I DREAM THAT EVERY STUDENT RECEIVES A RICH EDUCATION THAT INCLUDES RIGOROUS ACADEMIC FINE ARTS INSTRUCTION ACROSS THE DISTRICT. TO ACCOMPLISH THAT, I HOPE THAT THE BUDGET WILL INCLUDE EXPLICIT FUNDING FOR BASIC BASELINE FINE ARTS BUDGETS FOR SUPPLIES AND EQUIPMENT AND COMPETITIVE STIPENDS TO HELP RECRUIT AND RETAIN THE BEST TALENT LOCALLY. ONE OF THE LAST ARTS INTEGRATED LESSONS THAT I HELPED SUPPORT WAS A SECONDARY SECOND GRADE POETRY LESSON AT A SMALL CAMPUS ON THE EAST SIDE. THEY WANT TO PROVIDE A HIGH QUALITY EDUCATION. I KNOW THAT MANY OF THEM UNDERSTAND THE IMPORTANCE OF HIGH QUALITY, FINE ARTS EDUCATION FOR STUDENT LEARNING AND DEVELOPMENT. BUT THEY DO NOT HAVE THE CAPACITY TO MAINTAIN KILNS AND AUDITORIUMS AND THESE KINDS OF VERY EXPENSIVE THINGS. AND WHEN WE DON'T UPKEEP, THE COST JUST RISE. SO WE KNOW THAT IN 2018, THE FINE ARTS PLAN SUBMITTED HAD AN EVALUATION THAT SHOWED OVER AN EXCESS OF $60 MILLION WAS NEEDED FOR REPAIRS AND MAINTENANCE AT THAT TIME FOR FINE ARTS. AND NOW WITH INFLATION, THAT'S PROBABLY CLOSER TO $70 MILLION. SO WHAT I BRING TO YOU AGAIN, IS TO TO PLEASE THINK ABOUT CREATING A DISTRICT WIDE, JUST $5 DOLLARS OR MORE IF WE CAN GET IT. BUT FOR FINE ARTS UPKEEP, THIS WILL ALLOW OUR SCHOOLS TO MAINTAIN EQUIPMENT, REPAIRS, SUPPORT FOR ALL OF OUR STUDENTS IN OUR DISTRICT TO RECEIVE AN EQUITABLE EDUCATION THAT INCLUDES THE FINE ARTS TO ENSURE THAT THEY ARE LEARNING IN THE BEST [BELL]. FIRST WE MUST GIVE FULL TEACHER RAISES. THERE IS NO MORE DIRE SITUATION FOR OUR KIDS THAN THE TEACHER SHORTAGE AND HISD MUST BECOME COMPETITIVE. THE COST OF THOSE RAISES SHOULD BE BORNE, I BELIEVE, BY CENTRAL OFFICE. AND I KNOW THAT'S A TALL ASK BY DEFINITION. UPPER ADMINISTRATION BELIEVES IN THEIR PEOPLE AND THEY BELIEVE IN THE PROGRAMS THAT THEY HAVE. AND CUTTING WHAT YOU BELIEVE IN IS TOUGH, BUT IT'S CRITICAL TO KEEP THE CUTS AWAY FROM OUR STUDENTS AND THEIR SCHOOLS. ON TRANSPARENCY, HISD IS MAKING GOOD STRIDES ON THAT FRONT, SO I HAVE SOME SPECIFIC SMALLER ASKS. ONE, SLIDE 22 FROM THE LAST BUDGET WORKSHOP IS VERY, VERY CONFUSING AND I'VE SPENT A LOT OF TIME ON IT AND I CONSIDER MYSELF RELATIVELY INTELLIGENT. I'M STILL TRYING TO FIGURE IT OUT. THANK YOU FOR PUTTING THE PROPOSED SCHOOL BUDGETS ON THE WEBSITE, BUT WE NEED A LITTLE HELP UNDERSTANDING THEM. WHAT IS THE PUA IN THOSE BUDGETS? WHAT IS THE PROPOSAL FOR WHO IS BEARING THE BURDEN ON THE COST OF THE RAISES? HOW DO WE KNOW THAT? WHY DO THE NUMBERS FOR THIS YEAR'S BUDGET COMPARISON NOT LINE UP WITH THE BUDGET BOOK, WHICH IS WHERE THE ONLY PLACE WE'VE BEEN ABLE BEFORE TO GO LOOK AT THE BUDGETS.
