OUR SCHOOL POLICE OFFICERS ARE TRAINED AND PERMITTED TO EMPLOY THE SAME TACTICS THAT A PROFESSIONAL LAW ENFORCEMENT AGENCY WOULD, BUT ON CHILDREN FOR A RELATIVELY NORMAL TEEN AND PRE-TEEN BEHAVIOR. THERE ARE A TON OF POLICIES IN THE HANDBOOK THAT ARE TRADITIONAL LAW ENFORCEMENT STYLE TECHNIQUES THAT WE TRAIN OUR LAW ENFORCEMENTS TO USE. AND WE DON'T HAVE THE UNDERSTANDING OF HOW DEALING WITH CHILDREN IS DIFFERENT. AND SO I'M SURE THAT MANY OF THESE OFFICERS ARE NICE PEOPLE. BUT THIS PROBLEM IS NOT INDIVIDUAL, IT'S INSTITUTIONAL. AND THE NUMBERS TELL A REALLY IMPORTANT STORY. BACK IN 2017, LOCAL ADVOCACY GROUPS REVIEWED ARREST NUMBERS OF HISD PD THROUGH AN OPEN RECORDS REQUEST, AND IT SHOWED THAT OUR SCHOOL POLICE OFFICERS WERE ARRESTING BLACK STUDENTS IN MORE THAN DOUBLE THE PROPORTIONAL RATE, AND THAT THE VAST MAJORITY OF THE ARRESTS, LIKE MORE THAN THREE FOURTHS, WERE FOR LOW LEVEL MISDEMEANORS. I SENT THAT REPORT IN MY EMAIL TO BOARD SERVICES, SO YOU SHOULD ALL HAVE A COPY WITH THE DATA THAT WAS RECEIVED IN THAT OPEN RECORDS REQUEST. I DON'T HAVE MORE RECENT DATA BECAUSE THE DISTRICT DOESN'T MAKE THIS INFORMATION AVAILABLE, BUT AS BOARD MEMBERS, YOU ALL HAVE THE POWER TO REQUEST THIS INFORMATION FROM HISDPD. POLICE IN SCHOOLS HAVE BEEN LINKED TO AN INCREASE OF EXPULSIONARY DISCIPLINE, SUCH AS SUSPENSION AND EXPULSION, AND ACCORDING TO PUBLIC INTEGRITY INVESTIGATION, OF OVER 230,000 POLICE REFERRALS, ONE FOURTH RESULTED IN ARRESTS, FURTHER EXACERBATING THE SCHOOL TO PRISON PIPELINE. PEOPLE OF COLOR, DISABLED AND QUEER STUDENTS ARE FOUR TIMES MORE LIKELY TO BE ARRESTED BY SCHOOL POLICE. AND HISD FUNDS A LARGE AMOUNT OF ITS BUDGET TOWARDS THE POLICE, WHICH COULD GO INTO PROGRAMS LIKE PARENT AND COMMUNITY ENGAGEMENT, COLLEGE READINESS OR DROPOUT PREVENTION, WHICH AS A SCHOOL SHOULD BE YOUR NUMBER ONE PRIORITY, NOT MAINTAINING THE POLICE FORCE IN THE SCHOOL. THE BUDGET SPENDS MORE MONEY PER STUDENT ON POLICING INSTEAD OF EXTRACURRICULAR PROGRAMS OR SOCIAL WORKERS OR EVEN COLLEGE GUIDANCE COUNSELORS. I WAS PARTICULARLY CONCERNED TO SEE THE RETURN OF DARE, SOMETHING THAT I RECALL EVEN FROM MY OWN CHILDHOOD, COMING BACK INTO HISD, SOMETHING THAT WAS WAS SHOWN NOT TO BE EFFECTIVE IN REDUCING STUDENT USE OF DRUGS OR RESPONSIBLE USE OF SUBSTANCES, BUT REALLY FOCUSED ON THIS BUILDING RELATIONSHIPS BETWEEN POLICE AND YOUTH, WHICH ENDS UP BEING TO THE DETRIMENT OF THESE YOUTH. BECAUSE WHAT ENDS UP HAPPENING IS YOU SEE CHILDREN GETTING, CHILDREN TURNING IN, THEY'RE TURNING IN THEIR PARENTS, TURNING IN THEIR FRIENDS. RIGHT. BECAUSE THEY THINK THAT, OH, THESE POLICE OFFICERS, RIGHT, THAT I BUILT RELATIONSHIPS WITH, THESE ARE PEOPLE THAT I SHOULD TELL AND SPEAK TO AND CONFIDE IN. SO THEY'RE SPEAKING TO THEM ABOUT MARIJUANA USE, FOR EXAMPLE, WHICH ENDS UP GETTING THEIR FAMILY MEMBERS AND FRIENDS ARRESTED FOR THESE TYPES OF OFFENSES. THIS IS NOT, THIS IS NOT SAFETY. RIGHT. THERE'S A GREAT DEAL OF RESEARCH SHOWING THAT PROGRAMS LIKE DARE ARE NOT A RESPONSIBLE USE OF OUR, OF NOT JUST OUR RESOURCES, RIGHT, IN TERMS OF FUNDING, [00:10:02] BUT ESPECIALLY THE TIME. NOTWITHSTANDING SOME OF WHAT WE'VE HEARD PREVIOUSLY ABOUT THE DISCRIMINATORY ARREST AND DISCIPLINARY PATTERNS OF OF HISD PD, AND NOTWITHSTANDING THE DEMONSTRABLE FACT THAT THE PRESENCE OF ARMED OFFICERS ON A SCHOOL CAMPUS PRESENTS A MAJOR IMPEDIMENT TO STUDENT LEARNING AND ACHIEVEMENT. I'M HERE TODAY TO TALK ABOUT HISD PD'S OVERTIME PRACTICES AND WHY THEY ARE A MAJOR PROBLEM FOR BOTH HISD AND THE BOARD OF TRUSTEES. IN 2019, THE STATE LEGISLATIVE BUDGET BOARD REPORTED ON HISD THAT 16 OF THE TOP 25 NON CAMPUS STAFF RECEIVING THE GREATEST OVERTIME PAYMENTS WHERE HISD POLICE OFFICERS AND THAT HISD SHOULD INSTITUTE TIGHTER CONTROLS IN THE USE OF OVERTIME GOING FORWARD. HISD PD'S OVERTIME APPROVAL SLIPS CONTAIN IN LARGE BOLD FONT A NOTE THAT SAYS DEPARTMENTAL DIRECTIVE - OVERTIME WILL NOT BE PERMITTED WITHOUT PRIOR APPROVAL. ALL OVERTIME MUST BE APPROVED BY THE IMMEDIATE SUPERVISOR AND CAPTAIN, WHETHER IT IS PAID BY HISD POLICE DEPARTMENT OR ANOTHER DEPARTMENT. UNFORTUNATELY, HISD DOES NOT SEEM TO BE FOLLOWING THE ADVICE OF THE LEGISLATIVE BUDGET BOARD OR ITS OWN DEPARTMENT DEPARTMENTAL DIRECTIVE. I REQUESTED AND REVIEWED OVER 400 OVERTIME SUBMISSIONS FROM HISD PD OFFICERS FROM 2020 AND 2021, AND LESS THAN 2% OF THE APPROVED OVERTIME FORMS I REVIEWED WERE SUBMITTED AND APPROVED PRIOR TO THE DATE THAT OVERTIME WAS WORKED. 33% WERE SUBMITTED AND APPROVED ON THE DATE THAT THE OVERTIME WORKED AND ALMOST TWO THIRDS WERE SUBMITTED AND APPROVED AFTER SOME OF THE OVERTIME HOURS WERE WORKED IN VIOLATION OF THE DEPARTMENTAL DIRECTIVE THAT HISD PD HAS. THE TEXAS ASSOCIATION OF SCHOOL BOARDS AND THE TEXAS ATTORNEY GENERAL HAVE SPOKEN ON THE NEED FOR THE BOARD OF TRUSTEES IMPOSING SUFFICIENT CONTROLS ON THE ALLOCATION OF CERTAIN PUBLIC FUNDS AND THAT PUBLIC EMPLOYEES THAT MISALLOCATE FUNDS ARE [TIMER]. BEHAVIORAL PROBLEMS TEND TO GIVE US INFORMATION ABOUT NEEDS THAT ARE NOT BEING MET, TRAUMA THAT HAS GONE UNADDRESSED. BUT IT'S A SHAME THAT THE WAY THAT THESE ISSUES ARE DEALT WITH IN SCHOOLS, ESPECIALLY IN SCHOOLS THAT ARE ATTENDED PREDOMINANTLY BY BLACK, BROWN AND LATINX CHILDREN. INSTEAD OF HELPING AND PROVIDING A PATH TO HEALING, WE PUT CHILDREN ON A PATH TO CRIMINALIZATION. I KNOW THIS TOO WELL. I THINK ABOUT MY OWN EXPERIENCES AS A CHILD WHO WAS BEING SEXUALLY ABUSED AT HOME. I WAS AN HONOR ROLL STUDENT GROWING UP, BUT AFTER THE AFTERMATH OF THE ABUSE LED TO BEHAVIORAL PROBLEMS. I NEEDED ADULTS TO ASK ME WHAT WAS GOING ON TO HELP ME. INSTEAD OF ANYONE CHECKING ON ME I WAS SENT TO IN-SCHOOL SUSPENSION, SUSPENDED FROM SCHOOL SEVERAL TIMES, SENT TO COURT. THE CONSEQUENCES FOR BLACK AND BROWN CHILDREN ARE NOT THE SAME FOR THOSE OF WHITE KIDS WHO ATTEND BETTER FUNDED SCHOOLS. MY BIGGEST CULTURE SHOCK TODAY WAS WHEN I SWITCHED SCHOOLS AND ATTENDED A WELL FUNDED SCHOOL IN THE SUBURBS MY SENIOR YEAR. I SAW CHILDREN WHO HAD THEIR NEEDS MET, MORE RESOURCES, AND WHO ALSO HAD BEHAVIORAL PROBLEMS. BUT THE CONSEQUENCES WERE NOWHERE NEAR WHAT I SAW AND DEALT WITH AT AN UNDERFUNDED SCHOOL. THERE WERE NO COPS IN THE HALLWAYS. WE NEED SOCIAL WORKERS, COUNSELORS AND BEHAVIORAL SPECIALISTS TO ADDRESS MISBEHAVIOR. WE NEED SCHOOLS THAT GIVE SECOND CHANCES AND EMPHASIZE HEALING IN THAT PROCESS. WE NEED INCLUSIVE, SUPPORTIVE ENVIRONMENTS WHERE KIDS CAN EXPLORE THEMSELVES AND KNOW THAT A MISTAKE WON'T END THEIR LIFE BEFORE IT'S EVEN STARTED. AND AS WE RETHINK SAFETY IN OUR SCHOOLS, WE NEED TO BUILD THE POWER TO ULTIMATELY RETHINK SAFETY EVERYWHERE IN EVERY COMMUNITY FOR ALL PEOPLE, ALL CHILDREN. AND THAT DOES NOT INCLUDE MORE COPS. I UNDERSTAND WHY THE VERY REAL FEAR OF VIOLENCE IN SCHOOLS LEADS TO THE TEMPTATION TO POUR MONEY INTO POLICING. BUT UNFORTUNATELY, THERE'S NO EVIDENCE THAT HAVING POLICE IN SCHOOLS MAKE THEM SAFER. WE TRAGICALLY SAW THIS IN UVALDE EARLIER THIS YEAR. WHAT SCHOOL POLICING DOES DO IS INCREASE ARREST, SUSPENSION, EXPULSION AND DROPOUT RATES AND DECREASE ACADEMIC PERFORMANCE. MOST OF WHAT SCHOOL RESOURCE OFFICERS DO IS RESPOND TO MINOR MISBEHAVIOR, GIVING TICKETS FOR DISRUPTION OF CLASS OR DISORDERLY CONDUCT, THINGS THAT IN OLDER GENERATIONS WERE DEALT WITH BY TEACHERS AND ADMINISTRATIVE STAFF. POLICING IN SCHOOLS REPLICATES THE PROBLEMS OF POLICING IN WIDER SOCIETY, INCLUDING ITS DISPROPORTIONATE IMPACT ON PEOPLE OF COLOR AND PEOPLE WITH DISABILITIES. MORE THAN 50% OF ALL STUDENT ARRESTS AND 60% OF USE OF FORCE INCIDENTS IN HISD IN 2020 INVOLVED BLACK STUDENTS, DESPITE ONLY ABOUT 23% OF THE STUDENT POPULATION BEING BLACK, AND 28% OF STUDENTS REFERRED TO THE CRIMINAL JUSTICE SYSTEM HAVE DISABILITIES, EVEN THOUGH THESE STUDENTS MAKE UP ONLY 18% OF THE STUDENT POPULATION. ONE 14-YEAR OLD IN HOUSTON ISD WAS RESTRAINED, HANDCUFFED AND PEPPER SPRAYED BY A SCHOOL RESOURCE OFFICER FOR ALLEGEDLY THROWING A SINGLE ITEM OF FOOD DURING LUNCH, BEHAVIOR WHICH WAS RELATED TO THE STUDENT'S DISABILITY. THIS ALL CONTRIBUTES TO THE SCHOOL TO PRISON PIPELINE, WHICH DOES THE OPPOSITE OF KEEPING KIDS SAFE. SCHOOL POLICING INCREASES THE CHANCES THAT A STUDENT WILL ENTER THE CRIMINAL JUSTICE SYSTEM, AND ONCE THEY DO, THEY'RE MORE LIKELY TO HAVE INTERACTIONS WITH IT THROUGHOUT THEIR LIFE. MEANWHILE, HISD'S COUNSELING TEAM IN RECENT YEARS HAS HAD LESS THAN A QUARTER OF THE RECOMMENDED NATIONAL STAFFING RATIOS. INSTEAD OF MILITARIZING OUR SCHOOLS WITH TEAR GAS, RUBBER BULLETS AND BATTERING RAMS AND FOCUSING ON PUNISHMENT, WE SHOULD BE HELPING OUR STUDENTS AVOID HARM TO THEMSELVES AND OTHERS BY FULLY FUNDING MENTAL AND PHYSICAL HEALTH RESOURCES. AS WE KNOW IN REFERENCE TO MANY THAT ARE THAT ARE OUT THERE, THIS FUNCTION HAS HAD SOME CONTROVERSY AS WELL ACROSS THE COUNTRY, AND WE'VE PAID CLOSE ATTENTION TO WHAT THAT CONTROVERSY IS TO ENSURE THAT WE UTILIZE THE FUNCTION OF OUR POLICE DEPARTMENT IN THE MANNER THAT WE SHOULD. OUR POLICE OFFICERS BUILD RELATIONSHIPS AGAIN WITH STUDENTS. AND I THINK IT'S IMPORTANT TO TO RECOGNIZE THAT FOR MANY OF THE STUDENTS THAT WE SERVE, SCHOOL IS, OF COURSE, THE SAFEST ENVIRONMENT THAT THEY WILL EXPERIENCE ON A DAILY BASIS AND OUR HISD POLICE PLAYS A LARGE ROLE IN PROVIDING THAT KIND OF SAFETY AND SECURITY. WE WANT TO ENSURE THAT OUR PARENTS AND COMMUNITY UNDERSTAND AND KNOW THAT AS A SCHOOL DISTRICT, THE SAFETY OF OUR CHILDREN THAT WE EDUCATE ON A DAILY BASIS IS THE UTMOST IMPORTANCE IN TERMS OF WHAT WE DO. LAST YEAR WE MADE A $60 MILLION CUT, AS YOU ALL KNOW, IN TERMS OF BUDGET, AS WE LOOK AT FISCAL TRANSFORMATION. I MADE THE THE DECISION SPECIFICALLY TO HOLD OUR POLICE DEPARTMENT HARMLESS FROM THIS PARTICULAR CUT. AS AN HISD PARENT AS WELL, WHEN OUR FAMILIES TO KNOW THAT WHEN THEY DROP THEIR STUDENTS OFF AT THE DOORS OF EACH ONE OF OUR SCHOOLS THAT THEY'RE DOING SO AND TO ENSURE THAT WE'RE DOING EVERYTHING IN OUR POWER FOR THE CHILDREN TO BE SAFE, THE STAFF TO BE SAFE, AND THAT IT MEANS ENSURING THAT OUR POLICE DEPARTMENTS HAVE THE TOOLS AND RESOURCES AND TRAINING TO RESPOND EFFECTIVELY, EFFICIENTLY AS POSSIBLE TO ANY AND ALL SITUATIONS THAT MIGHT ARISE. IN LIGHT OF THE MOST TRAGIC EVENTS IN UVALDE AND SOME OF THE OTHER EVENTS THAT HAVE HAPPENED OVER THE COURSE OF TIME, SANTA FE, AS WELL AS OTHERS NATIONALLY, THERE'S NOW A INTENSE FOCUS NATIONWIDE ON THE SECURITY APPARATUS OF SCHOOLS. AS WE CONTINUE TO DISCUSS THE, THROUGH OUR SAFETY COMMITTEE, ALL THE DIFFERENT NUANCES. AND WE ACTUALLY HAD A SAFETY COMMITTEE PRESENTATION YESTERDAY. WE WERE CONTINUING TO WORK CLOSELY WITH BOTH TEA AS WELL AS THE SAFETY COMMITTEE TO MAKE CERTAIN THAT WE ENSURE THAT THE SAFETY OF OUR CAMPUSES IS LIFTED UP AT A HIGH LEVEL. RECENTLY, THE STATE OF TEXAS ANNOUNCED THAT IT WOULD BE PROVIDING $400 MILLION IN GRANTS TO SCHOOL DISTRICTS FOR INFRASTRUCTURE, REPAIRS, SUCH AS REPLACING AND UPGRADING DOORS, WINDOWS, FENCING, COMMUNICATION SYSTEMS AND OTHER SAFETY MEASURES. ALTHOUGH WE HAVE NOT RECEIVED ANY DETAILS IN REFERENCE TO WHAT THIS WILL LOOK LIKE SPECIFICALLY, WHAT WE KNOW IS THAT THE LEGISLATURE HEADS INTO THIS NEXT SESSION AND WE HAVE TO KEEP OUR EYES WIDE OPEN IN TERMS OF WHAT THIS WILL LOOK LIKE. OUR POLICE DEPARTMENT PLAYS A CRITICAL ROLE IN OUR ABILITY TO SUCCESSFULLY COMPLY WITH THE INCREASE IN MANDATES COMING FROM THE STATE LEVEL. OFFICERS ARE ALLOCATED BASED ON THE NUMBER OF CALLS FOR SERVICES AT THE CAMPUSES AND CAMPUSES WITH OFFICERS USUALLY HAVE 1 TO 3 OFFICERS ASSIGNED TO THEM. OFFICERS ARE ASSIGNED TO 1 OF 3 SHIFTS, THOSE ARE DAYS, EVENINGS AND NIGHTS. AND TYPICALLY, THE PATROL DIVISION RECEIVES OVER 42,000 CALLS TO SERVICE PER YEAR. NOW, INVESTIGATIVE AND SUPPORT OPERATIONS. WE HAVE SERGEANTS AND OFFICERS ASSIGNED TO BOTH OUR INVESTIGATIONS UNIT AND OUR CRIME ANALYSIS DIVISION, AS WELL AS THE TRAINING DIVISION. WE ALSO HAVE SECURITY GUARDS WHO ARE HIRED TO PROVIDE SECURITY TO OTHER MAJOR HISD FACILITIES, INCLUDING OUR MOTOR POOLS, THE HATTIE MAE WHITE BUILDING AND OTHER FACILITIES. THIS IS THE RESULT OF OUR INCREASED TRAINING WITH OUR COUNSELING AND SEL TEAMS. OFFICERS ARE TRAINED ON DE-ESCALATION, TRAUMA INFORMED PRACTICES AND CPI TRAINING. AND CHIEF AS YOU MOVE FORWARD. THE MORE KNOWLEDGEABLE SROS ARE ABOUT STUDENTS WITH CERTAIN MENTAL ILLNESSES OR DEVELOPMENTAL DISABILITIES, THE BETTER WE CAN BE AS A RESOURCE TO THE STUDENTS AND THE FACULTY. MENTAL HEALTH TRAINING CAN ALSO HAVE CAN ALSO BE VERY USEFUL WHEN DEALING WITH PARENTS THAT MAY HAVE MENTAL ILLNESSES AND DEPENDENCY ISSUES. THE DEPARTMENT HAS IMPLEMENTED A COMFORT DOG PROGRAM IN PARTNERSHIP WITH SEL. THE DOG'S ACTIVITIES ARE OFTEN DIRECTED BY SEL, WHO HAS RECEIVED INFORMATION THAT A STUDENT IS IN CRISIS AND IS REQUESTING OUR DOG, JUSTICE, THAT'S A PUPPY PICTURE, TO HELP AND ASSIST. SEL AND THE POLICE DEPARTMENT ALSO RECEIVED NOTIFICATION OF A GRANT PROGRAM CALLED HERO AND HERO STANDS FOR HEALTH AND EMOTIONAL RESPONSE OFFICER. WE ARE CURRENTLY WORKING ON THE SPECIFICS OF THE PROGRAM AND HOW IT WILL BE IMPLEMENTED. HERO IS DIFFERENT BECAUSE MENTAL HEALTH AND WELLNESS SERVICES WITHIN THE K THROUGH 12 COMMUNITY, THERE'S A DISENGAGEMENT, THERE'S AN ENGAGEMENT WHEN A LAW ENFORCEMENT IS NOT PREVALENT IN MOST SCHOOLS THROUGHOUT THE UNITED STATES. HERO WILL PROVIDE SERVICES TO SCHOLARS, EMPLOYEES, CAMPUSES, AND STAKEHOLDERS THAT WILL BE ABLE TO ADDRESS THE MENTAL HEALTH, SOCIAL, EMOTIONAL NEEDS MORE THAN EVER NEEDED TO IDENTIFY, ADDRESS, AND PROVIDE ANCILLARY SERVICES IN THE SAFEST AND MOST EFFECTIVE MANNER POSSIBLE. THE MENTAL HEALTH OFFICER WILL ALSO RECEIVE SPECIALIZED TRAINING AND WILL BE CERTIFIED THROUGH THE TEXAS COMMISSION ON LAW ENFORCEMENT TRAINING, TECO, AS MENTAL HEALTH POLICE OFFICERS. IN THEIR ROLE OF MENTAL HEALTH INTERVENTION TEAM, THE OFFICERS WILL RESPOND TO CRISIS AS WELL AS PROVIDE CONSULTATION AND TRAINING TO DISTRICT STAFF AND PARENTS. THEY WILL ALSO BE TASKED TO ESTABLISH PARTNERSHIPS WITH LOCAL COMMUNITY MENTAL HEALTH PROVIDERS, INCLUDING THE MENTAL HEALTH AUTHORITY FOR THE HARRIS COUNTY, THE HARRIS CENTER, AND THE NATIONAL ALLIANCE ON MENTAL ILLNESS, WHO ADVOCATES TO PROVIDE SUPPORT FOR FAMILIES AND INDIVIDUALS WHO ARE AFFECTED BY FAMILY ILLNESS TO BRING FREE SUPPORT TO [00:35:09] HISD FAMILIES. AS WE SPEAK ABOUT PREPARATION FOR EMERGENCY EVENTS. THESE EFFORTS ARE LED BY A RISK MANAGEMENT DEPARTMENT WHO WORK WITH CAMPUSES TO ENSURE THAT THE PROPER REHEARSALS FOR VARIOUS EMERGENCIES TAKE PLACE SO THAT THE STUDENT AND STAFF KNOW HOW TO REACT IN THE WORST CASE SCENARIO. WE WANT TO ENSURE THAT WE ARE PROVIDING A SIMULATED ENVIRONMENT AS PROPERLY, AS CLOSE AS POSSIBLE TO THE ACTUAL SCENARIO THEY ARE TRYING TO CREATE THE DRILL FOR. ON THE SECURE DRILL WE DO ONE SCHOOL, ONE PER SCHOOL YEAR, AND THOSE ARE INCIDENTS THAT POSE A THREAT OUTSIDE OF THE SCHOOL BUILDING. AND IT'S USED TO SAFEGUARD THE PEOPLE INSIDE THE BUILDING. LOCKDOWN DRILLS OCCUR TWO TIMES PER SCHOOL YEAR, ONE TIME PER SEMESTER. INCIDENTS THAT POSE A LOCKDOWN DRILL IS INCIDENTS THAT POSE AN IMMEDIATE THREAT OF VIOLENCE INSIDE THE SCHOOL. THE PRIMARY OBJECTIVE IS TO QUICKLY ENSURE ALL SCHOOLS, ALL STUDENTS, STAFF AND VISITORS ARE SECURE FOR IMMEDIATE DANGER. EVACUATION DRILLS ARE PRACTICED ONCE A YEAR. AND THE PRIMARY OBJECTIVE OF AN EVACUATION IS TO ASSURE THAT STAFF, STUDENTS AND VISITORS CAN QUICKLY MOVE AWAY FROM THE THREAT. EVACUATION EXAMPLES INCLUDE A BOMB THREAT OR AN INTERNAL GAS LEAK. WE ALSO CONDUCT A SHELTER IN PLACE FOR HAZMAT, WHICH IS ONE PER SCHOOL YEAR. AND WE ALSO DO SHELTER FOR SEVERE WEATHER DRILLS ONCE PER SCHOOL YEAR, AND WE ALSO CONDUCT FIRE EVACUATION DRILLS. ANOTHER FORM OF PREPARATION IS ENSURING THAT OFFICERS ARE APPROPRIATELY TRAINED TO RESPOND TO ANY SITUATION THEY MAY COME ACROSS SO THEY CAN BEST ENSURE THAT THE SAFETY, SO THEY CAN BEST ENSURE THE SAFETY OF OUR STUDENTS. HISD PD GOES WELL ABOVE AND BEYOND THE MANDATORY REQUIRED TRAINING BY THE STATE. THROUGH DE-ESCALATION OFFICERS CAN PREVENT CAMPUS INCIDENTS FROM BECOMING INTERVENTIONS THAT REQUIRE ACTION BY LAW ENFORCEMENT. THE HISD POLICE DEPARTMENT PARTNERS WITH THE SOCIAL EMOTIONAL LEARNING DEPARTMENT TO ENSURE THAT OUR OFFICERS UNDERSTAND THE IMPORTANCE OF RECOGNIZING ADOLESCENT BEHAVIOR AND REFERRING THE CHILD TO THE APPROPRIATE RESOURCES WITHOUT RESORTING TO LAW ENFORCEMENT FOCUSED INTERVENTION. THE ESCALATION TRAINING IS TAUGHT ANNUALLY AT THE POLICE DEPARTMENT TO ALL OFFICERS, AND IT'S ONE OF 22. NOW, CUSTODIAL INTERVIEWS AND THE ADMISSIBILITY OF A JUVENILE STATEMENT IS COVERED IN CHAPTER 51 OF THE TEXAS FAMILY CODE. THOSE REQUIREMENTS ARE CONSISTENT WITH OUR POLICY PERTAINING TO JUVENILE INTERROGATIONS AND APPLY ONLY TO NONCUSTODIAL INTERVIEWS. BUT THE ADMINISTRATOR MAY ONLY OBSERVE AND NOT PARTICIPATE IN THE INTERVIEW. HISD OFFICERS SHALL ALWAYS BE AWARE OF THE RIGHTS OF JUVENILES, PARTICULARLY IN CASES WHERE THE INTERVIEW IS MOVED FROM A MORE OF A FACT FINDING VOLUNTARY STATEMENT TO AN ACTUAL POLICE INQUIRY OF CUSTODIAL NATURE TARGETING THE JUVENILES AS POSSIBLE SUSPECTS IN A CRIMINAL INVESTIGATION. THE OTHER 34 WERE OFFENSES LIKE WEAPONS, THEFT, BURGLARIES AND CRIMINAL MISCHIEF. WHEN WE GO TO 2019 TO 2020, ASSAULTS COMPROMISED 42% OF THE ARRESTS AND THE OTHER OFFENSES WERE NARCOTICS OFFENSES. AND THEN AGAIN, WEAPONS THEFTS, BURGLARIES AND CRIMINAL MISCHIEF. IN 2021 ASSAULTS COMPROMISED A 28% OF THE RISK NARCOTICS OFFENSE AT 16% AND OTHER INCIDENTS. NOW 2020, WE ALL KNOW THAT'S THE COVID YEAR. SO THAT WAS A LOW YEAR BECAUSE NOBODY WAS ON CAMPUSES. NOW, WHEN WE GO TO 2021, WHEN THE STUDENTS CAME BACK FROM COVID, ASSAULTS COMPROMISED 56% OF THESE ARRESTS AND TERRORIST OFFENSES WERE AT 11%. NOW WE GO TO 2022,-2023. CURRENTLY, ASSAULTS COMPROMISE 63% OF THE ARRESTS MADE SO FAR IN 2022-2023. TERRORISTIC OFFENSES WERE THE OTHER REMAINING LARGE PORTION OF THAT STAT AT 9.6%. THIS SLIDE ILLUSTRATES THE OT COSTS FOR THE POLICE THROUGHOUT THE DISTRICT. POLICE ARE PAID OUT OF SEVERAL BUDGETS FROM THE GENERAL FUND AND THOSE ARE DEPARTMENTAL OVERTIME, ATHLETICS AND SCHOOLS. THE IMMEDIATE SUPERVISOR AND CAPTAIN MUST APPROVE ALL OVERTIME PAY VIA HISD POLICE DEPARTMENT OR OTHER HISD DEPARTMENTS. ADDITIONALLY, I CREATED A SPREADSHEET, AN INTERNAL SPREADSHEET FOR OUR BUSINESS MANAGER TO MONITOR OUR OVERTIME USAGE EVERY PAY PERIOD TO ENSURE UNNECESSARY OVERTIME IS NOT INCURRED.
