GOT IT OK. SO LET'S DO A LITTLE RECAPITULATE OF WHAT WE'VE SEEN BEFORE WITH I LEGISLATE AND I THINK YOU'LL REMEMBER ON YOUR IPADS, IT'S THE WHITE G AND THE DARK GREEN CIRCLE.
AND WHEN YOU FIRST GET IN, YOU'LL SEE A LIST OF MEETINGS.
THE VERY TOP ONE WITH TODAY'S DATE IS THE ONE WE'RE GOING TO WALK THROUGH TODAY.
SO ALL YOU HAVE TO DO IS TOUCH IT.
AND THEN YOU'LL SEE WHAT I DID HERE WAS I TOOK A FEW OF THE ITEMS THAT YOU ACTUALLY VOTED ON LAST WEEK, BROUGHT THEM IN TO A MEETING FOR TODAY NOW.
AND SO YOU'VE SEEN ALL THESE THINGS BEFORE.
YOU CAN SEE BOARD MONITORING UPDATE CLOSED SESSION.
[00:05:08]
THE CONSENT ITEMS AND THE ITEM HELD FOR DISCUSSION.SO NUMBERING IS GOING TO BE DIFFERENT AND WE HAVEN'T FINALIZED HOW WE'RE GOING TO HANDLE THAT.
BUT EVERY SYSTEM THAT WE LOOKED AT, IF YOU MOVE STUFF INTO A CONSENT AGENDA, THEY GET NUMBERED AS PART OF THAT GROUP, NOT NUMBERED AS WHATEVER WE'VE TRADITIONALLY DONE.
I'M NOT LEANING BACK TOO FAR, HUH? OKAY. YEAH.
I'LL TURN THAT ON AND STAY. OKAY.
AND I THINK IF WE WANT TO START THIS LITTLE MEETING, WE CAN GO AHEAD AND DO THAT.
SO, YEAH, IT'S JUST OVER THE MAYOR'S OFFICE.
I STARTED A COMPANY CALLED NOVUS AGENDA 22 YEARS AGO.
GRANICUS ACQUIRED THAT COMPANY BACK IN 2017.
OKAY. SO IF WE GO TO ITEM A ONE.
REMEMBER, YOU CAN SEE HERE, THAT'S WHERE IT SAYS STAFF REPORT.
IF YOU CLICK THAT, YOU'LL SEE THE AGENDA ITEM.
THEN THERE ARE THE TWO ATTACHMENTS.
YOU CAN LOOK AT EITHER ONE OF THOSE.
MY QUESTION. I HAVE A QUESTION ABOUT THAT.
IF WE ADD THE NOTES THERE, IS THERE SOMEWHERE WHERE WE CAN SEE ALL THE NOTES ALL AT ONCE OR DO WE HAVE TO GO ITEM BY ITEM? IT IS ITEM BY ITEM.
BUT IF YOU CLICK THE NOTES LINK THERE AT THE BOTTOM, YOUR NOTES WILL BE LISTED THERE AND YOU CAN PICK WHICH ONE YOU WANT TO GO TO. OKAY.
IS THIS BRAND JUST FOR DUMMIES? IT'S A BRIEF INTRODUCTION.
SO LET'S HAVE A DO WE WANT TO HAVE A MOTION AND VOTE?YES. ALL OF THAT WILL GO AWAY.
WHAT ARE WE VOTING ON? ONE A1, A1.
[00:10:20]
MIC] SO SHE WOULD SAY, DO I HAVE A MOTION TO BLAH, BLAH, BLAH? OH, I DID NOT JOIN IT BEFORE.HERE'S YOUR REQUEST TO SPEAK BUTTON.
IT REALLY ONLY IS RELIABLE HERE.
IT'S LINKED INTO THE SECURITY.
I'M SORRY. WHAT? PLEASE. GIVE ME YOUR ATTENTION.
GIVE ME YOUR ATTENTION. THIS IS WHAT WE WANT TO DO.
WE WANT PRESIDENT CRUZ TO SAY, DO I HAVE A MOTION? SOMEBODY ONLY PRESS THIS MOTION.
THE FIRST ONE, WHEN SHE SAYS, DO I HAVE A SECOND? SOMEBODY PRESS THE SECOND.
SO GO BACK IN AND WITHDRAW YOUR MOTIONS AND LET'S WALK THROUGH IT.
YES. SO WE CAN TRY TO BE EXPEDITIOUS ON TIME.
DO I HAVE A MOTION? DO I HAVE A SECOND? OH, BECAUSE THEY'VE ALREADY DONE IT.
CAN WE DO THAT ONE MORE TIME? SURE. PRESIDENT CRUZ, WE'RE GOING TO GO BACK.
EVERYBODY WITHDRAW YOUR MOTION.
LET ME HAVE YOUR ATTENTION ONE MORE TIME.
THE BOARD COUNCIL HAS STATED, YOU GUYS NEED TO ACTUALLY STATE IF YOU'RE GOING TO BE THE PERSON WHO MAKES THE MOTION, YOU'RE GOING TO SAY, I MAKE THE MOTION AND YOU'RE GOING TO PUSH IT ON YOUR IPAD SO THE PUBLIC KNOWS WHO'S MAKING THE MOTION, WHO MAKES THE SECOND.
SO WE'RE GOING TO DO IT ALL OVER AGAIN.
I'M STILL WAITING FOR YOU TO WITHDRAW THE REQUEST.
I'LL MOVE DO I HAVE A SECOND MOVE? SEE YOU'RE TOO FAST.
I'M USED TO HAVING TO MOVE SO FAST.
GO BACK ONE MORE TIME WITH YOUR MOTION.
SO LET'S TRY ONE MORE TIME. DO I HAVE A MOTION? SO MOVED, HERNANDEZ.
DO I HAVE A SECOND? SECOND, BAKER.
[00:15:02]
I HAVE A MOTION BY TRUSTEE HERNANDEZ AND A SECOND BY TRUSTEE BAKER.ANY DISCUSSION? AND THEN IN THE QUEUE, I SEE KATHY, MYRNA, KENDALL, SUE, PAT, BUNNY.
THAT'S GREAT. AND THEY CAME TO YOU IN THE ORDER THEY CAME IN.
WE GOT TO VOTE. [INAUDIBLE] WHERE DO WE VOTE? CAN YOU START THE VOTE? OKAY.
OH, THAT'S THE FIRST MOVER AND THE SECOND IS ALREADY THERE.
SO WHEN JUDITH ANNOUNCED [INAUDIBLE].
WEIRD. OKAY, SO WE DON'T HAVE TO WHAT WE REALIZED HERE.
YEAH. SO UNTIL THE VOTE'S DONE, YOU CAN'T, LIKE, GO LOOK AT ANYTHING ELSE ON IT.
MONIQUE, HAS EVERYBODY ENTERED A VOTE? HAS EVERYBODY ENTERED A VOTE? YES OR NO? OKAY, WELL, LET'S JUST.
BUT SOMETIMES IT DOESN'T HAPPEN BEFOREHAND.
SOMETIMES IT HAPPENS IN REAL TIME.
I MEAN, I GUESS THERE'S SOME TEMPLATE LANGUAGE THAT THEY CUT.
IT'S A DROPDOWN. THEY CAN JUST DROP IT.
BUT YOU KNOW WHERE I WAS THINKING, YOU KNOW, SOMETIMES WE'RE LIKE, OKAY, WE'VE GOT SO MANY MOTIONS AND AMENDMENTS TO AMENDMENTS, TO AMENDMENTS THAT WE'RE LIKE, WHAT ARE WE VOTING ON NOW? WHAT'S COOL IS THIS WILL BE REALLY CLEAR.
BUT SOMEBODY'S GOING TO HAVE TO TYPE IT IN.
ALL OF THESE ARE VERY COMMON ONES.
SO THEY'LL HAVE A DROPDOWN BOX WE CAN CLICK ON.
SO YOU CAN ADD THOSE QUICKLY AND YOU DON'T HAVE TO TYPE THOSE ALL OUT.
RIGHT. AND WE DO ALREADY HAVE SOME OF THOSE BUILT IN.
WE'RE GOING TO STOP. YOU GUYS HAVE ANY OTHER QUESTIONS? WHEN ARE WE STARTING TO USE THIS? WE WOULD LIKE TO DO THAT BY JUNE.
IT'S JUST GOING TO BE DEPENDENT ON SOME OTHER FACTORS.
SO IF NOT JUNE, IT WOULD DEFINITELY BE AUGUST.
[00:20:03]
SO WE CAN HAVE EVERYTHING DONE AT ONE TIME.THIS MEETING IS NOW ADJOURNED AT 11:58 A.M..
BOARD MEMBERS PRESENT AND THE BOARD AUDITORIUM ARE TRUSTEE ALLEN, TRUSTEE WADE, TRUSTEE GUIDRY, TRUSTEE CRUZ, TRUSTEE BLUEFORD-DANIELS, TRUSTEE DEIGAARD, TRUSTEE BAKER, AND TRUSTEE HERNANDEZ.
I WOULD LIKE TO ASK EVERYONE TO PLEASE SILENCE ALL CELL PHONES.
OUR FIRST ORDER OF BUSINESS IS TO HEAR FROM SPEAKERS TO SPECIFIC AGENDA ITEMS. WE HAVE FOUR SPEAKERS WHO SHALL BE LIMITED TO 2 MINUTES EACH PER BOARD POLICY.
PLEASE SPEAK TO THE AGENDA ITEM YOU HAVE SIGNED UP FOR.
BUT YOU MAY NAME YOUR OWN CHILD.
WHILE THE BOARD LISTENS TO CONCERNS OF A GENERAL NATURE.
SPEAKERS SHOULD PRACTICE NORMAL RULES OF DECORUM.
ADDITIONALLY, DISRUPTIONS OF THE MEETING WILL NOT BE TOLERATED.
WE ASK THE AUDIENCE TO REFRAIN FROM INTERRUPTING SPEAKERS WHILE THEY PRESENT TO THE BOARD DURING THIS PORTION OF THE MEETING AND TO PROMPTLY END THEIR REMARKS WHEN THE TIMER RINGS INDICATING THE EXPIRATION OF THEIR TIME.
SPEAKERS WILL GENERALLY BE GIVEN 2 MINUTES TO REMINDERS OF OUR PUBLIC COMMENT RULES.
ALL OF OUR REGISTERED SPEAKERS ARE SIGNED UP TO ADDRESS OUR WORKSHOP TOPIC THE 2022-2023 BUDGET.
WE'LL BEGIN WITH A SPEAKER WHO IS ADDRESSING THE BOARD VIA ZOOM.
PLEASE REMEMBER THAT WE MUST SEE YOU LIVE WITH YOUR CAMERA ON AS YOU SPEAK.
IF YOU ARE WATCHING THE MEETING LIVE ON ANOTHER DEVICE, PLEASE MUTE THE MEETING AUDIO.
WHEN YOU SPEAK TO AVOID AUDIO INTERFERENCE, TURN ON YOUR CAMERA AND BEGIN SPEAKING.
[00:25:04]
MS. TRINH, PLEASE ADMIT OUR ZOOM SPEAKER, MR. [INAUDIBLE]. MR. CRAIG [INAUDIBLE] PLEASE TURN ON YOUR CAMERA AND YOU MAY BEGIN.AS THE BUDGETING PROCESS CONTINUES, I ASK THAT YOU CONSIDER WAYS TO ENSURE THAT EVERY CAMPUS PROVIDES A HOLISTIC EDUCATION, SPECIFICALLY ONE THAT INCLUDES A STRONG FOUNDATION IN THE ARTS IN ELEMENTARY SCHOOLS, AND IT PROVIDES OPTIONS IN THE SECONDARY CAMPUSES FOR STUDENTS TO PURSUE THEIR INTERESTS.
I DON'T LIKE THE TERM CONSTRAINT, BUT FRANKLY, THAT'S PROBABLY WHAT IS NEEDED.
THE SYSTEMIC PRESSURES ON CAMPUS LEADERS TO IMPROVE LITERACY IN MATH SCORES ARE GREAT, BUT WHEN THE EXPERIENCE IS REDUCED TO THOSE TWO METRICS, STUDENT ENGAGEMENT AND MOTIVATION SUFFERS. I DREAM THAT EVERY STUDENT RECEIVES A RICH EDUCATION THAT INCLUDES RIGOROUS ACADEMIC FINE ARTS INSTRUCTION ACROSS THE DISTRICT.
TO ACCOMPLISH THAT, I HOPE THAT THE BUDGET WILL INCLUDE EXPLICIT FUNDING FOR BASIC BASELINE FINE ARTS BUDGETS FOR SUPPLIES AND EQUIPMENT AND COMPETITIVE STIPENDS TO HELP RECRUIT AND RETAIN THE BEST TALENT LOCALLY.
IN THAT PROCESS, THE KIDS DROVE THEIR OWN LEARNING, FOLLOWING UP WITH THOSE TEACHERS THE NEXT WEEK, THEY SAID THAT THEY NOTICED THAT THE KIDS WERE REALLY EXCITED ABOUT POETRY FOR THE FIRST TIME IN SEVERAL YEARS.
AND THAT THAT LESSON REALLY SPARKED JOY AND FUN AND EXCITEMENT IN THEIR LIVES.
AND I BELIEVE THAT WHEN THE ARTS LEAD LEARNING FOLLOWS.
THANK YOU VERY MUCH FOR YOUR TIME AND HAVE A WONDERFUL DAY.
NEXT, WE WILL HEAR FROM OUR SPEAKERS IN THE AUDITORIUM.
WE ASK THAT YOU PLEASE SPEAK DIRECTLY INTO THE MICROPHONE.
WILL JENNETTE GARZA. GARZA LINDNER, PLEASE COME TO THE PODIUM AS I CALL THE NEXT TWO NAMES.
PLEASE TAKE A SEAT ON THE FRONT ROW.
AND I'M ALSO HERE TO SPEAK ABOUT FINE ARTS AS I HAVE BEFORE, BECAUSE THE BENEFITS ARE CLEAR FOR LEARNING, FOR BRAIN ACTIVITY, AND MOST IMPORTANTLY, FOR STUDENT RETENTION.
THESE GOALS ALIGN PERFECTLY WITH OUR STRATEGIC GOALS.
AND THAT'S WHY I'M HERE AGAIN TO REMIND YOU ABOUT OUR GOALS.
SO WITH THAT, THE THE IDEA I BRING IS TO CREATE A $5 MILLION, JUST $5 MILLION BUDGET FOR FINE ARTS SO THAT THEY CAN UPKEEP THEIR EQUIPMENT, REPAIRS, THE ALL THE SUPPORT THAT'S NECESSARY ACROSS THE DISTRICT, THE SUPPORTS NEEDED IN VISUAL ARTS.
THIS IS NOT SOMETHING THAT OUR PRINCIPALS HAVE MONEY IN THEIR BUDGETS FOR.
THEY WANT TO PROVIDE A HIGH QUALITY EDUCATION.
AND WHEN WE DON'T UPKEEP, THE COST JUST RISE.
SO WE KNOW THAT IN 2018, THE FINE ARTS PLAN SUBMITTED HAD AN EVALUATION THAT SHOWED OVER AN EXCESS OF $60 MILLION WAS NEEDED FOR REPAIRS AND MAINTENANCE AT THAT TIME FOR FINE ARTS.
AND NOW WITH INFLATION, THAT'S PROBABLY CLOSER TO $70 MILLION.
BUT FOR FINE ARTS UPKEEP, THIS WILL ALLOW OUR SCHOOLS TO MAINTAIN EQUIPMENT, REPAIRS, SUPPORT FOR ALL OF OUR STUDENTS IN OUR DISTRICT TO RECEIVE AN EQUITABLE EDUCATION THAT INCLUDES THE FINE ARTS TO ENSURE THAT THEY ARE LEARNING IN THE BEST [BELL].
THANK YOU FOR CONTINUING THE CONVERSATION ON THE BUDGET.
I HAVE SOME VERY PRACTICAL COMMENTS, THREE OF THEM.
[00:30:03]
ON RAISES HOW TO PAY FOR THEM AND TRUST AND TRANSPARENCY.FIRST WE MUST GIVE FULL TEACHER RAISES.
THE COST OF THOSE RAISES SHOULD BE BORNE, I BELIEVE, BY CENTRAL OFFICE.
AND I KNOW THAT'S A TALL ASK BY DEFINITION.
UPPER ADMINISTRATION BELIEVES IN THEIR PEOPLE AND THEY BELIEVE IN THE PROGRAMS THAT THEY HAVE.
AND CUTTING WHAT YOU BELIEVE IN IS TOUGH, BUT IT'S CRITICAL TO KEEP THE CUTS AWAY FROM OUR STUDENTS AND THEIR SCHOOLS. ON TRANSPARENCY, HISD IS MAKING GOOD STRIDES ON THAT FRONT, SO I HAVE SOME SPECIFIC SMALLER ASKS. ONE, SLIDE 22 FROM THE LAST BUDGET WORKSHOP IS VERY, VERY CONFUSING AND I'VE SPENT A LOT OF TIME ON IT AND I CONSIDER MYSELF RELATIVELY INTELLIGENT.
I'M STILL TRYING TO FIGURE IT OUT.
WHAT IS THE PUA IN THOSE BUDGETS? WHAT IS THE PROPOSAL FOR WHO IS BEARING THE BURDEN ON THE COST OF THE RAISES? HOW DO WE KNOW THAT? WHY DO THE NUMBERS FOR THIS YEAR'S BUDGET COMPARISON NOT LINE UP WITH THE BUDGET BOOK, WHICH IS WHERE THE ONLY PLACE WE'VE BEEN ABLE BEFORE TO GO LOOK AT THE BUDGETS.
SO HOW DO WE KNOW WHAT WE'RE COMPARING? AND ALSO, I ASK THAT YOU MAKE SURE THAT THE INFORMATION IS LINING UP TO WHAT THE PRINCIPALS ARE SEEING.
SO WE'RE GETTING THERE. BUT I JUST URGE CONTINUED WORK ON THAT TRANSPARENCY PIECE.
THE BOARD WILL NOW ADJOURN TO CLOSED SESSION.
