THEY'VE COMPLETED OVER 7,800 INDUSTRY-BASED CERTIFICATIONS, PREPARING THEM FOR HIGH-DEMAND CAREERS. OVER 550 OF THE SENIORS GRADUATED WITH ASSOCIATE DEGREES ALONGSIDE THEIR HIGH SCHOOL DIPLOMAS, MANY OF THEM BEFORE THEY GOT THEIR HIGH SCHOOL

OUR CLASS OF 2026, WE HAVE SOME UIL STUDENT ATHLETES WITH US, AND THEY HAVE DEMONSTRATED EXCELLENCE BOTH ON AND OFF THE FIELD AND COURT, TRACK, AND COMPETITION FLOOR. TONIGHT WE HAVE STUDENTS THAT HAVE EXCELLED IN SOFTBALL AND WRESTLING AND WATER POLO AND GOLF, TRACK AND FIELD, SOCCER, BASKETBALL, TENNIS, VOLLEYBALL, SWIM, AND BASEBALL. THEY DID ALL THE THINGS.WE PROUDLY RECOGNIZE OUR JROTC STUDENTS FROM THE CLASS OF 2026 FOR THEIR OUTSTANDING LEADERSHIP AND SERVICE AND DEDICATION, AND SOME OF THEM ARE HERE, TONIGHT AS WELL. I ENCOURAGE THE BOARD OF MANAGERS TO REQUEST THE SPECIFIC FLOOR AND CEILING AMOUNTS FOR EACH EARNED AUTONOMY SCHOOL. AND BASED ON COMMENTS MADE BY MR. ROSALES AT THE LAST MEETING, THOSE FIGURES WERE PROVIDED TO YOU. HOWEVER, THE ADMINISTRATION PRESENTED THEM AS PERCENTAGES RATHER THAN ACTUAL DOLLAR AMOUNTS. THE PROBLEM WITH PERCENTAGES IS THAT THEY REMOVE CRITICAL CONTEXT. EXCEEDING THE CAP BY 8% AT A SMALL ELEMENTARY SCHOOL WILL BE DIFFERENT THAN AT A LARGE HIGH SCHOOL.
FOR EXAMPLE, YOUR 4 LARGEST HIGH SCHOOLS HAVE AVERAGE BUDGETS, BUDGETS OF $10 MILLION. SO, 8% OVERAGE FOR THEM IS $800,000 CUT FROM THEIR BUDGETS. THAT'S TEACHERS, PROGRAMS, ENRICHMENT OPPORTUNITIES, AND SERVICES FOR STUDENTS. AGAIN, THOSE DOLLARS ARE GENERATED THROUGH THE STATE FUNDING FORMULA BASED ON THE STUDENTS ENROLLED AT THAT CAMPUS. THE STATE EXPECTS THE DOLLARS TO GO TO THEM. YET UNDER THIS CHANGE, THE DISTRICT IS TELLING THE CAMPUS THAT WE'RE LEAVING THE KIDS AND TAKING THE MONEY. SECOND, LAST MONTH, MS. LAMONT FLOWERS ASKED THE SUPERINTENDENT A THOUGHTFUL AND IMPORTANT QUESTION DURING HIS BUDGET PRESENTATION.
SHE WANTED TO CLARIFY WHETHER CAMPUSES RECEIVING FEWER DOLLARS BECAUSE OF A BUDGET CEILING WOULD SEE ANY IMPACT ON STUDENTS. HER QUESTION WAS STRAIGHTFORWARD. SO, NO STUDENTS ARE LOSING ANYTHING, RIGHT? THE SUPERINTENDENT RESPONDED THAT STUDENTS WERE NOT LOSING ANYTHING, BUT THEN ACKNOWLEDGED THAT THE REDUCTIONS WOULD BE REFLECTED IN STAFFING, SALARIES, AND TEACHING POSITIONS. THE REALITY IS MUCH SIMPLER. IF MY FAMILY'S INCOME DECREASES BY $1,000 A MONTH, IT DOESN'T MATTER WHERE THE REDUCTION COMES FROM THE HOUSING BUDGET, THE RENT BUDGET, THE GROCERY BUDGET, OR THE GAS BUDGET, THE FACT REMAINS THAT WE HAVE $1,000 LEFT TO MEET OUR NEEDS. WE WILL FEEL THAT IMPACT. IT STRAINS COMMON SENSE TO ARGUE THAT SIGNIFICANT REDUCTIONS TO A CAMPUS BUDGET WILL HAVE NO IMPACT ON STUDENTS. THANK YOU, SIR. I'M NOT FINISHED YET.

THEY CAME FROM ACROSS THE STATE, SOME DROVE IN FROM EL PASO TO WALK ACROSS THE STAGE AND RECEIVE THEIR DIPLOMA. IT WAS REALLY EXCITING AND SUCH AN HONOR TO CELEBRATE ALL OF OUR GRADUATING STUDENTS.THANK YOU. THANK YOU SO MUCH. I WILL ADD, I WAS ABLE TO ATTEND THE GRADUATIONS OF 6 HIGH SCHOOLS: JONES FUTURES, LAMAR HIGH SCHOOL, MIDDLE COLLEGE, LIBERTY HIGH SCHOOL, AND EAST EARLY COLLEGE, AND EASTWOOD. AND AGAIN, EACH COMMUNITY CELEBRATION WAS DIFFERENT AND SPECIFIC TO THE CAMPUSES, AND I JUST SAW SUCH CARE AND THE RELATIONAL THE IMPORTANT RELATIONSHIPS BETWEEN THE ADMINISTRATORS AND THE TEACHERS AND THE STUDENTS.

SHOOK A FEW HUNDRED HANDS, HANDED OUT A BUNCH OF AWARDS, BUT MOST IMPORTANTLY GOT TO MEET THE ADMINISTRATION OF THESE SCHOOLS WHO ARE ALL VERY ENCOURAGED ABOUT THE FUTURE OF WHERE THOSE STUDENTS ARE GOING.
SO I FELT REALLY FIRST TIME FOR ME BECAUSE I'M A NEW TRUSTEE, SO IT'S REALLY THE FIRST TIME I'VE EVER HAD THAT EXPERIENCE.
IT WAS REALLY SOMETHING. THE LAST HIGH SCHOOL GRADUATION I ATTENDED WAS 57 YEARS AGO, SO THAT WAS GOOD FUN. IT HADN'T BEEN 57 YEARS FOR ME, BUT IT HAD BEEN A FEW, AND IT WAS WHAT STRUCK ME HAS BEEN I'M NOT SURE IT'S RIGHT. WHAT STRUCK ME WAS A LOT OF THE SAME THINGS THAT Y'ALL HAVE TALKED ABOUT. IT WAS THE CONNECTION, THE WAY THAT THOSE PRINCIPALS AND TEACHERS LOVE THOSE STUDENTS AND STUDENTS LOVE THEM BACK. AND IT WAS THE UNIQUE THINGS ABOUT EACH ONE OF THOSE SCHOOLS THAT, YOU KNOW, WHEN YOU ARE DEALING WITH 275 SCHOOLS, YOU DON'T GET TO SEE. WE GO ON SCHOOL VISITS EVERY NOW AND THEN, BUT TO BE THERE FOR SEVERAL HOURS, TO HEAR THE STUDENTS, TELL THE STORIES ABOUT THE HISTORY IN THE YEARS THEY WERE THERE, TO TALK TO THE PRINCIPALS ABOUT THE THINGS THEY'RE PROUD OF, TO TALK TO MEMBERS OF THE CABINET ABOUT, YOU KNOW, WHAT HAS BEEN HAPPENING AT THESE SCHOOLS. IT WAS A WONDERFUL EXPERIENCE, AND I LOOK FORWARD TO NEXT YEAR'S ALREADY. THANK YOU SO MUCH. WE WILL NOW YES, SIR, SUPERINTENDENT. YES, AND JUST ONE POINT ON THE GRADUATION. I WAS AT I WAS AT 3 GRADUATIONS, BUT I WAS AT SHARPSTOWN IN PARTICULAR, AND THE PRINCIPAL THERE IS PRINCIPAL CARTER. AND 3 YEARS AGO, THE GRADUATION THE GRADUATING CLASS, ALMOST 50% OF THAT CLASS WALKED ACROSS THE STAGE BECAUSE THEY GOT THESE THINGS CALLED IGCS, INDEPENDENT GRADUATION COMMITTEE EFFORT. AND IT WAS AN IGC WAS NEVER MEANT FOR STUDENTS TO THAT MANY STUDENTS TO USE.
IT WAS FOR A STUDENT THAT SPENT 2 MONTHS IN A HOSPITAL AND NEEDED SOME WAY TO FINISH, TO COMPLETE THEIR DIPLOMA.
THEY COULDN'T HELP BECAUSE THEY WERE IN IN A HOSPITAL.
IN HOSPITAL OR SOMETHING LIKE THAT. AND IT GOT ABUSED WHEN YOU HAVE 50% OF YOUR CLASS GRADUATING THANK YOU THAT'S AN ABUSE. PRINCIPAL COULD SO THERE'S 260 GRADUATES, ABOUT 130 OF THEM GOT THESE IGCS 3 YEARS AGO. THIS CLASS, ONLY 4 GRADUATED WITH AN IGC. 4? AND THEIR SCORES ARE HIGHER.
YEAH, THAT'S WORTHY OF APPLAUSE. AND THAT'S BECAUSE PRINCIPAL CARTER IMPLEMENTED A MORE RIGOROUS CURRICULUM. AND IT TURNS OUT IF YOU RAISE THE EXPECTATIONS AND THE RIGOR, OUR KIDS WILL MEET THAT. AND THERE WAS A LOT OF PRIDE, NOT JUST FROM CARTER, IT WAS FROM ALL THE STAFF AND THE STUDENTS ABOUT THEIR

OPPORTUNITY THAT THAT THEY'VE EARNED OVER THE LAST SEVERAL YEARS AT CHARPSTOWN HIGH SCHOOL. I WAS AT THAT ONE AS WELL, AND IT WAS PALPABLE. I MEAN, RIGHT BEFORE THE STUDENTS WALKED OUT AND THE PROCESSIONAL, I MEAN, THEY WERE JUST BEAMING WITH PRIDE, AND IT WAS AWESOME. IT WAS NOTHING SHORT OF AWESOME. SO WE HAD THIS AMAZING EXPERIENCE AT DEL MAR ON SUNDAY WHERE YATES WAS THE FIRST UP. AND SO WE'RE THERE AND AT , GRADUATION IS SUPPOSED TO BE AT 12. THE POWER IN THE ENTIRE FIELD HOUSE WENT OFF. AND NOBODY COULD FIGURE OUT EXACTLY WHAT HAPPENED. IT TURNED OUT THAT IN THE WEST NORTHWEST MALL ACROSS THE STREET, THE CENTER POINT OF SOMEBODY HAD CUT A POWER LINE. AND SO THE STADIUM WENT BLACK FOR BASICALLY AN HOUR. WOW.AND, BUT THE KIDS WERE JUST, I MEAN, THEY WERE SCREAMING. WE PUT THEM IN THE UPPER BLEACHERS, AND THEN EVENTUALLY THE POWER CAME ON. THEY STAYED, AND MY REMARKS TO THEM WAS, IF YOU CAN TURN ON THE LIGHTS HERE, YOU CAN TURN ON THE LIGHTS ANYWHERE. AND THEY ALL CHEERED AT THAT. IT WAS REALLY A FANTASTIC EXPERIENCE. DESPITE SOME EFFORT TO DISCOURAGE PEOPLE TO TAKE THE STAAR. IT'S AN IMPORTANT EXAM. IT'S TAKEN ALL ACROSS THE STATE AND PEOPLE PAY ATTENTION. AND THEY PAY ATTENTION BECAUSE THE NUMBERS MEAN SOMETHING. MAYBE NOT ON ITS FACE, BUT IF YOU GET A MEETS PLUS, THAT MEANS YOU'RE READING AT GRADE LEVEL. AND THAT'S IMPORTANT. IT'S IMPORTANT FOR KIDS HERE IN HOUSTON, BUT IT'S IMPORTANT FOR KIDS ALL OVER THE STATE AND ALL OVER THE COUNTRY WHEREVER THEIR EXAM IS.
THE NAEP LOOKS AT THAT AND THERE'S BIG AGGRAVATION AND CONCERN IF THE NAEP NUMBERS GOES DOWN. SO THE NUMBERS ON THESE ASSESSMENTS ARE IMPORTANT. THEY MEAN SOMETHING.
THEY ARE NOT SOMETHING THAT WE SHOULD JUST BRUSH ASIDE OR IGNORE. AND WHEN PEOPLE DISCOUNT THAT, THEY ARE DISCOUNTING THE KIDS' EFFORTS.
THE TEACHER'S EFFORT. IF THEY'RE POO-POOING ESPECIALLY OUR UNDERSERVED KIDS AND THEIR SUCCESS, THAT IS NOT SOMETHING WE SHOULD ADMIRE. THAT IS NOT

SOMETHING WE SHOULD CELEBRATE.I MEAN, I'M TALKING ABOUT THAT SORT OF CRITICISM LEVELED AT THE STAR SCORES WHEN OUR UNDERSERVED KIDS AND OUR OTHER KIDS ARE IMPROVING IN. AND BY THE WAY, THAT'S WHY WE WERE BROUGHT IN.
THE INTERVENTION IS BASED ON AN A THROUGH F RATING, MOST OF WHICH IS ON THE EOC AND THE STAR EXAM.
AND THIS DISTRICT WAS FAILING TERRIBLY. IN FACT, SINCE THE HISTORY OF THE STAR EXAM THE HISTORY OF THE STAR EXAM, WHICH STARTED IN 2012 STARTED.
THERE WAS ANOTHER TEST BEFORE THEN.
IN EVERY SINGLE YEAR, THIS DISTRICT ONLY HAD ONE TEST IN, IN 2017 OUT OF THE 20 EXAMS WHERE THIS DISTRICT PASSED THE STATE AVERAGE. AND THEN IN 2022, ONE TIME.
IN EVERY SINGLE OTHER CASE, THEY WERE BELOW THE STATE AVERAGE.
INCLUDING ALL 5 EOC EXAMS. AND SO WE WERE NOT DOING WELL. WE HAD 121 DNF CAMPUSES. SO THESE NUMBERS ARE IMPORTANT NOT ONLY FOR THE INTERVENTION BUT FOR WHAT THEY MEAN FOR THE OPPORTUNITY FOR KIDS.
THE GOOD REASON HOUSTON PUT OUT A REPORT, SEVERAL MONTHS AGO ABOUT A LIVABLE WAGE. IN THAT REPORT THEY SUGGESTED NOT SUGGESTED, THEIR RESEARCH SHOWED THAT IF KIDS CAN DO ALGEBRA I AT THE PROFICIENT LEVEL, STUDENTS BEFORE THEY GRADUATE, AND ENGLISH OR 8TH GRADE LANGUAGE ARTS, THE CORRELATION TO A LIVABLE WAGE IS MUCH HIGHER.
IN OTHER WORDS, IF YOU CAN DO THOSE TWO WELL, YOUR CHANCES OF HAVING A LIVABLE WAGE 6 YEARS AFTER GRADUATING WOULD BE MUCH BETTER. IT IS A FACT, AT LEAST TODAY AND IN THE FORESEEABLE FUTURE, THAT IF YOU CAN READ AT GRADE LEVEL AND DO MATH AT GRADE LEVEL, YOUR OPPORTUNITIES ARE MUCH EXPANDED. NOW SOME PEOPLE WOULD HAVE YOU SAY, WELL, YOU KNOW, LET'S JUST SEE IF THEY SOMEHOW MAGICALLY LIKE TO READ AND WE DON'T NEED A NUMBER, WE DON'T NEED A TEST. WE DON'T NEED NWA, WE DON'T NEED NAEP, WE DON'T NEED STAR. AND I'M HERE TO TELL YOU THAT IS JUST SUCH MISGUIDED NOTION OF WHAT KIDS NEED TODAY AND IN THE FUTURE. SO WITH THAT, PAM, I'VE GOT A COUPLE MORE AND THEN I'LL GET TO THE ACTUAL DATA. WHEN I FIRST GOT HERE, THERE WAS A FOCUS IN THE DISTRICT WHEN THEY REPORTED OUT SCORE ON APPROACHES. AND I KEPT SAYING, AND WE TRIED TO EDUCATE PEOPLE OUTSIDE THE DISTRICT, THAT APPROACHES, YES, WE SHOULD REPORT IT, BUT THAT'S NOT THE BAR.
APPROACHES IS LESS THAN PROFICIENT. YOUR APPROACHES SCORE COULD GO UP AND YOUR MEETS PLUS GO DOWN. MEETS PLUS MEANS YOU MEET EXPECTATIONS.
THAT IS THE BAR FOR WHETHER YOU CAN READ AT GRADE LEVEL, NOT APPROACHES. AND SO FOR 3 YEARS WE HAVE BEEN REPORTING ALL OF IT, BUT IN PRESENTATIONS LIKE THIS, AND THE FOCUS HAS BEEN MEETS PLUS, WHICH IS WHAT PARENTS WANT TO KNOW. IT'S NOT GOOD ENOUGH.

SO WHEN YOU READ THE PAPERS OR YOU DO YOU LOOK AT ANY OTHER DATA, MAKE SURE YOU ARE FOCUSED ON THE MEETS PLUS. THAT IS WHAT WE ARE DOING. SO WE'RE PUSHING BECAUSE OF OUR ACCELERATED MATH. WE ACTUALLY HAD 700 7TH GRADERS TAKE THE ALGEBRA I TEST.
