. TRUSTEE SANTOS. THANK YOU, PRESIDENT CRUZ, I BELIEVE AS A BOARD THESE WERE DIRECTIVES GIVEN TO THE THEN BOARD IN 2017 AND TAKING OWNERSHIP OF THESE OF LONE STAR GOVERNANCE ISN'T SOMETHING THAT WE'VE BEEN ALLOWED TO DO WITHOUT PROPER COACHING, SO I DON'T FEEL RECOMMENDATION FOUR HAS BEEN ADHERED TO.
THANK YOU. ANY OTHER OPINIONS ON THAT ONE? RECOMMENDATION 5 AMEND BOARD POLICY TO REQUIRE BOARD MEMBERS.
I WANT TO CONCUR WITH MY COLLEAGUE.
AND AS I MEAN, I GET WE'RE GOING THROUGH ALL OF THESE FOR DISCUSSION, BUT I THINK ON EACH OF THESE, AS I'M LOOKING AT THEM, THERE ARE SOME, YOU KNOW, HAVE NOT STARTED LIKE RECOMMENDATION THREE, WHEREAS RECOMMENDATION FOUR IS MAYBE AN IN PROGRESS AND MAYBE WHAT I'D LIKE TO OFFER UP AS A SUGGESTION IS THAT WE GET SOME CLARITY TONIGHT QUICKLY ON WHERE IF PEOPLE THINK WE HAVE COMPLETED IN PROGRESS OR HAVE NOT STARTED AND THEN THAT'S SOMETHING THAT THEN YOU AS BOARD CHAIR COULD TAKE AND WORK WITH THE BOARD TO CREATE AN ACTION PLAN FOR WHEN WE WOULD COMPLETE ITEMS. MADAM PRESIDENT. YES.
I ALSO WOULD ASK JUST FOR CLARITY, SOME OF THESE ARE MULTIPLE THINGS AND THEIR RECOMMENDATION, AND IT WOULD BE HELPFUL IF A BOARD MEMBER FEELS THAT SOMETHING HAS NOT BEEN COMPLETED IF YOU'RE TALKING ABOUT, FOR EXAMPLE, IN THIS ONE, THERE ARE THREE DIFFERENT THINGS ENFORCE BOARD POLICIES AT BOARD MEETINGS.
PROVIDE TRAINING FOR BOARD MEMBERS REGARDING ACCEPTABLE PARLIAMENTARY PROCEDURES.
ARE YOU REFERRING TO ALL OF IT OR SOME SUBSET? THAT'S A GREAT POINT. YEAH. AND WE SHOULD SEPARATE THOSE OUT BECAUSE I KNOW THAT WE HAD TRAINING.
[01:15:08]
SO LET'S GO BACK.I'M SORRY. TRUSTEE GUIDRY'S IN THE QUEUE AND THEN I'LL.
ACTUALLY, I WAS JUST GOING TO MAKE A MOTION THAT WE TABLE THIS ITEM UNTIL WE'VE HAD AN OPPORTUNITY TO REVIEW IT THOROUGHLY AND MAKE OUR SUGGESTIONS TO THE PRESIDENT OF THE BOARD. THANK YOU.
I'D LIKE TO AMEND MY MOTION AND TABLE THIS ITEM UNTIL OUR NEXT MEETING, WHICH IS.
POSTPONE. I'M SORRY. I'M SORRY.
YES. POSTPONE TO THE MEETING IN JUNE.
WE HAVE A MOTION BY TRUSTEE GUIDRY AND A SECOND BY TRUSTEE SANTOS.
IS THERE ANY DISCUSSION? OK I WOULD JUST LIKE TO SAY ONE THING.
I PUT THIS ON THE AGENDA AND WE HAVE HAD THIS.
THIS HAS BEEN IN OUR HANDS FOR A COUPLE OF WEEKS.
AND I REALIZED THAT THERE WASN'T A LOT OF CONTEXT AROUND IT.
BUT I DID WANT US TO AT LEAST START THE CONVERSATION BECAUSE THESE LBB RECOMMENDATIONS WERE GIVEN IN NOVEMBER OF 2019 AND THERE HAS BEEN SOME WORK THAT HAS BEEN DONE, AND I DEFINITELY WANT TO RECOGNIZE THE HARD WORK AT THIS BOARD TABLE THAT HAS BEEN DONE TO ADDRESS SOME OF THE SIX OF THESE RECOMMENDATIONS.
AND JUST GIVE US A FRAMEWORK OF LIKE, WHERE ARE WE AND WHAT DO WE NEED TO IMPROVE ON? BUT RESPECT FOLKS DESIRE TO HAVE MORE GUIDANCE.
YES, AND IF YOU'D LIKE TO PER TRUSTEE DEIGAARD'S RECOMMENDATION TO COMPLETE IN-PROGRESS LIKE MAYBE HAVE CHANGE THE AGENDA ITEM A LITTLE BIT AND SEND IT BACK OUT TO US SO THAT WAY WE CAN. YOU'D BE ABLE TO SPEAK MORE TRANSPARENTLY TO THE PUBLIC AS WELL.
TRUSTEE BLUEFORD-DANIELS YOU WERE IN THE QUEUE? NOT ANYMORE? TRUSTEE DEIGAARD.
I HAVE A QUESTION OF CLARITY ON THE MOTION.
IS THIS JUST ABOUT THE LBB RECOMMENDATIONS OR ALSO ABOUT THE BOARD SELF CONSTRAINTS? IT WOULD BE EVERYTHING IN THE B ITEM, THE B 2 ITEM THAT WAS PULLED.
OKAY, THEN I'D LIKE TO OFFER TO THE BOARD CHAIR A SUGGESTION ON THE BOARD SELF CONSTRAINTS PART OF THIS FOR THE BOARD MEMBERS TO SEND IN.
JUST AS WE'RE GOING TO SEND IN TO YOU OUR STATUS OF THE DIFFERENT RECOMMENDATIONS IN THE LBB, I THINK IT WOULD BE HELPFUL IF THERE WERE SUGGESTIONS FROM BOARD MEMBERS OF HOW WE MIGHT MEASURE THE BOARD'S SELF CONSTRAINTS IN PROGRESS, MEASURES AND SUGGESTIONS FOR THOSE.
SO WE NEED TO VOTE ON THE AMENDMENT.
YEAH, YOU'RE VOTING ON TRUSTEE GUIDRY'S MOTION.
SO HER MOTION AS AMENDED BEFORE IS ON THE TABLE.
SORRY, TRUSTEE BLUEFORD-DANIELS IS IN THE QUEUE.
AND I HEARD IT MENTIONED THAT WE STARTED THIS IN 2019.
WE'VE GOT SO MANY ISSUES GOING ON THAT THAT OBVIOUSLY IS NOT THE PRIORITY.
I HEAR YOU. OKAY, SO LET'S VOTE.
SO WE'RE VOTING ON THE MOTION AS AMENDED.
[01:20:06]
I DON'T THINK SHE'S ON.OK 8 FOR 0 AGAINST ZERO ABSTENTIONS.
MOVING ON NOW TO OTHER ITEMS HELD FOR DISCUSSION OR ABSTENTION.
TRUSTEES HAVE REQUESTED THE FOLLOWING ITEMS TO BE HELD FROM THE CONSENT AGENDA E1 APPROVAL OF CONTRACT RENEWAL BETWEEN WESTBURY HIGH SCHOOL AND HARRIS COUNTY RESOURCES FOR CHILDREN AND ADULTS FOR THE COMMUNITY YOUTH SERVICES PROGRAM.
210605 RFP COLLEGE AND CAREER READINESS MATERIALS AND SERVICES.
FOR EACH ITEM OF DISCUSSION, WE WILL DO ONE ROUND OF ONE MINUTE PER TRUSTEE.
IF AN ADDITIONAL ROUND IS DESIRED, IT CAN BE DONE WITH THE MOTION SECOND AND BOARD VOTE.
[E-1. Approval Of Contract Renewal Between Westbury High School And Harris County Resources For Children And Adults For The Community Youth Services Program]
OUR FIRST ITEM HELD FOR THE CONSENT AGENDA IS E1 APPROVAL OF CONTRACT RENEWAL BETWEEN WESTBURY HIGH SCHOOL AND HARRIS COUNTY RESOURCES FOR CHILDREN AND ADULTS FOR THE COMMUNITY YOUTH SERVICES PROGRAM.THIS ITEM IS BEING HELD AT THE REQUEST OF TRUSTEE BLUEFORD-DANIELS.
MAY I HAVE A MOTION? SO MOVED.
SORRY. I HAVE A MOTION BY TRUSTEE SANTOS AND A SECOND BY TRUSTEE BLUEFORD-DANIELS.
IS THERE ANY DISCUSSION? TRUSTEE BLUEFORD-DANIELS.
AND MY QUESTION WAS ABOUT THIS HOW IS IT SUPPORTED FOR ENGLISH LEARNERS? WE'VE NOT HAD ANY DISCUSSION, ANY REAL IN-DEPTH CONVERSATION ABOUT THAT.
THAT THIS PARTICULAR ITEM IS SPECIFICALLY PROVIDING YOUTH WITH CRISIS COUNSELING AS WELL AS CONSULTATION, AND NOT ONLY FOR THE STUDENTS, BUT ALSO THEIR FAMILIES, AS WELL AS THE ABILITY TO SERVE AS A KIND OF A CONNECTOR TO HARRIS COUNTY AND IN STATE LEVEL WRAPAROUND SERVICES.
DR. BIRD, IS THERE ANY OTHER INSIGHT IN REFERENCE TO THE THE QUESTION AT HAND IN REFERENCE TO BILINGUAL SERVICES TO GO ALONG WITH THIS? THERE'S NO SPECIFIC FOCUS ON OUR EMERGING BILINGUAL STUDENTS WITH THIS PARTICULAR BOARD ITEM, BUT IT'S SOMETHING THAT'S BEEN IN CONSIDERATION. DO WE CONSIDER HAVING THE SUPPORT OR ENSURING THAT THERE'S SUPPORT THERE FOR THAT POPULATION BECAUSE WE'VE GOT A LARGE POPULATION OF ENGLISH LEARNERS OVER THERE.
SO IT'S DEFINITELY THE INTENT REGARDLESS OF WHAT LANGUAGE IS SPOKEN.
SO IS THERE A WAY TO FOLLOW UP TO FIND OUT WHAT TYPES OF SUPPORT THEY HAVE FOR THE CHILDREN IN THAT AREA? I'D LIKE TO BE ABLE TO KNOW THAT.
YES, MA'AM. BECAUSE WE'VE GOT TO HAVE THAT SUPPORT.
I JUST WANT TO MAKE SURE ENSURE THAT WE DO.
WE'VE IDENTIFIED IT AND WE DO HAVE IT.
THANK YOU. TRUSTEE GUIDRY. SO THIS IS A EXCELLENT PROGRAM AND I SO HAPPY THAT WESTBURY IS REQUESTING AN APPROVAL TO RENEW THIS CONTRACT.
MY QUESTION IS BECAUSE FOR THE COMMUNITY WHO DON'T KNOW, THIS IS ACTUALLY A PROGRAM THAT IMPROVES THE LIVES OF YOUTH AND THEIR FAMILIES TO ADVOCACY, EDUCATION AND PERSONAL EMPOWERMENT.
MY QUESTION IS, IS THIS PROGRAM OFFERED TO OTHER CAMPUSES? AND DO YOU KNOW WHICH CAMPUSES THAT IT'S OFFERED TO? IT IS OFFERED TO OTHER CAMPUSES IN HISD.
IT'S GRANT FUNDED IN THOSE PARTICULAR SITUATIONS.
I CAN GET YOU A LIST OF THOSE CAMPUSES.
THANK YOU. BUT OFF THE TOP OF YOUR HEAD, DO YOU THINK THERE ARE OTHER CAMPUSES THAT'S TAKING ADVANTAGE OF THIS PROGRAM? THOSE THAT THIS PROGRAM IS SERVING I ABSOLUTELY BELIEVE THEY ARE TAKING ADVANTAGE.
COULD THERE BE A NEED TO EXPAND? ABSOLUTELY. THANK YOU SO MUCH.
[01:25:06]
9 FOR 0 AGAINST ZERO ABSTENTIONS.[F-2. Authority To Negotiate And Execute Contract With Teach For America For The District's Summer Learning Program]
OUR NEXT ITEM HELD FROM THE CONSENT AGENDA IS F2 AUTHORITY TO NEGOTIATE AND EXECUTE CONTRACT WITH TEACH FOR AMERICA FOR THE DISTRICT'S SUMMER LEARNING PROGRAM.THIS ITEM IS BEING HELD AT THE REQUEST OF TRUSTEE ALLEN.
MAY I HAVE A MOTION? SECOND. I HAVE A MOTION BY TRUSTEE GUIDRY AND A SECOND BY TRUSTEE BLUEFORD-DANIELS.
ARE THERE ANY IS THERE ANY DISCUSSION? TRUSTEE ALLEN.
TEACHING NEW ACP TEACHERS WHO ARE SUPPOSED TO BE THERE FOR SUPPORT.
IF THE TEACHERS NEED SUPPORT, GIVE IT TO THEM IN THE FORM OF CERTIFIED TEACHER'S AIDES.
I CAN SUPPORT THIS ITEM IF THE TFA TEACHERS ARE TRAINED IN ABC SCHOOLS TO BE READY FOR 4545 AND NO TEACHERS THAT ARE, WERE EXEMPLARY TEACHERS AND RETIRE FROM HISD AS CAREER PEOPLE.
I CAN SUPPORT THE GIVING OUR CHILDREN THE BEST.
I CAN SUPPORT THIS ITEM IF IT REFLECTS OUR MISSION, VISION, BELIEFS, GOALS AND CONSTRAINTS.
I CAN SUPPORT THIS ITEM IF IT IS MODIFIED TO GIVE OUR CHILDREN THE VERY BEST.
AND THESE CONDITIONS I WILL NOT BE ABLE TO SUPPORT THIS ITEM.
AND WE DO HAVE TO TEACH FOR AMERICA PEOPLE ON THIS BOARD.
BUT I CAN SUPPORT IT IF WE ARE GIVING OUR VERY BEST TO EVERY CHILD EVERY TIME.
SUPERINTENDENT HOUSE. WE CURRENTLY HAVE A TFA CONTRACT, CORRECT, THROUGH 2025.
YEAH. BUT THAT'S SEPARATE FROM THIS CONTRACT.
IT WOULD ACTUALLY ALLOW FOR CORPS MEMBERS THAT ARE BEGINNING CORPS MEMBERS TO COME IN AND LIKE DR.
ALLEN INDICATED, WORK IN OUR SUMMER SCHOOL TO SUPPORT SOME OF OUR HIGHEST NEED LEADERS, STUDENTS DURING THE SUMMER MONTHS TO REALLY CLOSE THE LEARNING GAP.
RIGHT AND THE WAY I READ THIS IS THAT WE HAVE INPUT BOTH IN BOTH WAYS THAT HISD IS HELPING TFA BRING CORPS MEMBERS ALONG. CORRECT? CORRECT. OKAY. SO UNTIL WE CAN HONOR TEACHERS LIKE THE PROFESSIONALS THAT THEY ARE AND WE PAY THEM LIKE THE PROFESSIONALS THAT WE ARE AND JUST SOCIETY AS A WHOLE. I MEAN, WE'RE UNDER COVID TIMES AND WE NEED ALL THE HELP THAT WE CAN GET RIGHT NOW.
SEVEN FOR ONE AGAINST ONE ABSTENTION.
[H-1. Authority To Negotiate, Execute, And Amend A Construction Contract For A Pet Clinic At Mirabeau Lamar High School (Part 1 of 2)]
SCHOOL. THE ITEM IS BEING HELD AT THE REQUEST OF TRUSTEES ALLEN, GUIDRY, AND BLUEFORD-DANIELS.MAY I HAVE A MOTION? SO MOVED. SECOND.
I HAVE A MOTION BY TRUSTEE BLUEFORD-DANIELS AND A SECOND BY TRUSTEE.
GUIDRY. ANY DISCUSSION? I THINK THEY HAVE TO CLEAR THE VOTES SO GIVE THEM JUST A SECOND.
AH. THERE WE GO. OKAY. TRUSTEE ALLEN.
SO WHILE WE ARE WAITING FOR THAT INFORMATION, I WOULD ALSO LIKE TO KNOW, ALONG WITH THE 55% OF CTE FUNDS, THE CTE DEPARTMENT ALSO PULLED THE REST OF THE UNSPENT FUNDS LAST WEEK ON MAY THE SIXTH.
HOW MUCH MONEY DID YOU RETRIEVE FROM THE LAMAR CTE DEPARTMENT? BETTER YET, HOW MUCH MONEY DID YOU RETRIEVE FROM ALL THE SCHOOLS?
[01:30:01]
I MOVE THAT THIS ITEM IS TABLED FOR TWO WEEKS UNTIL WE GET THAT INFORMATION THAT WE REQUESTED.WHEN WE MEET FOR THE BUDGET WORKSHOP ON MAY 26 AND PRINCIPALS CAN HAVE THE OPPORTUNITY TO BRING FORTH INNOVATIVE AND CREATIVE IDEAS THAT CAN BE MOVED TO THE OTHER SCHOOLS. THERE ARE.
THE WATER IS NOT ALWAYS GREENER ON THE OTHER SIDE.
THE WATER IS THE GRASS IS GREENER WHERE YOU WATER IT.
AND THE MOTION WOULD BE TO POSTPONE SINCE WE'RE NOT MOVING IT TO LATER IN THE MEETING.
IT WOULD BE TO POSTPONE UNTIL.
WHAT DID YOU SAY? I SAID MAY 26TH.
THAT'S WHEN WE COME IN FOR OUR BUDGET WORKSHOP.
SHOULD WE FINISH THAT DISCUSSION? DO WE NOW DISCUSS THE DISCUSSION NOW IT HAS TO BE ON THIS MOTION.
WE HAVE A MOTION ON THE TABLE BY TRUSTEE ALLEN AND A SECOND BY TRUSTEE BLUEFORD-DANIELS.
ANY DISCUSSION? SO TRUSTEES, I'M GOING TO CLEAR THE QUEUE SINCE WE HAVE TO DISCUSS THIS FIRST.
TRUSTEE DEIGAARD. IF THIS DOES NOT GET VOTED ON TONIGHT OR DOES NOT PASS TONIGHT, MR. SUPERINTENDENT, I KNOW LIKE PROCUREMENT AND CONTRACTS AND ALL OF THAT.
LIKE WHAT HAPPENS? IF THE BOARD DECIDES NOT TO PASS THIS ITEM, THE FUNDS WILL GO.
WHAT HAPPENS IF IT IS POSTPONED? IS THERE LIKE THIS IS PROBABLY DO WE HAVE TIME BETWEEN NOW AND THE 26TH? CORRECT. I'M NOT CERTAIN, QUITE FRANKLY.
EXCUSE ME, BECAUSE THIS WAS A COMPETITIVE FIELD PROPOSAL.
THE CONTRACTOR THAT THEY'RE RECOMMENDING HAS AGREED TO HOLD THEIR PRICE.
IF YOU VOTE ON THE ITEM TODAY, THEY'LL HOLD THE PRICE, THIS PROJECT.
IF YOU DON'T VOTE ON THE ITEM TODAY, WE WOULD THEN EITHER HAVE TO GO TO THE NEXT VENDOR, THE SECOND VENDOR, TO SEE IF THEY WOULD HOLD THEIR PRICE, GO TO THE NEXT, THE THIRD OR THE FOURTH. IF NO VENDOR AGREES TO HOLD THEIR PRICE, WE WOULD HAVE TO REBID THE PROJECT.
OKAY, MY NEXT QUESTION, MR. SUPERINTENDENT, IS IF THIS FAILS, IF THIS PROJECT DOES NOT HAPPEN THIS YEAR, THE UP TO 500,000, IS THAT MONEY THAT CAN GO BACK INTO THE BUDGET TO BE SPENT ON PROGRAMS AT OTHER SCHOOLS. SO IF THE BOARD DECIDES NOT TO PASS THAT AT ALL, THE FUNDS WOULD GO INTO FALLOUT.
NO OTHER CAMPUS WILL BE ABLE TO ACCESS THESE PARTICULAR FUNDS FOR ANY CTE PROGRAMMATIC OFFERINGS FOR THE COMING YEAR, BECAUSE WE'RE VERY CLOSE TO THE END OF THE FISCAL YEAR.
CAREER READINESS WOULD NOT BE ABLE TO RELOCATE FUNDS BY JUNE THE 30TH.
THE DEPARTMENT SPENDS MONTHS REVIEWING, OF COURSE, CAMPUS CTE NEEDS, AS WAS INDICATED LAST WEEK, AND MAKES FUNDING ALLOCATIONS BASED ON THOSE PARTICULAR ASSESSMENTS DURING THAT TIME AS THEY WORK WITH PRINCIPALS.
AGAIN, THESE FUNDS WOULD NOT BE ABLE TO BE USED FOR ANY PROGRAMING.
THEREFORE WOULD BE WOULD HAVE LITTLE POSITIVE IMPACT, UNFORTUNATELY, GOING TOWARDS GOALS SPECIFICALLY, NUMBER THREE, WE CAN'T TAKE IT FROM LAMAR AND GIVE IT TO OTHER CAMPUSES IS WHAT I'M HEARING.
SO MY NEXT QUESTION IS, I WANT TO CLARIFY MY UNDERSTANDING, LAST WEEK, EXISTING CTE PROGRAMS GENERATE REVENUE FOR THE DISTRICT TO HELP FUND OTHER PROGRAMS AT OTHER SCHOOLS.
SO THIS PROGRAM YES, TO ANSWER YOUR QUESTION.
YES, I HAVE A LITTLE LIST HERE OF THINGS I WAS GOING TO COME TO YES ON, BUT SUPERINTENDENT HOUSE, WE CAN LEARN A LOT FROM THIS PROCESS GOING FORWARD WITH OTHER CTE PROGRAMS THAT ARE NEEDED THROUGHOUT THE DISTRICT.
[01:35:08]
SO I THINK THAT MOVING FORWARD WITH THIS IS A POSITIVE, AND THROUGH THIS CONVERSATION WE'VE LEARNED A LOT ABOUT WHAT WE MAY WANT TO PROPOSE OR MAY BE HELPFUL TO OTHER COMMUNITIES AND OTHER SCHOOLS IN THE DISTRICT.THAT'S ALL I HAVE TO SAY. TRUSTEE BLUEFORD-DANIELS.
THANK YOU. TRUSTEE BLUEFORD-DANIELS, I'M SORRY TO INTERRUPT YOU, BUT I JUST WANT TO PROVIDE SOME CLARIFICATION TO ALL THE TRUSTEES THAT THE MOTION THAT'S ON THE TABLE IS THE MOTION TO POSTPONE.
SO YOUR CONVERSATION NEEDS TO BE ABOUT THAT MOTION, NOT THE UNDERLYING MERITS OF THE ITEM.
THANK YOU FOR THAT SUPER SMART ATTORNEY.
[CHUCKLING] WHEN I LOOKED AT I'M TRYING TO STAY IN MY LANE WITH THE MOTION, WHEN I LOOKED AT THE CLINICS IN THE AREA OF LAMAR, THERE WERE 20 PLUS CLINICS IN THAT AREA.
VETERINARY CLINICS, WHEN I LOOKED AT THE NUMBER OF CLINICS LOCATED ON THE SOUTH SIDE, WHERE THERE ARE A LOT OF, AS I MENTIONED BEFORE, TRAIL RIDERS AND COWS, ETC.
IN THE COMMUNITIES, THERE WERE THREE IN THE NORTHWEST AND THE NORTHEAST THERE WAS TWO.
SO THAT'S WHY I WANTED TO PULL IT AND RELOOK AT HOW WE'RE IDENTIFYING WHERE WE'RE GOING TO HAVE THOSE PROGRAMS AND HOW THEY'RE GOING TO BE SUPPORTED.
IT WAS MENTIONED THAT THE PROGRAM GENERATES FUNDS TO SUPPORT THE PROGRAMS IN OTHER DISTRICTS.
WE MUST NOT HAVE HAD A LOT OF FUNDS GENERATED BECAUSE I DON'T HAVE ANY PROGRAMS IN MY DISTRICT.
SO, SUPERINTENDENT HOUSE, YOU SAID THAT THE MONEY CANNOT BE UTILIZED IN ANOTHER PLACE, BUT YOU SAID THAT THE DEPARTMENT WOULD HAVE UNTIL JUNE 30TH.
SO WHY WOULDN'T IT BE POSSIBLE BETWEEN NOW AND JUNE 30TH TO LOOK FOR OTHER MEASURES, PERHAPS IN OTHER COMMUNITIES TO UTILIZE THE FUNDS? I BELIEVE BECAUSE THE PLANNING I'M GOING TO ASK DR.
BIRD TO INTERJECT HERE, BUT I THINK THE PLANNING WOULD TAKE MUCH LONGER THAN THAT.
DR. BIRD. IT'S THE PLANNING AND ALSO THE PROCUREMENT PROCESS.
SO, EVEN IF SOMETHING WAS IDENTIFIED, THE PROCUREMENT PROCESS WOULD GO WELL BEYOND JUNE 30TH.
WELL, WHAT ABOUT ITEMS THAT ALREADY HAVE BEEN BROUGHT TO THE DISTRICT? AND IT'S MY UNDERSTANDING THAT THERE ARE SEVERAL ITEMS THAT'S ALREADY BEEN BROUGHT TO THE DISTRICT TO CTE TO CONSIDER UTILIZING FUNDS, BUT THEY HAVE NOT BEEN FUNDED. I WOULD HAVE TO FOLLOW UP AND SEE WHAT IS IN THE PIPELINE, WHAT WAS DENIED, BUT I'LL HAVE TO FOLLOW UP WITH THE DEPARTMENT ABOUT THAT.
WELL, CAN WE GET SOME FOLLOW UP ON THAT? BECAUSE IF WE HAVE TO DECIDE TONIGHT TO VOTE ON THIS ITEM TO LET IT GO THROUGH OR HOLD IT BACK, I'D LIKE TO KNOW.
I KNOW THAT OTHER CTE PROGRAMS HAVE BEEN RECOMMENDED BUT HAVE NOT BEEN FUNDED.
SO I'D LIKE TO KNOW ABOUT THAT.
ALSO, TRUSTEES, JUST ONE MORE TIME.
I JUST WANT TO MAKE SURE WE UNDERSTAND THAT THE MOTION THAT'S ON THE TABLE IS A MOTION TO POSTPONE.
IF WE'RE GOING TO BE COMPLYING WITH ROBERT'S RULES FOR PURPOSES OF THIS ITEM, WE NEED TO BE TALKING ABOUT THE MOTION THAT'S ON THE TABLE, WHICH IS WHETHER OR NOT TO POSTPONE CONSIDERATION. YES, MA'AM.
YES, MA'AM. THE CTE DEPARTMENT, YOU SAID, WOULD NOT HAVE ENOUGH TIME TO SPEND THE MONEY.
SO WHAT I'M GETTING AT IS THAT THEY JUST PULLED A BUNCH OF MONEY ON MAY 6TH.
WHY WOULD THEY POOL A BUNCH OF CTE MONEY FROM ALL THE OTHER SCHOOLS IF THEY DON'T HAVE TIME TO SPEND IT BY JUNE 30TH? SURE. ABSOLUTELY.
DR. BIRD, IF YOU DON'T MIND SHARING WHAT WE TALKED ABOUT.
RIGHT. SO, TRUSTEE ALLEN, THERE WAS A MEMO THAT WENT OUT, BUT THEY DID NOT ACTUALLY PULL THE MONEY.
THEY PULL THAT BECAUSE THEY DON'T THINK IT'S GOING TO BE SPENT, BUT ACTUALLY HAS NOT BEEN PULLED.
WE CONFIRMED THAT WITH THE CHIEF FINANCIAL OFFICER.
THANK YOU. OK TRUSTEES, I SEE THREE OF YOU IN THE QUEUE.
WE'RE DOING ONE ROUND ON THIS.
SO THIS IS FOR THE MOTION THAT WAS PROPOSED.
WE STILL HAVE DISCUSSION ON THE ACTUAL THE ITEM.
SO IF THE MOTION DOES NOT PASS, THEN YOU CAN HAVE DISCUSSION ON THE MERITS OF THE ITEM ITSELF.
[01:40:05]

VICKY MARTIN, PLEASE TURN ON YOUR CAMERA AND BEGIN SPEAKING.
TRUSTEE HERNANDEZ, ARE YOU THERE? WELL, YEAH, WE NEED FIVE.
PRESIDENT CRUZ, WE'RE UNABLE TO GET THE TWO SPEAKERS THAT WERE IN THE QUEUE.
THANK YOU. THE BOARD WILL NOW RECESS AT 7:03 P.M..
WELL, RECONVENE IN JUST A COUPLE OF MINUTES.
[01:45:02]
JUST SO YOU KNOW, WE'VE BEEN IN MEETINGS SINCE 2 P.M., SO TRUSTEES HAVE NOT HAD A BREAK.THANK YOU, COLLEAGUES. I KNOW IT'S BEEN A LONG DAY.
NEXT, WE WILL HEAR FROM SPEAKERS APPEARING LIVE IN OUR AUDITORIUM.
WE ASK THAT YOU PLEASE SPEAK DIRECTLY INTO THE MICROPHONE.
WOULD DOMINIQUE GUILLORY PLEASE COME TO THE PODIUM? AS I CALL THE NEXT THREE NAMES, PLEASE TAKE A SEAT ON THE FRONT ROW.
MARCUS ADAMS. DEBORAH HALL. MICHELLE LYNETTE-WILLIAMS. DOMINIQUE GUILLORY.
MICHELLE LYNETTE-WILLIAMS. OKAY, GO AHEAD.
GOOD EVENING, BOARD TRUSTEES, SUPERINTENDENT HOUSE.
TONIGHT, I WANT TO TALK TO YOU ABOUT THE $60 MILLION CUT FROM THE ADMINISTRATION BUILDING.
I NOTICE THAT THE REPAIRS FOR DEVICES WAS BEING PUSHED DOWN TO THE CAMPUSES, AND I UNDERSTAND IT'S UNDER ESSER. HOWEVER, THE LBB SURVEY STATED AND SHOWED THAT 60% OF THE STAFF FELT THAT THE PRINCIPALS DID NOT HAVE A GOOD FISCAL MANAGEMENT, AND I SPOKE WITH OUR CAMPUS PERSON AND HE HAS PUT IN OVER 1000 REQUESTS FOR DEVICE REPAIRS.
SO COUPLE THAT WITH THE INEXPERIENCE, YOU KNOW, I'M ASKING YOU ALL TO PLEASE RECONSIDER THINKING ABOUT THIS BEING A JOINT EFFORT IN TAKING CARE OF THE INFRASTRUCTURE AND DEVICES.
THANK YOU. I THINK WE HAD ONE SPEAKER JOINED VIA ZOOM.
YES, BEAR WITH ME. IT SAYS JOINING, BUT OUR ZOOM'S NOT WORKING TOO GREAT, SO HOLD ON.
KATHY GUNTER, PLEASE TURN ON YOUR CAMERA.
[INAUDIBLE] MS. GUNTER, WE CAN HEAR YOU VERY LOW ON AUDIO, BUT WE NEED TO SEE YOU.
PLEASE TURN ON YOUR CAMERA AND TURN UP YOUR VOLUME.
WHAT TIME DO I START? YOU MAY START NOW, MA'AM.
OK, HELLO, MY NAME IS KATHY GUNTER. I AM A RETIRED EDUCATOR AND I WORKED FOR SEVERAL YEARS AS A VOCATIONAL TEACHER.
[INAUDIBLE] CAN YOU HEAR ME NOW? YES, MA'AM. PROCEED.
OK. HELLO, MY NAME IS KATHY GUNTER.
I'VE WORKED AS A RETIRED TEACHER FOR YEARS.
MA'AM, YOU MAY WANT TO MUTE THE AUDIO AND ANY OTHER DEVICES YOU HAVE THERE.
YOU NEED TO MUTE THE MEETING AUDIO, MA'AM.
ANYWAY, I THINK YOU'VE GOT THAT I'M A RETIRED TEACHER ABOUT THREE TIMES.
YOU MUST HAVE SOME OTHER AUDIO ON THERE.
THAT'S WHY YOU'RE GETTING FEEDBACK, MA'AM.
WE'RE NOT HEARING YOUR FEEDBACK.
SO IF YOU WANT TO GO AHEAD AND SPEAK, MA'AM.
[01:50:01]
OKAY. ANYWAY, I'M HERE TODAY BECAUSE AS A VOCATIONAL TEACHER, I UNDERSTAND HOW THE PROGRAMS WORK IN VOCATIONAL SETTINGS.I USED TO TEACH MICROSOFT WORD AND THESE CERTIFICATIONS ALLOW STUDENTS TO BE CERTIFIED AT THE END OF THE COURSE IN WORD, POWERPOINT, EXCEL, AND UPON GRADUATION, THEY CAN TAKE THAT CERTIFICATION AND BE WORK READY.
SO THESE PROGRAMS ARE MISSING, ESPECIALLY IN THE NORTHEAST AREA OF SO I'M ASKING THAT THE BOARD PLEASE ADD THE ADDITIONAL THE VOCATIONAL CLASSES, THINGS LIKE DENTAL HYGIENE PROGRAMS AND ETC.. THE STUDENTS ARE VERY PROUD.
THANK YOU, MA'AM. YOUR TIME IS UP.
I DIDN'T EVEN GET TO FINISH. [LAUGHTER] I'M SORRY.
I AM HERE TO SPEAK ON BEHALF OF A GROUP OF PARENTS WHO HAVE CHILDREN WHO ATTEND HISD SCHOOLS.
MY SON GOES TO POE ELEMENTARY.
MY DAUGHTER GOES TO THE LANIER MIDDLE SCHOOL.
OUR UNDERSTANDING IS THAT SOME HISD SCHOOLS HAVE A CIVIL DEFENSE OR PUBLIC EMERGENCY SHELTER SOMEWHERE ON THEIR CAMPUS, BUT WE CANNOT GET ANY ANSWERS TO QUESTIONS ABOUT WHERE ARE THESE SHELTERS EXACTLY AND WHAT CONDITION ARE THEY IN? THE LAST REFERENCE WE COULD FIND TO ANY OF THEM WAS DURING HURRICANE HARVEY WHEN THEIR EXISTENCE WAS MENTIONED, BUT NO DETAILS WERE GIVEN.
I ALSO FOUND A POST FROM A FORMER STUDENT OF LANIER WHO HAD MENTIONED THAT THE SHELTER WAS USED AS PART OF A STUDENT'S HALLOWEEN HAUNTED HOUSE EXHIBIT WHEN HE WAS A STUDENT THERE. NOW, LANIER MIDDLE SCHOOL AND LAMAR HIGH SCHOOL BOTH APPEAR AS DESIGNATED SHELTERS IN THE COMMUNITY SHELTER PLAN, WHICH YOU COULD FIND IN THE TEXAS LIBRARY EXHIBIT DOWNTOWN, AND GIVEN RECENT HISTORY, INCLUDING THE TORNADO IN DOWNTOWN NEW ORLEANS AND VARIOUS SABER RATTLING GOING ON AROUND THE WORLD, WE AS PARENTS WOULD LIKE TO SEE ZACH CLEMENT. ANITA DANIELS.
I'VE LIVED IN HOUSTON FOR 37 YEARS AND SENT FOUR CHILDREN TO BEL AIR HIGH SCHOOL.
BECAUSE I BELIEVE IN THE HOUSTON PUBLIC SCHOOL SYSTEM AND BECAUSE BEL AIR IS EXCELLENT.
LAST YEAR, BEL AIR HAD 35 NATIONAL MERIT FINALISTS.
HARD TO DO IN A SCHOOL THAT COMPETITIVE.
BEL AIR GIVES STUDENTS FROM DIFFERENT RACES, ETHNICITIES AND INCOME LEVELS THE OPPORTUNITY TO GET AS GOOD AN EDUCATION AS OTHER PEOPLE WHO HAVE MONEY PAY $30,000 A YEAR TO SEND THEIR KIDS TO PRIVATE SCHOOL TO GET.
BEL AIR MAKES THAT AVAILABLE TO EVERYONE.
THERE WAS NO GOOD REASON TO REASSIGN MICHAEL MCDONOUGH.
WE ALL KNOW WHAT THE VARIOUS INCIDENTS WERE.
GOOD EVENING, I AM ANITA DANIELS, AND I FIRST LIKE TO START OFF BY SAYING THANK YOU, MR. HOUSE. THE LAST TIME THAT I SPOKE HERE, I SPOKE ABOUT MY SON.
MY SON WAS THE ONE WHO WAS VIOLENTLY ASSAULTED AT BEL AIR HIGH SCHOOL.
I UNDERSTAND THAT THERE ARE A LOT OF PARENTS HERE WHO ARE SPEAKING REGARDING HOW GOOD OF A SCHOOL BEL AIR IS AND MR. MCDONOUGH AND SO ON AND SO FORTH, BUT I WANT TO TELL YOU ON THAT, ON APRIL 1ST, THREE AND A HALF WEEKS AFTER, MY SON STEPPED FOOT ON BEL AIR CAMPUS.
HE WAS ASSAULTED BY OVER NINE STUDENTS, A GANG OF STUDENTS, AND I JUST WANT TO SAY THIS ABOUT WHAT HAPPENED THAT DAY. MY FIRST TIME MEETING MR. MCDONOUGH FACE TO FACE WAS WHEN HE PEERED THROUGH THE DOOR LOOKING INTO THE CONFERENCE ROOM AND MY SON BLOODIED AND HIS CLOTHES ARE TORN OFF, AND WHEN I WAS ESCORTED OUT OF THE MEETING ROOM, I HE WALKED AWAY AND HE SAID NOTHING TO MY SON.
THANK YOU, MA'AM. I MAKE A MOTION THAT SHE IS EXTENDED.
[01:55:02]
I MAKE A MOTION THAT HER TIME IS EXTENDED BY ONE MINUTE.TO A CAMPUS BECAUSE OF THE HORRIFIC CRIME THAT TOOK PLACE AND THAT WAS PERPETRATED ON HIM.
ALL I ASKED WAS FOR A PRINCIPAL TO CALL AND TO CHECK ON MY SON.
ALL I ASKED FOR HIS AP TO RESPOND TO MY EMAILS AND MY CALLS, AND WHEN I DID GET IN TOUCH WITH SOMEONE, I WAS ONLY ABLE TO SPEAK OFFICER WILSON, AND SHE TOLD ME SHE COULDN'T TALK TO ME, THAT THE ADMINISTRATORS ON THE CAMPUS WOULD HAVE TO SPEAK WITH ME, AND UNTIL THIS DAY, IT WAS ONLY UNTIL AFTER I CAME INTO THIS FACILITY A FEW WEEKS AGO THAT I HAVE SINCE HEARD FROM HIS AP, BUT I HAVE HEARD NOTHING FROM HIS FERNANDO LOPEZ.
[INAUDIBLE] I GRADUATED BEL AIR IN 2019.
I WAS INVOLVED IN SEVERAL SPORTS AND OTHER EXTRACURRICULARS, MANY OF WHICH I WAS INVOLVED IN THE FOUNDING OF, AND IN EVERY SINGLE ONE OF THESE ACTIVITIES, I SAW AT LEAST ONCE THE DIRECT INVOLVEMENT AND CARE OF PRINCIPAL MICHAEL MCDONOUGH AND THERE AREN'T MANY PLACES LIKE BEL-AIR, AND THERE AREN'T MANY PEOPLE THAT CAN MAKE A PLACE RUN LIKE BEL-AIR AND TO DECAPITATE AND BLINDSIDE THE STUDENT BODY, THE TEACHER BODY OF SUCH A SHARP ENVIRONMENT, ECONOMY, IT'S REALLY EMBARRASSING TO LET THAT HAPPEN.
GOOD EVENING, MY NAME IS BRODERICK BUTLER.
I RESIDE IN NORTHEAST HOUSTON.
I AM A PRODUCT OF THE FORMER NORTH FOREST INDEPENDENT SCHOOL DISTRICT.
I STRONGLY BELIEVE OUR NORTHEAST COMMUNITY CAMPUSES WOULD BE MORE DESERVING OF A VETERINARY CLINIC.
OUR NORTHEAST CAMPUSES NEED MORE RESOURCES AND THEY NEED PROGRAMS TO BE REVITALIZED AND RESTARTED.
WE NEED THE RESTORATION OF PROGRAMS LIKE COSMETOLOGY, BARBERING, VETERINARY SCIENCES, NURSE'S AIDS AND OTHER PROGRAMS FOR INDIVIDUALS UPON GRADUATION.
GOOD AFTERNOON, BOARD MEMBERS AND SUPERINTENDENT.
SORRY ABOUT THAT. GOOD AFTERNOON.
BOARD TRUSTEES AND SUPERINTENDENT.
MY NAME IS SAM SMITH. I LIVE IN DISTRICT TWO.
MY OTHER ISSUE IS THE STUDENTS AT KEY MIDDLE SCHOOL WAS BEATEN AND JUMPED.
THAT'S A VIOLATION, AND HE HAS BEEN BULLIED.
THAT'S A VIOLATION OF TEXAS EDUCATION CODE CHAPTER 37.8.
THE PRINCIPAL HAS FAILED TO MEET WITH THE PARENT, AND THIS THIS IS WRONG.
[H-1. Authority To Negotiate, Execute, And Amend A Construction Contract For A Pet Clinic At Mirabeau Lamar High School (Part 2 of 2)]
I'M ASKING YOU AS A SUPERINTENDENT TO DO THIS RIGHT.IF NOT, I WILL CONTINUE MY NEXT PROCESS.
THIS CONCLUDES OUR HEARING OF THE COMMUNITY.
TRUSTEES, WE WILL GO BACK TO DISCUSSION ON AGENDA ITEMS. WE WERE ON ROUND TWO OF ONE MINUTE FOR THE MOTION TO POSTPONE THE ITEM TO
[02:00:10]
NEGOTIATE, EXECUTED, AMEND A CONSTRUCTION CONTRACT FOR A PET CLINIC AT MIRABEAU LAMAR HIGH SCHOOL.HEEDING WHAT YOU'RE SAYING MS. MCBRIDE. SO THE MOTION ON THE TABLE IS TO POSTPONE.
HOWEVER, WHAT I'M HEARING FROM MS. LICATA IS IF WE POSTPONE TONIGHT, THIS IS ESSENTIALLY DEAD.
IS THAT CORRECT, MR. SUPERINTENDENT? MS. LICATA, I BELIEVE SHE INDICATED THAT THE PROCUREMENT PROCESS WOULD DEFINITELY BE A HINDRANCE IN TERMS OF MOVING FORWARD , BUT I'LL ALLOW MS. LICATA TO SHARE SOME INSIGHT ON THIS.
YES, SO THE RECOMMENDED VENDOR HAS AGREED TO HOLD THAT PRICE UNTIL TODAY, IF YOU ALL VOTE TODAY . IF YOU DO NOT VOTE ON THE ITEM TONIGHT OR POSTPONE, WHAT WE WOULD HAVE TO DO IS WHENEVER YOU BRING THE ITEM BACK, WE WOULD THEN GO BACK TO THE RECOMMENDED VENDOR TO ASK WHAT THEIR NEW PRICING WOULD BE.
THE FACILITIES DEPARTMENT, SPECIFICALLY THE CONSTRUCTION TEAM, WOULD EITHER ACCEPT THAT NEW PRICING OR WE WOULD THEN MOVE AND NEGOTIATE WITH VENDOR TWO, THREE OR FOUR.
IF THE PRICING DOESN'T COME IN, WE WOULD THEN HAVE TO PUT THIS BACK OUT ON THE STREET AND THAT COULD TAKE AT LEAST ANOTHER 120 DAYS.
THIS COULD COST US MORE WHEN WE'RE ALREADY FACING A DEFICIT.
AND, MR. SUPERINTENDENT, IF THIS DOES NOT GO THROUGH, THERE'S ROUGHLY 300,000 A YEAR THAT IS GENERATED FROM LAMAR HIGH SCHOOL THAT HELPS FUND OTHER CTE PROGRAMS, INCLUDING THE EXPANSION IN NORTH FOREST WHEATLEY AND JONES THAT YOU WOULD KNOW IT STARTS PUTTING IT IN JEOPARDY YOUR PLAN TO HELP FUND THE EXPANSION OF CTE PROGRAMS, CORRECT? THERE ARE DEFINITELY OTHER PROGRAMS AT LAMAR THAT ARE CURRENTLY IN PLAY.
THE LACK OF EXPANSION DEFINITELY COULD STIFLE THE GENERATION OF ADDITIONAL FUNDS MOVING FORWARD.
WHICH MAKES IT MORE DIFFICULT FOR YOU TO EFFECTIVELY EXPAND IN THE AREAS THAT YOU WANT TO EXPAND, INCLUDING NORTH FOREST? CORRECT. THANK YOU. TRUSTEE ALLEN.
DOES THAT MEAN THAT YOU DID NOT INTEND TO GET US THIS INFORMATION? NO, MA'AM, I ACTUALLY PROVIDED SOME INSIGHT TO BOARD MEMBERS IN THE FORM OF TWO EMAILS.
WHAT SPECIFICALLY? WHAT INFORMATION? I DID ASK FOR INFORMATION ON THE PROCESS THAT THE PEOPLE USED TO LET ME SAY MY EXACT WORDS ON HOW THE CTE DISBURSED ITS FUNDS, THE PRINCIPAL'S REQUEST AND THE DETERMINATIONS SO THAT WE COULD BE ABLE TO VOTE.
GOT IT. I THOUGHT I PROVIDED EVERYTHING THAT WAS ASKED FOR.
IF WE MISS SOMETHING, WE'LL TRY TO GET IT TO YOU ASAP.
OKAY, I DID NOT GET WHAT I ASKED FOR.
ANOTHER THING THAT I ALSO REQUESTED, AND THIS IS JUST FOR ME, BECAUSE NOW FROM THE BEGINNING OF THIS LAMAR ITEM, I'VE FELT LIED TO.
YOU SAID THE PRINCIPAL JUST HAPPENED TO BE IN THE BOARDROOM, AND I TOLD YOU EARLIER THAT I HAD AN ISSUE WITH THIS ITEM AND THE PRINCIPAL AND THE CTE DEPARTMENT JUST HAPPENED TO BE IN THE BOARDROOM.
THAT'S THE INFORMATION THAT YOU GAVE US THAT I READ.
SO WHAT'S YOUR QUESTION? ARE WE GOING TO GET OUR INFORMATION FIRST? THIS IS WHY I'M ASKING.
LIKE, I SAID BEFORE, I FEEL LIKE I'VE BEEN LIED TO SINCE THIS ITEM CAME UP.
SO NOW I'M MOVING TO THE OTHER SIDE OF THE TABLE.
SO FOR CTE TO BE HERE, THAT WAS BY DESIGN.
[02:05:03]
THAT WAS BY DESIGN. YES, MA'AM.YES, MA'AM, BUT IN REFERENCE TO ANY OTHER INFORMATION, DR.
EVEN IF YOU HAVE TO GO BACK AND LOOK AT THE LAST AGENDA MEETING SO THAT YOU CAN SEE THAT THE INFORMATION THAT I ASKED FOR THIS IS WHY I WAS ASKING FOR THE EXTENSION, IS SO THAT WE COULD GET THAT INFORMATION.
SINCE NORTH FOREST WAS ADDRESSED SPECIFICALLY AND I'M SUPPORTING THIS MOTION TO POSTPONE, I INITIALLY PULLED THE ITEM LAST WEEK BECAUSE I HAD SOME QUESTIONS ABOUT IT AND IT'S MENTIONED THAT IT'S GOING TO COST MORE--MY COLLEAGUE MENTIONED IT'S GOING TO COST MORE THAN $300,000 TO EXPAND A PROGRAM.
THAT'S WHAT IT GENERATED IN REVENUE.
SO MY QUESTION WOULD BE, WHERE WAS THAT SAME PASSION WHEN WE WERE DISCUSSING FOR THE LAST YEAR OR TWO THAT WE DIDN'T HAVE PROGRAMS AT THESE SCHOOLS? IT WASN'T UNTIL WE STARTED TALKING ABOUT LAMAR, THEN WE SEE OTHER PASSIONS ARISE.
SO AS WE'VE ALL STATED CONTINUOUSLY, WE CAN'T JUST HAVE EIGHT PROGRAMS, AS WAS MENTIONED HERE AT THE PODIUM FOR CTE PROGRAMS AT ONE SCHOOL AND NOT HAVE CTE PROGRAMS, OUR SCHOOL CHOICE OR MAGNET PROGRAMS AT ANOTHER.
MADAM PRESIDENT, FOR THE SAKE OF FOLLOWING THE ROBERT'S RULES OF ORDER, I JUST WANT TO CLARIFY THAT WE'RE SUPPOSED TO BE VOTING ON THE POSTPONING OF THE ITEM, RIGHT? NO MORE DISCUSSION ON THIS UNLESS WE DROP THE ROBERT'S RULE OF ORDER AND AS A NEW TRUSTEE, I HAVEN'T SEEN US DO THAT YET, SO I'M JUST GOING TO ASK MY COLLEAGUES IF WE CAN STAY ON COURSE, PLEASE, AS OUR LEGAL ADVISORS HAVE HIS ADVISORS AT LEAST TWO OR THREE TIMES.
PRESIDENT CRUZ, CAN I MOVE TO GO TO A CLOSED SESSION OR DO WE HAVE TO VOTE ON THIS FIRST? DO, YOU NEED TO GO TO CLOSED SESSION.
YES, I DO NEED TO GO IN CLOSE SESSION BEFORE WE VOTE.
TO VOTE ON THE MOTION? THE BOARD WILL NOW ADJOURN TO CLOSED SESSION, CLOSED OR EXECUTIVE SESSION UNDER CHAPTER 551 OF TEXAS GOVERNMENT CODE OPEN MEETING SIX SUBSECTIONS 551.004, .071, .072, .073, .074, .076, .082, .0821, .083, .084, .089 SHOULD BOARD FINAL ACTION, VOTE OR DECISION ON ANY MATTER CONSIDERED IN THE CLOSED SESSION BE REQUIRED, SUCH FINAL ACTION, VOTE OR DECISION SHALL BE TAKEN AT THE OPEN MEETING COVERED BY THIS NOTICE UPON THE RECONVENING OF THIS PUBLIC MEETING OR AT A SUBSEQUENT PUBLIC MEETING OF THE BOARD UPON NOTICE THEREOF, THE BOARD HAS ADJOURNED TO CLOSED OR EXECUTIVE SESSION AT 7:27 P.M.
THE BOARD HAS NOW RECONVENED AT 7:47 P.M..
SO WE WERE IN ROUND TWO OF THE MOTION TO POSTPONE.
IT IS NOT BECAUSE OF LAMAR THAT WE RECEIVE CTE MONEY.
YOU REALIZE THAT ALL SCHOOLS RECEIVE 55% OF THAT CTE MONEY.
SO IT'S NOT ONE PARTICULAR SCHOOL, AND YOU'VE SAID THAT LIKE TWO OR THREE TIMES STATING THAT WE OUGHT TO BE HAPPY TO RECEIVE A FALLOUT BECAUSE OF WHAT YOUR SCHOOLS IN YOUR DISTRICT ARE RECEIVING THROUGH THE CTE.
YOU ALL GET THE 55, WE GET THE 45.
ALL OF THE SCHOOLS' CTE PROGRAMS ARE CONSIDERED NOT JUST ONE, AND YOU SAID YOU SAID IT LAST WEEK AND YOU ALL SAID ALSO SAID IT THIS WEEK, AND SO I JUST KIND OF WANT TO MAKE THAT CORRECTION.
WE DO UNDERSTAND THAT CTE MONEY COMES FROM THE 75 MILLION OR WHATEVER IT COMES FROM THOSE STUDENTS IN CTE, BUT IT'S CTE PROGRAMS ACROSS THE DISTRICT.
DO WE WANT TO HAVE CHIEF REED TO EXPLAIN? YEAH, GO AHEAD.
[02:10:04]
AND I WANT TO SAY ESPECIALLY TO ONE OF DR.ALLEN'S CONCERNS, WE HAD STAFF HERE THAT EXPLAINED IT IN A MANNER THAT I ASSUME WAS CORRECT, AND IT CAUSED SOME CONFUSION, BUT, GLENN, IF YOU DON'T MIND CLEARING THAT UP, WE APPRECIATE IT.
I JUST LOOKED IT UP REAL QUICK. IT'S 71 MILLION, SO I WAS A LITTLE BIT OFF.
ANYWAYS, THE DISTRICT GENERATES ABOUT $70 MILLION IN FUNDING FOR ALL CTE PROGRAMS THROUGHOUT HISD.
WE ARE REQUIRED TO SPEND 55% OF THAT DIRECTLY ON CTE PROGRAMS. THEY DO THE SAME THING IN OTHER OTHER CATEGORIES AS WELL, BILINGUAL AND OTHER THINGS.
IT DOESN'T MEAN THAT 55% GOES TO THE CAMPUSES DIRECTLY.
IT MEANS THE DISTRICT HAS TO SPEND AT LEAST 55%.
NOW, IN OUR RESOURCE ALLOCATION MODEL, HIGH SCHOOLS HAVE A WAIT FOR THEIR FTES FOR CTE.
SO THEY GENERATE THOSE DOLLARS AND THEY HAVE CTE DOLLARS AND FUNDS TO PAY FOR THEIR TEACHERS, PAY FOR PROGRAM COSTS, CAPITAL, WHATEVER THEY NEED AT THEIR CAMPUSES. THEN WE ALSO HAVE SOME DOLLARS IN THE CENTRAL OFFICE THEN THAT THE CAMPUSES CAN APPLY FOR THROUGH A PROCESS FOR GROWING PROGRAM S, NEW PROGRAMS. IF THEY NEED SOME ASSISTANCE WITH WITH A PROGRAM WHERE THEY MAY BE A LITTLE BIT SHORT ON SOMETHING, THEY CAN APPLY FOR THAT AS WELL.
SO WE HAVE THEIR SPLIT, BUT THERE'S NOT JUST A DIRECT 55% JUST GOING TO CAMPUSES.
THE DISTRICT ACTUALLY SPENDS MORE THAN MORE THAN 55%, BUT AGAIN, YOU KNOW, WHEN A NEW PROGRAM IS CREATED, THAT MEANS THERE'S NEW DOLLARS THAT COME INTO THE CAMPUS, AS WELL AS THE DISTRICT AS A WHOLE.
HELLO, MY QUESTION IS ONCE THOSE FUNDS GO INTO FUND BALANCE, ARE THEY ABLE TO BE ALLOCATED TO A SPECIFIC CAMPUS? SO ONCE FUNDS GO INTO FUND BALANCE, THEN THEY ARE NOW FUND BALANCE.
SO THEN YES, FUNDS THEN CAN BE THROUGH A BOARD ITEM, THROUGH AN AGENDA ITEM OR THROUGH THROUGH A BUDGET AMENDMENT CAN BE BROUGHT BACK IN FOR SPECIFIC PURPOSES.
IT JUST TAKES BOARD VOTE TO TAKE IT OUT OF FUND BALANCE.
THANK YOU. I'D LIKE TO MAKE A MOTION THAT WE HAVE TO SUSPEND THE ROBERT'S RULE OF ORDER BEFORE WE CONTINUE, BECAUSE WE'RE STILL GOING OUT OF OUR PROTOCOL, WITH REGARDS TO ROBERT'S RULE OF ORDER.
COUNSEL'S ADVISED US TWICE BEFORE WE WENT INTO CLOSED SESSION.
IS THERE A SECOND? HE MOVED THAT WE ANY DISCUSSION.
SIX FOR TWO AGAINST ONE ABSTENTION.
JUST TO BE CLEAR FOR THE RECORD AND FOR BOARD SERVICES, TRUSTEE BAKER, CORRECT ME IF I'M WRONG, YOUR MOTION WAS AS TO THIS ITEM SPECIFICALLY, AND ONCE WE ARE DONE WITH THIS ITEM, WE WILL RESUME ROBERT'S RULES.
IS THAT CORRECT, SIR? THAT'S CORRECT.
THANK YOU, SIR. TRUSTEE GUIDRY? SO SUPERINTENDENT HOUSE, WHO HAS THE AUTHORITY TO APPROVE OR DISAPPROVE NEW CTE PROGRAMS?
[02:15:04]
IT'S A PROCESS THAT WAS EXPLAINED LAST WEEK AS THE CTE OFFICE WORKS WITH PRINCIPALS TO TAKE A CLOSE LOOK, MUCH LIKE WE DID WITH THE EXPANSION PROGRAMS, AND THEY'LL DETERMINE WITH THE WITH THE CTE STAFF IN OFFICE WHICH WHICH PROGRAMS WILL BE BROUGHT FORWARD, BUT ULTIMATELY, IT WOULD BE THE CTE ADMINISTRATION DETERMINES WHICH SCHOOLS GET A NEW CTE PROGRAM AND WHICH SCHOOLS DON'T.THAT'S CORRECT. SO LET ME JUST SAY THIS.
PLEASE UNDERSTAND THAT I DON'T HAVE A PROBLEM WITH BEL AIR.
I DON'T HAVE A PROBLEM WITH LAMAR.
LET ME JUST SAY THAT AS WELL, BUT THE ISSUE THAT I'M HAVING IS THIS ISSUE OF EQUITY.
SINCE I'VE BEEN ON THIS BOARD, IT HAS COME TO ME, IT'S MORE LIKE THE WORD LOVE.
YOU KEEP TELLING ME YOU LOVE ME, YOU LOVE ME, YOU LOVE ME, BUT YOU DO NOTHING TO SHOW YOU LOVE ME.
THEN I CAN'T BELIEVE YOU LOVE ME.
WE KEEP SAYING EQUITY, EQUITY.
LET'S GET TO EQUITY, BUT WE DO NOTHING TO MOVE TOWARDS EQUITY.
I CAN'T BELIEVE THAT THERE'S GOING TO BE EQUITY.
MY QUESTION IS ABOUT THE CTE PROGRAM.
WHY IS IT THAT WE CAN'T LEARN FROM THIS MOVE FORWARD AND START TO REVIEW THINGS FROM A DIFFERENT LENS? I'M NEW TO THIS, BUT I DON'T UNDERSTAND WHY WE CAN'T GET THIS SOLVED, MOVE FORWARD AND THEN CREATE, AS I MENTIONED BRIEFLY TO SUPERINTENDENT WAS WE NEED TO BE HAVING CTE OPEN HOUSES AT THESE SCHOOLS.
WE'VE GOT TO RETHINK THE WAY WE DO THINGS, AND THAT'S FINE.
WE'RE ALL FOR THAT, BUT LET'S MOVE THIS BALL FORWARD.
THERE'S NO REASON WHY WE CAN'T DO THAT.
THANK YOU SO MUCH, AND I'M IN CONCURRENCE WITH MY COLLEAGUE, MS. WADE. I'D LIKE TO JUST CLARIFY WITH MR. HOUSE THAT YOU WILL COMMIT AND YOU SAID SOMETHING TO THIS LAST WEEK TO MAKING SURE THAT THE PRINCIPLES WHO DO NOT KNOW HOW TO RIGHTLY, YOU KNOW, SPEND THEIR MONIES AND THEIR BUDGETS ON CTE AND THE COACHING THAT THEY NEED THAT THEY WILL GET IT GOING FORWARD.
YES, THAT PROCESS OF COLLABORATING WITH PRINCIPALS WILL DEFINITELY CONTINUE AS IT HAS AND HAVING THOSE CONVERSATIONS, THE CTE DEPARTMENT WITH THOSE SCHOOLS, WITH THOSE PRINCIPALS, TO LET THEM KNOW WHAT POSSIBILITIES ARE THERE WILL DEFINITELY CONTINUE.
THAT'S A SIGN THAT WE'RE ALREADY MOVING FORWARD, AND I ALSO WANT TO JUST SAY THAT WHEN I SAID TO SUSPEND THE ROBERT'S RULE OF ORDER, I WANT TO CLARIFY THAT I ONLY MEANT IT FOR ONE ROUND OF QUESTIONING.
YES, I JUST NEEDED A CLARIFICATION FROM SOME OF THE QUESTIONING THAT WE'VE HAD, THAT WITH THE MOVEMENT OF THE WAITING FOR TWO WEEKS FOR THE MOTION THAT I PROPOSED, THE DISTRICT WILL NOT BE LOSING ANY MONEY BECAUSE IF WE WAIT UNTIL THEN AND IT DOES NOT HAPPEN, THE MONEY WILL GO BACK INTO THE POOL AND IF THE MONEY GOES BACK IN THE POOL, THEN THE MONEY COULD POSSIBLY BE REDISTRIBUTED TO ANOTHER SCHOOL VERSUS HAVING ALL OF THE MONEY GOING TO A SCHOOL THAT ALREADY HAS EIGHT CTE PROGRAMS. SO THE FACT IS THAT WE'RE NOT GOING TO LOSE ANY MONEY IF WE WAIT TWO WEEKS AND WAIT ON THE INFORMATION THAT WE ASKED FOR, PERIOD.
[02:20:07]
YEAH, SO IT WOULD BE FALLOUT, WHICH MEANS IT JUST GOES INTO DISTRICTS FUND BALANCE AT YEAR END AND IT COULD BE BROUGHT OUT IN 22, 23 FOR SPECIFIC PROGRAMS. THANK YOU VERY MUCH. THANK YOU FOR CLARIFYING THAT.SO THEN BY POSTPONING FOR MORE INFORMATION, WE WILL NOT LOSE THE MONEY.
I JOINED THE BOARD TO ENSURE THAT THERE WAS EQUITY ACROSS THE DISTRICT.
I KNOW THAT THERE HAVE BEEN OTHER VOTES WHERE THERE HAVE BEEN SIMILAR EXPLANATIONS, THAT THE BALL HAVE ALREADY BEEN ROLLING, AND WE JUST NEED TO IMPROVE IT TO MAKE SURE THAT WE DON'T MAYBE LOSE ANY MONEY, BUT AT SOME POINT, SOMETHING NEEDS TO CHANGE.
I THINK THAT THIS IS A POINT FOR ME THAT THERE IS A STOP AND I THINK THAT WE NEED TO UNDERSTAND HOW TO MAKE SURE TO BRING A BOARD VOTE BACK ON AGENDA ITEM BACK SO THAT MONEY THAT IS IN FALLOUT CAN BE UTILIZED TO MAKE SURE THAT THERE IS EQUITY ACROSS THE DISTRICT.
I DEFINITELY BELIEVE IN EQUITY.
I ECHO TRUSTEE GUIDRY'S EXPLANATION.
SOMETHING NEEDS TO HAPPEN AND WE NEED TO MAKE SURE THAT THERE IS EQUITY, THAT WE'RE NOT JUST KEEP ON MOVING FORWARD JUST BECAUSE SOMETHING I'M ACTUALLY GOING TO ASK A QUESTION BECAUSE I HAVEN'T GONE IN ANY ROUND. SO, SUPERINTENDENT, IS THIS AN EITHER OR? I FEEL LIKE THIS IS HOW THE CONVERSATION IS GOING, AND MY QUESTION IS LIKE, IF THIS CAMPUS GETS THIS AMOUNT OF MONEY IN THIS PROGRAM, DOES THAT MEAN THAT ANOTHER CAMPUS GETS LESS OR DOESN'T GET? THAT'S NOT MY UNDERSTANDING.
OF COURSE, THE EXPANSION THAT WE HAVE AND THE PROJECTS THAT ARE ALREADY IN THE QUEUE WITH JONES, WHEATLEY, NORTH FOREST WON'T BE AFFECTED GIVEN THIS.
SO NO, AND CAN YOU SHARE MAYBE WHAT YOUR VISION IS IF THIS BUILDOUT WERE TO HAPPEN AND THE STUDENTS ARE ABLE TO RECEIVE THIS VET MED CERTIFICATE? WHAT WOULD BE YOUR VISION FOR THIS PROGRAM OR POTENTIAL EXPANSION TO ANOTHER CAMPUS? IF IT DIDN'T GO THROUGH? NO, IF IT DID, LIKE, LET'S SAY THAT THIS PROGRAM PASSES, THAT THIS BUDGET ITEM PASSES, THE BUILD OUT HAPPENS.
STUDENTS ARE ABLE TO RECEIVE THESE CERTIFICATES.
WHAT WOULD BE YOUR VISION OF EITHER CONTINUING, EXPANDING THAT KIND OF THING? THE GOAL IS TO DO EXACTLY WHAT WE'RE DOING NOW, IS TO CONTINUE BUILDING AROUND EXPANSION, CONTINUE FOCUSING OUR EFFORTS ON LOOKING AT SCHOOLS THAT MIGHT NOT HAVE PROGRAMS OR THE NUMBER OF PROGRAMS LOOKING AT CTES AS A WHOLE.
SO WE'LL CONTINUE THOSE CONVERSATIONS WITH PRINCIPALS, YOU KNOW, TAKING A CLOSE LOOK AT WHERE THE NEEDS ARE, TAKING A CLOSE LOOK AT WHERE INDUSTRY IS TO ENSURE THAT THE KIND OF CERTIFICATIONS, THE KIND OF PROGRAMS ALIGNED TO THE EMPLOYMENT THAT'S OUT THERE AS WELL, AND HOW WOULD YOU ENVISION THAT THIS HELPS US REACH BOARD GOAL THREE IN TERMS OF INDUSTRY BASED CERTIFICATION COMPLETION? SO IN TERMS OF INDUSTRY BASED CERTIFICATION, IT KIND OF GOES BACK TO THE CONVERSATIONS I'VE HAD THIS WEEK WITH WITH WORKFORCE, THE CITY OF HOUSTON AND THE 20,000 SLOTS THAT THE YOUTH YOUTH EMPLOYMENT PROGRAM HAS PUT IN PLACE.
WE WANT TO ENSURE THAT THERE'S ALIGNMENT, YOU KNOW, FOR OUR STUDENTS TO ENSURE THAT THE PROGRAMS, THE JOBS IN THE CITY ARE REALLY BEING WALKED TOWARDS.
WE WANT TO ENSURE THAT WE'RE WALKING TOWARDS THOSE EMPLOYMENT OPPORTUNITIES, I.E.
THE PROGRAMMATIC OFFERINGS IN CTE AS WELL.
THANK YOU. TRUSTEE BLUEFORD-DANIELS.
THANK YOU, I'M ENJOYING THIS HEALTHY DIALOG AND I THINK THAT WE'VE ALL LEARNED FROM THIS DISCUSSION THE FINITE DETAILS AS TO WHAT IT TAKES TO GET THESE PROGRAMS STARTED BUT I THINK THAT YOU ALL HAVE TO UNDERSTAND THAT ONCE SOME PROGRAMS, SOME SCHOOLS ARE MENTIONED, WHEN YOU HAVE PROGRAMS AT
[02:25:08]
THE LAMAR, WHICH HAS I THINK THEY SAID EIGHT.I SHOW NINE ON MY THE INFORMATION THAT WAS PRESENTED TO ME.
SOME OF THE OTHER SCHOOLS HAVE THREE KASHMERE HAS THREE, LIBERTY LONG HAS ONE, ETC..
SO WHEN WE START TALKING ABOUT EQUITY, THIS IS WHAT WE SEE.
WE WANT YOU ALL TO UNDERSTAND.
THIS IS WHAT WE SEE IS THAT YOU'VE GOT THE HAVES AND OBVIOUSLY THE HAVE NOTS, BUT THE HAVES THAT ARE CONTINUOUSLY GETTING, AND I THINK THAT IT'S IMPORTANT IN HAVING THIS CONVERSATION AND UNDERSTANDING THE RISE PROGRAM AND TRANSFORMATION PLAN, YOU'VE IDENTIFIED WHERE THAT NEED IS NECESSARY TO CONCENTRATE THOSE EFFORTS, AND SO WHEN WE GET READY TO VOTE ON THIS, I JUST WANT TO MAKE SURE THAT THOSE DOLLARS ARE EARMARKED ONCE WE TALK ABOUT THE BUDGET, THAT THOSE ARE SPECIFICALLY EARMARKED FOR THESE PROGRAMS, AND THAT WILL BE WHERE THE RUBBER MEETS THE ROAD, BECAUSE IF SOME OF THIS DISCUSSION YOU HEARD TONIGHT AND PEOPLE DON'T SUPPORT THAT, IT'LL TELL YOU HOW MUCH EQUITY THEY'RE REALLY CONCERNED WITH.
THANK YOU. OKAY, TRUSTEES, I HAVE LITERALLY LOST TRACK.
SO SUSPENDING ROBERT'S RULES DOES NOT SUSPEND OUR RULES FOR ROUNDS.
I KNOW MS. LICATA HAD SAID THAT IF WE DO IT THAT THERE IS GOING TO BE REPERCUSSIONS.
I JUST WANT TO MAKE SURE THAT MOVING FORWARD THAT'S NOT THE CASE.
CORRECT. TO CLARIFY WHAT MR. LICATA INDICATED, WE WOULD ASK FOR AN EXTENSION IF THIS DIDN'T PASS.
SO THE POSSIBILITY STILL EXIST.
IF THE EXTENSION WERE NOT GRANTED BY THE VENDOR, THEN WE WOULD HAVE TO GO TO THE NEXT BID OR WHATNOT AND ASK THEM TO MATCH WHAT THE ORIGINAL VENDOR DID.
SO I THINK I ACCURATELY OR NOT.
MR. LICATA, WILL YOU MAKE SURE THAT WE'RE SPOT ON HERE IN REFERENCE TO WHAT YOU SAID? YES, SIR, SO ALL FOUR VENDORS PROVIDED A PRICE.
THE VENDOR THAT'S BEING RECOMMENDED WAS THE LOWEST PRICED VENDOR.
I'M SORRY, THE NEXT VENDOR, THAT SECOND, THE THIRD, THE FOURTH, THE PRICING IS DIFFERENT.
SO THERE'S A RANGE BETWEEN THE LOWEST VENDOR AND THE HIGHEST VENDOR.
IF THIS VENDOR WON'T HOLD THEIR PRICE, IF YOU CHOOSE NOT TO VOTE ON THIS TODAY, PASS TODAY AND YOU BRING IT BACK NEXT MONTH, WE'LL GO BACK TO THAT VENDOR AND ASK WHAT IS THEIR BEST PRICE.
IF THAT'S NOT ACCEPTABLE, THEN WE'LL TRY TO NEGOTIATE WITH THE SECOND, THIRD, FOURTH.
IF ONE OF THOSE MEETS THE NEEDS, WE CAN CERTAINLY BRING BACK THAT VENDOR.
IF NOT, WE WOULD HAVE TO GO OUT FOR ANOTHER SOLICITATION.
OK TRUSTEES IF SOMEONE WOULD LIKE TO MAKE A MOTION FOR ANOTHER ROUND.
IS THERE A SECOND? SECOND. MOTION BY TRUSTEE GUIDRY AND A SECOND BY TRUSTEE BLUEFORD-DANIELS FOR A, I THINK NOW FOURTH OR FIFTH ROUND, PLEASE VOTE.
ONE MORE ROUND. FIVE FOR TWO AGAINST ONE ABSTENTION.
OH, YOU'RE NOT GONNA WAIT ON ME TO VOTE? OH, YOU DIDN'T VOTE, I'M SORRY.
7 FOR, 2 AGAINST, ZERO ABSTENTIONS. PLEASE INDICATE IN THE QUEUE.
TRUSTEE BAKER YES, I WOULD JUST LIKE TO SAY THAT I BELIEVE THIS ADMINISTRATION HAS PROVEN TO US THAT THEY'RE WILLING TO LISTEN AND ADJUST AS NEEDED.
[02:30:02]
THEY DID IT WITH THE FTE MODEL.I DO BELIEVE THAT, AND I ALSO WANT TO SAY THAT WE CANNOT STAND TO LOSE ANY MONIES, INCLUDING FEES, ARCHITECTURAL FEES, WHATEVER IT MAY BE, NEGOTIATING A NEW PROJECT.
WE'RE GOING TO DO THAT, BUT THE MOST IMPORTANT THING IS THAT WE CANNOT ALLOW ONE STUDENT TO SLIP THROUGH THE CRACKS AND NOT GET A CERTIFICATE THIS YEAR WITH A PROGRAM THAT COULD BE GOING ON BECAUSE WE'RE NOT SEEING THE GRASS IS GREENER ON THE OTHER SIDE.
SO I JUST WANT TO BE CLEAR AND I WANT TO TRY TO MAKE IT CLEAR LAMAR ALREADY HAS THIS CTE.
IS THAT CORRECT, SUPERINTENDENT? THAT'S MY UNDERSTANDING, YES. SO THE 508,000 ADDITIONAL DOLLARS IS FOR AN ENHANCEMENT OF A CTE PROGRAM.
THEY ALREADY HAVE THAT I BELIEVE WILL ALLOW FOR THE CERTIFICATION.
I UNDERSTAND, BUT THEY GET THE CTE, THEY GET THE INSTRUCTION, CORRECT? LET ME TELL YOU WHAT WOULD GET ME TO YES, REAL QUICK.
OKAY. CAN YOU ASSURE ME, OTHER THAN THOSE THAT INFORMATION YOU SENT TO US, THAT WAS NOT CLEAR TO ME THAT YOU WOULD COMMIT THIS AMOUNT OF MONEY TO OTHER DISTRICTS, OTHER CAMPUSES.
I WANT A FULL COMMITMENT TONIGHT ON THE RECORD.
SO YOU MEAN THE ACTUAL DOLLAR AMOUNT? ACTUAL DOLLAR AMOUNT.
IF WE'RE GOING TO GIVE LAMAR AN ADDITIONAL $508,000 ON A CTE PROGRAM THAT THEY ALREADY HAVE TO ENHANCE. I'D LIKE TO SEE AT LEAST $500,000 SPREAD THROUGHOUT THE DISTRICT SO THAT NEW CTE PROGRAMS COULD EITHER BE STARTED OR CAN BE ENHANCED AND I BELIEVE THAT PROCESS HAS ALREADY STARTED WITH WHAT WE'RE DOING AT THE EXPANSION IN NORTH FOREST, THE EXPANSION OF WHAT WE DID AT WHEATLEY AND JONES AS WELL.
THAT'S NOT THE SAME, SUPERINTENDENT.
IS EARLY EDUCATION CONSIDERED CTE? THERE IS A PATHWAY FOR EARLY EDUCATION FOR--IT'S NOT THE SAME.
I WOULD LIKE TO SEE SPECIFICALLY A TECHNICAL AND CAREER PATH IN HIGH SCHOOLS.
I WANT THAT COMMITMENT AND I CAN GET TO YES.
YOU TELL ME YOU'RE GOING TO PUT 500,000 ALL AROUND THIS DISTRICT.
THE CAREER TECH EXPANSION IS JUST THAT, AND I DON'T KNOW HOW TO TELL YOU THAT WHAT WE'RE DOING AT JONES, WHEATLEY AND--JONES, THAT'S 90,000 NORTH FOREST, I THINK IS 101,000.
I DON'T PUT WHEATLEY IN THAT CATEGORY.
NORTH FOREST IS WHAT? IT'S 101K.
NO, THE EMAIL ADDS THOSE TWO TOGETHER.
THAT'S WHAT I'M SAYING. THAT EMAIL WAS WAS CONFUSING.
COMMIT. WHAT I CAN SAY IS THAT WE'LL CONTINUE WITH THE EXPANSION AND I FELT LIKE THAT WAS EVIDENCE OF US HEADING IN THE RIGHT DIRECTION. WE WANT TO CONTINUE THAT KIND OF EXPANSION AND CONTINUE THOSE CONVERSATIONS WITH PRINCIPALS.
SO I BELIEVE WE'RE HEADING IN THAT DIRECTION AND I COMMIT TO CONTINUE DOING THAT AS WELL--BUT NOT THE DOLLARS, YOU KNOW, WITHOUT KNOWING EXACTLY WHAT THE DOLLARS ARE, QUITE FRANKLY, I KNOW WE HAVE 75 MILLION, BUT I DON'T KNOW THE DIRECT DISTRIBUTION OF WHAT THAT LOOKS LIKE, BUT WE WANT TO DO RIGHT BY CHILDREN.
[02:35:07]
CERTIFICATION PROGRAM, NO MATTER WHERE IT GOES TO SCHOOLS AND I AGREE WITH YOU 100%, THAT WE NEED TO LOOK AT THE FUTURE OF CTE AND LOOK AT IT ACROSS THE DISTRICT AND SEE WHERE BEST IMPLEMENT WHERE IT'S BEST IMPLEMENTED AND GETS THE BEST OUTCOMES FOR KIDS, BUT IF WE WANT TO HAVE A VET TECH PROGRAM THAT ENCOURAGES KIDS TO BECOME THAT VETERINARIANS, THEY NEED TO HAVE THE HANDS ON EXPERIENCE AND WE SHOULD HAVE THIS IN OTHER AREAS OF THE DISTRICT FOR CTE.IF THAT'S WHAT'S NEEDED, THEN THAT'S WHAT'S NEEDED, BUT LET'S NOT STOP THIS FROM MOVING FORWARD.
IT'S IMPACTING KIDS FROM ALL ACROSS THE DISTRICT.
WE WANT TO MAKE THE CAREER OPPORTUNITIES ACCESSIBLE FOR THE KIDS.
SO IT'S SUCCESSFUL ALL ACROSS THE ENTIRE DISTRICT.
SO I DON'T KNOW WHY WE CAN'T GET TO YES.
SO, I ALSO WANT TO CLARIFY WITH WITH GLENN, THE THREE PROGRAMS THAT WE'RE EXPANDING TO, DOES THAT ADD UP TO ABOUT A LITTLE OVER $900,000, IN TERMS OF THE THREE EXPANSION PROGRAMS? I DON'T HAVE THAT WITH ME, BUT IF THERE ARE MORE STUDENTS PARTICIPATING IN CTE NEXT YEAR THEN WE DO GENERATE AN ADDITIONAL REVENUE.
I'LL TELL YOU, THIS IS STILL GENERATES SOME ROBUST CONVERSATION.
I THOUGHT I WAS GOING TO CALL FOR THE QUESTION, BUT WHEN I LOOKED AT WHAT WE WERE GIVEN AS FAR AS THOSE CTE PROGRAMS, THE COURSES THAT ARE OFFERED FOR ANIMAL SCIENCE, THEY HAVE PRINCIPLES FOR A CREDIT, SMALL ANIMAL MANAGEMENT FOR HALF A CREDIT, LIVESTOCK PRODUCTION FOR ONE CREDIT, ADVANCED ANIMAL SCIENCE FOR ONE CREDIT.
SO THOSE ARE FOUR ASPECTS OF VETERINARY MEDICINE OR NANOSCIENCE OR WHATEVER.
SO WHAT WE'RE TALKING ABOUT NOW IS ADDING ANOTHER CREDIT OR TWO SO WE CAN GET CERTIFICATION FOR THE STUDENTS IN THAT AREA, AND I GO BACK TO WHAT I ORIGINALLY SAID, IF WE HAD SOME OF THESE--I KNOW IT'S A BIG IF--OUR ARGUMENT IS CONTINUOUS THAT IF WE HAD SOME OF THESE PROGRAMS OF THOSE 15 TO 100 CHILDREN THAT ARE TRANSFERRING FROM ALL OVER THE CITY INTO LAMAR, IF WE HAD THESE PROGRAMS IN THE VARIOUS SECTION OF THE COMMUNITIES, WE WOULDN'T LOSE OUR STUDENTS.
I'LL STILL MAKE THAT ARGUMENT UNTIL THE DAY I DIE.
GOING BACK TO THE ORIGINAL MOTION OF WAITING TWO WEEKS SO THAT YOU CAN GIVE US THE INFORMATION THAT I REQUESTED BECAUSE I REQUESTED YOU TO SHOW ME THE MONEY, BUT HOW DID YOU DIVIDE IT UP AND WHERE DID IT COME FROM? STOP HIDING THE MONEY.
ALL I NEED IS THESE TWO WEEKS FOR YOU TO SHOW ME THE CTE MONEY, AND WHAT I KEEP HEARING FROM SOME OF THE OTHERS IS GIVE US THE MONEY AND WE'LL GET YOU ALL NEXT TIME.
I JUST WANT YOU TO SHOW ME THE MONEY FROM THIS TIME, AND IT JUST APPEARS THAT'S WHAT'S BEEN DONE IN THE DARK IS COMING TO THE LIGHT, WHICH IS WHY WE HAVE SO MUCH CONFUSION IN THIS SECTION.
IT'S NOT THAT I DON'T WANT TO GIVE YOU THEM.
I WANT TO SEE WHERE THE MONEY IS.
I WANT TO BE EVERYBODY IN THE DISTRICT AND ALL THE PARENTS TO KNOW WHERE THE MONEY HAS BEEN GOING.
ALL I ASK IS FOR YOU TO TAKE TWO WEEKS TO SHOW ME THE CTE MONEY.
TRUSTEE DEIGAARD. AT THIS POINT I JUST HAVE A COMMENT.
I MEAN, I'M ALWAYS ASKING HOW DO THINGS ALIGN TO OUR GOALS? THIS ACTUALLY DOES, AND THERE ARE ECONOMICALLY DISADVANTAGED KIDS IN THIS PROGRAM WHO COULD GRADUATE WITH AN OPPORTUNITY TO GET A JOB OUT OF HIGH SCHOOL, WHO WILL NOT HAVE THIS OPPORTUNITY SIMPLY BECAUSE THEY GO TO LAMAR HIGH SCHOOL.
[02:40:02]
IF THIS FAILS AND I FIND IT GROSS.PLEASE VOTE, AND AGAIN, WE'RE VOTING ON THE MOTION TO POSTPONE.
WHAT ARE WE VOTING ON? THE MOTION TO POSTPONE.
CAN YOU CLARIFY WHAT WE'RE VOTING ON AGAIN? THE MOTION TO POSTPONE.

SO INSTEAD OF, YOU KNOW, JUST PICK IT ON UP AND GET US TO 10% QUICKER.
I'M GOING TO CONTINUOUSLY CHALLENGE US.
OUR KIDS NEED EXPERIENCED TEACHERS IN ORDER TO BEGIN BUILDING EQUITY IN INSTRUCTION AND PROGRAMING, AND SO EXPANSIONS OF CTE PROGRAMING, QUALITY INSTRUCTION, OR ANY SOCIAL EMOTIONAL LEARNING THAT CAN HAPPEN.
