LAST YEAR, HE WAS RECOGNIZED AS THE TOP LEADERSHIP, EDUCATION AND TRAINING LEVEL TWO CADET AND IN THE HISD OUTSTANDING CADET BOARD COMPETITION, AND HE HAS WON NUMEROUS OTHER AWARDS.

UH CADET PORTIS IS CAPTAIN OF THE MARKSMANSHIP TEAM.

THE VOTE BY THE DAC TO APPROVE THE DISTRICT OF INNOVATION PLAN WAS ILLEGITIMATE BECAUSE IT REJECTED GENUINE COLLABORATION WITH THE COMMUNITY AND GENUINE REPRESENTATION OF THE COMMUNITY.

AS A WHOLE. THE DOI PLAN IS DANGEROUS AND UNSUSTAINABLE.

DESPITE THE FALSE CLAIMS, HIRING UNCERTIFIED TEACHERS AND IMPLEMENTING A FLAWED PUNITIVE EVALUATION PLAN WILL RESULT IN DILUTING THE QUALITY OF INSTRUCTION AND EXACERBATING THE EXODUS OF EFFECTIVE TEACHERS.

I CALL ON THE COMMUNITY TO HOLD TEA IN THIS STATE INSTALLED BOARD RESPONSIBLE FOR TEARING APART OUR SCHOOL DISTRICT, AND TO QUESTION WHO ARE THE VULTURES BENEFITING FROM THIS SO-CALLED INNOVATION.

MILES AND HIS ADMINISTRATION ARE SETTING THESE NES SCHOOLS UP FOR FAILURE.

THEY DIDN'T JUST LOSE ACCESS TO DATA AT HOME.

THE MONDAY AFTER THEY LOST DATA, I HAD ABOUT 20 STUDENTS IN MY CLASSROOM WHO COULD NOT COMPLETE THEIR ASSESSMENT IN MY CLASSROOM ALONE.

THAT'S JUST ONE, UH, ONE DAY, ONE TEACHER.

AND BECAUSE I DIDN'T EVEN REALIZE THAT IN THE LAST TWO YEARS I HAD HAD NO CONNECTIVITY ISSUES WITH MY STUDENTS, NONE.

BUT IN THE DAY AFTER AND SINCE THEN, DAILY, THERE'S SOMETHING GOING ON.

BUT THEY HAD IT SET UP TO WHERE IF THERE WAS A DISTRICT ISSUE WITH THE INTERNET, IT WOULD ROLL OVER TO THE VERIZON ALWAYS ON ALWAYS ACCESS SYSTEM.

THE FORMATIVE YEARS WHEN EVERYTHING AFTER DEPENDS ON THAT FOUNDATION.

APPROVAL OF THIS PLAN IS MISUSE OF PUBLIC TRUST, GIVEN TO PEOPLE RESPONSIBLE FOR THE EDUCATION AND FUTURE OF OUR CHILDREN.

THAT'S WHY TONIGHT I URGE YOU TO VOTE YES ON THE DISTRICT OF INNOVATION, AND THEN TO HOLD THE ADMINISTRATION ACCOUNTABLE TO ADHERING TO ITS WRITTEN GUIDELINES.

THEN FULFILL YOUR PROMISES TO ADHERE TO ITS GUIDELINES.

ADMIN WAS NOT SUPPORTIVE, ONLY CONCERNED WITH CHECKING OFF BOXES.

THEN I USED MY EARNED SICK DAYS AND WAS WRITTEN UP FOR EXCESSIVE ABSENCES.

THEREFORE, FOR MY MENTAL HEALTH I RESIGNED AND DURING THE LAST CLASS ON MY LAST DAY, MY APPRAISER OBSERVED ME.

SO CALLING THIS DISTRICT OF INNOVATION AND THEN GETTING RID OF CERTIFIED TEACHERS AND NOT HAVING TO TELL PARENTS ABOUT IT IS NOT INNOVATIVE.

IT'S TAKING US BACKWARDS IN TIME.

LAGGING BEHIND THE REST WAS HOUSTON ISD, WHICH DID NOT SEE ITS STUDENTS BACK TO CLASSROOMS UNTIL UP TO THREE WEEKS LATER.

OUR STUDENTS DID NOT GET THE BENEFIT OF THOSE ADDITIONAL DAYS OF LEARNING FOR ONE KEY REASON, HISD IS NOT A DISTRICT OF INNOVATION.

IN FACT, HISD IS PART OF JUST 5% OF DISTRICTS IN THE STATE THAT ARE NOT TAKING ADVANTAGE OF THIS FLEXIBILITY.

WE APPRECIATE THE BOARD FOR RECOGNIZING THIS OPPORTUNITY.

BOTH THE INNOVATION COMMITTEE AND THE DISTRICT ADVISORY COMMITTEE ENGAGED IN A THOUGHTFUL PROCESS TO CONSIDER EXEMPTIONS AND TO FIND GUARDRAILS TO ENSURE WE ARE APPROPRIATELY MAINTAINING RIGOROUS STANDARDS.

WITH LESS THAN HALF OF HISD STUDENTS READING ON GRADE LEVEL BY THIRD GRADE, IT IS CLEAR THAT THE STATUS QUO IS NOT WORKING AND THAT HISD NEEDS EVERY TOOL AT ITS DISPOSAL TO SUPPORT STUDENT LEARNING.

THIS DOI PLAN WILL ALLOW THE DISTRICT TO PURSUE NEW TYPES OF COURSE STRUCTURES, OFFER STUDENTS ADDITIONAL OPPORTUNITIES TO EXPLORE COLLEGES AND PROVIDE HISD FLEXIBILITY TO START THE SCHOOL YEAR EARLIER.

WE SUPPORT THE CENTER AND HOPE THE BOARD IS ABLE TO FINALIZE THE PROCESS TONIGHT.

AFTER EXPLAINING MY CONCERNS, THE PRINCIPAL SAID I WAS INSUBORDINATE AND NEEDED TO LEAVE CAMPUS.

59% OVER HALF OF OUR THIRD GRADERS ARE NOT READING ON GRADE LEVEL.

THAT HAPPENED ON OUR WATCH, AND YET I DON'T HEAR ANY OUTRAGE ABOUT THAT.

I COMMEND THE BOARD FOR SETTING THE MOST AMBITIOUS GOALS IN THE HISTORY OF THIS DISTRICT AND, IF ACHIEVED, WILL MAKE MORE PROGRESS TOWARDS CLOSING THE ACHIEVEMENT GAP THAN ANY DISTRICT IN THE NATION.

UH, WHILE HE'S PROUD OF NOT USING IN-SCHOOL SUSPENSION AT ECTOR, THE USE OF OUT OF SCHOOL SUSPENSION IS QUITE ALARMING.

THE MOST RECENT DATA FROM 2023 SCHOOL YEARS THAT FULLY 26% OF THE ENTIRE POPULATION, MORE THAN 1 IN 4 STUDENTS, WAS SUSPENDED IN THAT YEAR.

VERIZON ROSE TO THE CHALLENGE AND ENSURED THAT NOT ONLY OUR TITLE ONE SCHOOL, BUT AN ADDITIONAL 35 TITLE ONE SCHOOLS WOULD HAVE CONSISTENT, EFFICIENT, AND EQUITABLE ACCESS TO FREE WI-FI THROUGH THEIR HOTSPOTS.

WHY DID THIS PROGRAM HAVE TO END FOR OVER 56,000 STUDENTS AND 2500 TEACHERS? AS A STAR EXAMS APPROACH, WE'VE BEEN TOLD THAT WE WILL HAVE NEW ACCESS TO WI-FI, BUT WE DON'T KNOW HOW OR WHERE TO GET IT, AND WE HAVE TO PROVE WE MEET A NEED, FURTHER STIGMATIZING THOSE OF US WITHOUT THE MEANS.

A TEACHER WHO IS AT A NON NES SCHOOL ELEMENTARY SCHOOL SAID THAT SHE SPENDS HOURS INTERNALIZING THE NEW LANGUAGE ARTS CURRICULUM.

RECENTLY, SHE RECEIVED SPANISH STORIES THAT COME WITH THE CURRICULUM.

YAY! BUT UNFORTUNATELY, ALL THE OTHER PARTS OF THE CURRICULUM IS ONLY IN ENGLISH WITH NO SPANISH SUPPORT.

SO SHE SPENDS HUNDREDS OF HOURS ALSO TRANSLATING POWERPOINTS, DOLLS, AND WORKSHEETS.

FURTHERMORE, LAST YEAR SHE HAD A SPANISH SCIENCE TEXTBOOK, BUT THIS YEAR SHE DOES NOT HAVE THIS AND SHE IS NOT ALLOWED TO USE OR REFER TO THE OLDER TEXTBOOK TO SUPPORT HER STUDENTS. I'M ASKING THAT ALL ELEMENTARY CURRICULUM BE PREPARED AND PROVIDED IN SPANISH BY DISTRICT LEVEL STAFF TO IMPROVE DUAL LANGUAGE EDUCATION IN OUR SCHOOLS.
