JUST TO MAKE NOTE, THERE ARE NO REGISTERED SPEAKERS TO THE AGENDA FOR THIS EVENING.

THANK YOU, MELISSA. ON THE SCREEN TODAY IS THE THIS IS THE ACTUAL SAFETY AND SECURITY CHARTER.

[SAFETY AND SECURITY CHARTER UPDATE]

IT IS LOCATED ON THE RISK MANAGEMENT WEBSITE, THE FULL CHARTER.

FOR THOSE OF YOU WHO DON'T KNOW, THIS ALL STARTED THROUGH THE TEXAS EDUCATION OR THE TEXAS SCHOOL SAFETY CENTER OR RATHER TEXAS EDUCATION CODE 37109. THAT CODE PROVIDES GUIDANCE AND DIRECTION ON SCHOOL DISTRICTS AS IT'S RELATED TO SCHOOL SAFETY AND SECURITY.

IN ADDITION TO THAT CHAPTER, A STUDENT BEHAVIOR.

SO SPECIFICALLY, IT PROVIDES GUIDANCE ON IMPROVEMENTS TO OUR SAFETY AND SECURITY PROGRAM.

THAT'S COLLECTIVELY WHAT WE DO IN THIS COMMITTEE.

YOU ALL PROVIDE FEEDBACK THAT THEN WE COULD USE WITHIN THE RISK MANAGEMENT DEPARTMENT AS IT RELATES TO THE TYPE OF DRILLS AND AND HOW WE PERFORM THOSE DRILLS AND CONDUCT THOSE DRILLS AS IT'S RELATED TO FACILITIES AND HOW THEY LOOK AT THINGS IN TERMS OF SAFETY AND SECURITY OF CAMPUSES, AS WELL AS HEALTH AND MEDICAL IN OUR POLICE DEPARTMENT.

SO SIMPLY THE MISSION OF OF THIS COMMITTEE IS WE WANT TO PROVIDE A SAFE AND SECURE ATMOSPHERE, NOT ONLY FOR OUR STUDENTS, FOR OUR EMPLOYEES AND AND THE FAMILIES AND VISITORS TO THE DISTRICT.

[00:05:04]

I GET THAT. THERE YOU GO.

THERE WE GO. AS I MENTIONED EARLIER, THIS IS ON THE HRC WEBSITE UNDER RISK MANAGEMENT.

THE CHARTER IS LISTED HERE.

THERE'S ALSO INFORMATION AS IT RELATES TO PRIOR MEETINGS AND PRIOR MEETING MINUTES.

SO IT CAN BE FOUND ON OUR WEBSITE IF THERE ARE.

ARE WE GOING TO DO QUESTIONS AT THE END, MELISSA?

[RISK MANAGEMENT UPDATE]

OKAY. OKAY. SO I WILL THEN TURN IT OVER TO MELISSA.

SHE WILL PROVIDE A BRIEF UPDATE ON RISK MANAGEMENT AND PERTAINING TO OUR DRILLS, ETC..

THANK YOU, ALEXIS.

SO HELLO, EVERYONE.

I WANT TO START BY GIVING A BRIEF OVERVIEW OF WHAT OUR DEPARTMENT DOES.

SO UNDER THE RISK MANAGEMENT DEPARTMENT, WE ARE THE SAFETY AND EMERGENCY MANAGEMENT TEAM.

WE ARE RESPONSIBLE FOR MAINTAINING THE SAFETY AND SECURITY PROCESSES AND PROCEDURES FOR THE DISTRICT.

OUR TEAM WORKS TO ENSURE THAT ALL DISTRICT LOCATIONS ARE IN COMPLIANCE WITH SENATE BILL 11 AND THE TEXAS SCHOOL SAFETY CENTER, AS WELL AS THOSE REQUIREMENTS OF OUR LOCAL FIRE MARSHALS OFFICES.

THIS INCLUDES REQUIRED SAFETY DRILLS, CREATING AND MAINTAINING THE DISTRICT MULTI HAZARD PLAN.

WE MAINTAIN THE REQUIRED DOCUMENTATION SUCH AS THE SAFETY MEETING MINUTES THAT SHOULD BE TAKING PLACE AT EVERY CAMPUS.

THE SITE SPECIFIC EMERGENCY PLANS ALSO THAT EVERY CAMPUS SHOULD HAVE AND CHEMICAL INVENTORY FORMS. ASIDE FROM THAT, THE TEAM CONDUCTS INTRUDER DRILLS AND THEY ALSO CONDUCT SAFETY AND SECURITY INSPECTIONS.

THAT ALIGNS WITH THE FIRE MARSHAL'S OFFICE, AND THAT HAPPENS FOR ALL DISTRICT LOCATIONS.

THE GOAL IS TO KEEP OUR DISTRICT SAFE AND THEN JUST BE PREPARED FOR ANY EMERGENCIES THAT MAY ARISE.

SO HERE IS JUST A CHART THAT SHOWS WHAT OUR HOW OUR DISTRICT, HOW OUR DEPARTMENT IS COMPOSED.

SO WE HAVE THE MANAGER OF SAFETY AND EMERGENCY MANAGEMENT.

AND UNDER THE MANAGER WE HAVE ONE TEAM LEAD.

WE HAVE A RISK MANAGEMENT TRAINER.

AND THEN WE HAVE FIVE FIELD SAFETY INSPECTORS WHO ARE ASSIGNED A CERTAIN NUMBER OF SCHOOLS.

SO AS PART OF SENATE BILL 11 AND AGAIN, TEXAS SCHOOL SAFETY CENTER, THERE'S REQUIRED DRILLS THAT SHOULD HAPPEN AT EVERY DISTRICT LOCATION EVERY YEAR.

HERE YOU'LL SEE A CHART OF THOSE DRILLS, ALONG WITH THE FREQUENCY IN WHICH THEY SHOULD BE HELD.

OUR TEAM WORKS WITH THE SCHOOLS AND THE FACILITIES TO ENSURE THAT THESE DRILLS ARE OCCURRING.

THEY'RE ALSO AVAILABLE TO ASSIST.

SO IF THE SCHOOLS ASK FOR THEIR ASSISTANCE, THEY WILL GO TO THE CAMPUSES AND HELP WITH THESE DRILLS.

SO YOU'LL NOTICE UNDER FIRE EVACUATION, THERE'S A DIFFERENT REQUIREMENT FOR FACILITIES.

SO THIS YEAR WE HAVE STARTED THE REQUIREMENTS FOR THE FACILITIES AS WELL, SO THAT THEY ARE ALSO IN COMPLIANCE WITH THE STATE.

SO NOW ON TO THE SAFETY INSPECTIONS.

HERE YOU'LL SEE A COPY OF WHAT OUR WHAT THE REPORT LOOKS LIKE AFTER ONE OF OUR INSPECTORS CONDUCTS A SAFETY INSPECTION.

THEY WILL GO THROUGH AND LIST THEIR OBSERVATIONS AND THEN THEY WILL PROVIDE RECOMMENDATIONS.

SO THE RECOMMENDATIONS WILL GIVE THEM THE INFORMATION THAT THEY NEED, WHETHER IT BE THE DEPARTMENT TO CONTACT TO GET AN ISSUE RESOLVED, OR WHAT THEIR RECOMMENDATIONS ARE TO BE IN COMPLIANCE WITH, AGAIN, WITH THE FIRE MARSHAL'S OFFICE AND WITH THE STATE REQUIREMENTS.

SO HERE IS A COPY OF WHAT THEY USE WHEN THEY GO OUT AND CONDUCT INTRUDER DRILLS.

SO THE INTRUDER DRILLS ON AVERAGE, THEY WILL CONDUCT ONE PER CAMPUS, PER SCHOOL YEAR.

WHAT THEY DO WHEN THEY GO OUT TO THE CAMPUSES IS THEY TRY TO JUST MAKE WAY INTO THE CAMPUS TO SEE IF THE SCHOOL HAS THE SECURITY MEASURES IN PLACE TO KEEP AN INTRUDER OFF CAMPUS.

THEY WANT TO JUST MAKE THEIR WAY AROUND THE CAMPUS.

[00:10:02]

IF IT'S THAT THEY GET INTO A CAMPUS WITHOUT BEING ASKED TO SIGN IN, THEN AT THAT TIME THEY WILL ASK TO SPEAK TO THE PRINCIPAL AND THEY WILL GO OVER THEIR RECOMMENDATIONS TO TRY TO KEEP THE SCHOOL SECURE.

SO ALL OF THE DOCUMENTATION THAT THE SCHOOLS KEEP UP WITH IS LISTED HERE AND IT IS IN THE SAFETY CAPTAIN SHAREPOINT SITE.

SO THE SAFETY CAPTAIN SHAREPOINT SITE IS FOR OUR SAFETY CAPTAINS AND ALTERNATES WHO ARE DESIGNATED AT EVERY CAMPUS.

THE DOCUMENTS TO BE UPLOADED INCLUDE WHAT'S LISTED HERE, WHICH IS YOUR DRILL CARD, YOUR DRILL SCHEDULE, YOUR SITE SPECIFIC EMERGENCY OPERATIONS PLAN, YOUR MONTHLY SAFETY MEETING MINUTES, AND THE CHEMICAL INVENTORY FORM.

THIS IS A SCREENSHOT OF OUR SAFETY CAPTAIN SHAREPOINT SITE.

THIS IS SOMETHING THAT THE DEPARTMENT HAS WORKED VERY HARD TO TRY TO MAINTAIN, AND WE'VE WORKED ON IT FOR A COUPLE OF YEARS NOW, JUST TO BE SURE THAT IT'S SOMETHING THAT CAN HELP US ALONG WITH HELPING THE SCHOOLS.

THIS GIVES US INSTANT ACCESS TO ALL OF THE DOCUMENTATION THAT WE NEED IN CASE WE NEED TO REFER BACK TO IT FOR ANY NUMBER OF REASONS.

IT'S SOMETHING THAT WE CONTINUE TO TWEAK SO THAT IT WORKS BEST FOR OUR CAMPUSES AND FOR OUR DEPARTMENT.

[FACILITY ENHANCEMENTS UPDATE]

SO ALIGNING WITH WHAT HOW SUPERINTENDENT HOUSE'S PLAN IS OUR FACILITY SECURITY ENHANCEMENTS.

WHEN OUR TEAM GOES OUT AND CONDUCTS THESE INSPECTIONS AND THESE INTRUDER DRILLS, WE AGREE THAT THESE ARE ISSUES THAT SHOULD BE LOOKED AT, CONSIDERED AND MAYBE HAVE SOME MORE DONE TO HELP OUR SCHOOLS.

SO WITH THAT, I'M GOING TO TURN IT OVER TO MR. BANKHEAD, WHO'S GOING TO TALK A LITTLE BIT MORE ABOUT THAT.

THANK YOU. THANK YOU.

GOOD AFTERNOON, EVERYONE.

HOLD THE BUTTON DOWN. HELLO.

OKAY. THERE WE GO.

SO THE CONSTRUCTION SERVICES DEPARTMENT HAS BEEN WORKING ON SEVERAL IMPROVEMENTS AND ENHANCEMENTS TO OUR SCHOOL FACILITIES.

I WANTED TO GO OVER A HIGHLIGHT OF THOSE.

WE'VE ALSO BEEN WORKING AND COORDINATING WITH SEVERAL STATEWIDE AND EVEN SOME NATIONAL RESOURCES, TRYING TO ADDRESS THIS COMPLEX ISSUE OF SCHOOL SAFETY. ONE OF THE THINGS WE'RE LOOKING AT, AND I THINK IT'S IMPORTANT FOR US TO KIND OF KEEP IN MIND, ALTHOUGH WE HAD KIND OF THE HORRIFIC INCIDENTS THAT WE HAD, YOU KNOW, JUST YESTERDAY.

IN FACT, SCHOOL SAFETY ENCOMPASSES A LOT OF VARIOUS THREATS.

AND SO FOR THE OTHER, I ALWAYS SAY 364 DAYS OF THE YEAR, OUR CAMPUSES ARE DEALING WITH BULLYING, GANG PROBLEMS, DOMESTIC ISSUES AND ALL THOSE KIND OF THINGS.

SO OUR SCHOOL SAFETY APPROACH HAS TO ADDRESS ALL OF THOSE ITEMS, ALL OF THOSE ISSUES.

BUT FROM A PHYSICAL STANDPOINT, WHAT WE'RE LOOKING AT AND A FACILITY STANDPOINT, WE'RE LOOKING AT ONE ARCHITECTURALLY DISTINCTIVE MAIN ENTRANCES, IN OTHER WORDS, MAKING IT VERY EASY, CHANNELING PEOPLE, EXCUSE ME, THROUGH ONE PARTICULAR ENTRANCE THAT HAS A SCREENING POINT, THAT HAS AN ADMINISTRATOR AND POTENTIALLY SECURITY PERSONNEL AT THAT POINT.

AND YOU SEE IN OUR DIAGRAM KIND OF AN IDEA OF PROTOTYPE OF WHAT WE'RE LOOKING AT IN OUR BUILDING ENTRANCES.

THE IDEA IS NO ONE IN EACH OF THESE DOORS, THE SETS OF DOORS ARE ACCESS CONTROLLED ELECTRONICALLY, ACCESS CONTROL.

SO IT GIVES THE SCHOOL ADMINISTRATORS AN OPPORTUNITY, FIRST OF ALL, AND MOST IMPORTANT, TO VIEW A PERSON APPROACHING THE CAMPUS AND TO SEE WHAT THEY'RE DOING. IF THEY AREN'T WHO THEY SHOULD BE OR DON'T LOOK LIKE THEY ARE COMING FOR THE RIGHT KIND OF BUSINESS, THEY CAN'T GET PAST THAT FIRST SET OF DOORS.

THEN ONCE THEY'RE INSIDE, THEY MUST COME IN AND CHECK IN.

AND ALL OF OUR CAMPUSES HAVE THE RAPTOR SYSTEM, SO THEY'RE ABLE TO CHECK PEOPLE'S ID AND VERIFY THAT THEY'RE NOT ON A DATABASE AND SHOULD NOT BE PERMITTED FURTHER INTO THE CAMPUS. AND THEN FROM THAT POINT, THEY ARE ALLOWED PAST THAT.

AND I BELIEVE MOST OF OUR CAMPUSES HAVE A POLICY THAT VISITORS CAN'T GO INTO THE CAMPUS UNESCORTED.

AND THEN, OF COURSE, ACCESS FOR EMERGENCIES IS VERY EASY.

IT'S VERY EASY TO COME OUT THE OTHER WAY.

BUT AGAIN, A LOT OF THE CAMPUS IS AFTER ROUGHLY ABOUT 8:45, ALL OF THESE DOORS ARE LOCKED DOWN.

AND SO THE DOORS AROUND THE PERIMETER OF THE BUILDING.

[00:15:04]

ALSO TALKING ABOUT IN OUR FUTURE, WHAT WE WANT TO LOOK AT IS HARDENED WALLS AND GLAZING AT THE VESTIBULES AND AT THAT ENTRY POINT.

SO THAT SHOULD SOMEONE HAVE NOT THE BEST OF INTENTIONS, WE HAVE A WAY OF DETERRING SLOWING DOWN THAT INDIVIDUAL TO KEEP THEM OUT OF THE SCHOOL, IF AT ALL POSSIBLE. AND THEN WE ALSO WILL ADD WE'RE RECOMMENDING ADDING HARDENED GLAZING AND WALLS, ETC., AND OTHER KEY POINTS THROUGHOUT THE BUILDING.

ALL RIGHT. THE IMPORTANT THING WE THINK ABOUT THAT IS WE'RE NOT ADVERTISING WHERE THOSE HARDENED AREAS ARE SO THAT INDIVIDUALS CANNOT PRE PREPARE AS THEY COME TO THE CAMPUS.

IN SOME CASES, ESPECIALLY IN SOME OF OUR EXISTING FACILITIES, WE WILL NOT BE ABLE TO EASILY COST EFFECTIVELY MAKE THE CONFIGURATION THAT WE SHOWED BEFORE.

IN SOME CASES, DEPENDING ON THE NATURE OF THE THREAT, WE WILL GO TO AN ALTERNATE CONFIGURATION LIKE THIS WHERE IT'S MORE OF A TELLER WINDOW, WHERE THE INDIVIDUALS AND VISITORS ARE KEPT IN THE VESTIBULE AT ALL TIMES, AND THAT THE SCHOOL ADMINISTRATION IS BEHIND HARDENED GLAZING AND A TELLER WINDOW SORT OF SITUATION.

THEY JUST WANTED TO SHOW THAT WE ARE PREPARING TO ACCOMMODATE BOTH NEW AND EXISTING FACILITIES.

OUR SECURITY AND OUR APPROACH TO SECURITY IS A IS A LAYERED SITUATION.

WE HAVE LAYERS OF SECURITY.

SO WE'RE GOING TO START AT THE PERIMETER OF THE CAMPUS WITH CLEAR DELINEATION OF OUR CAMPUS BORDERS FENCING.

TYPICALLY, OUR STANDARD IS AN EIGHT FOOT FENCE IN THE FRONT OF THE BUILDING.

WE WILL USE A DECORATIVE METAL FENCING AROUND THE REST OF THE CAMPUS.

IT'S A VINYL CHAIN LINK FENCING, BUT THAT BY ITSELF ESTABLISHES AND DETERS A LOT OF INDIVIDUALS.

ADDITIONALLY, AT OUR PARKING LOTS, WE'LL HAVE ACCESS CONTROL.

IN OUR PARKING GARAGES, WE ARE RECOMMENDING PARKING CONTROL.

MANY OF THE 2012 BOND PROJECTS ALREADY HAVE THOSE SYSTEMS IN PLACE.

SOME OF OUR 2007 BOND PROJECTS HAVE THAT.

AND SO WE'RE GOING TO AND WE HAVE A LOT OF CAMPUSES REQUESTING THAT.

SO WE ARE IN THE PROCESS OF MAKING THAT ONE OF OUR STANDARDS, ELECTRONIC ACCESS CONTROL AT ALL OF OUR ENTRIES ALL THE WAY AROUND THE BUILDING AND THEN THOSE THAT AREN'T FREQUENTLY USED.

WE WANT TO HAVE NO REENTRY HARDWARE.

IN OTHER WORDS, THE DOOR ON THE OUTSIDE WILL NOT HAVE A DOORKNOB, DOESN'T HAVE ANYTHING FOR A BURGLAR TO PULL AGAINST OR WORK AGAINST TO TRY TO DETER YOU KNOW, TO DETER BREAK INS AT THAT POINT. AND THAT EVEN IF YOU GO IN AND OUT, YOU HAVE TO HAVE AN ACCESS KEY TO GET IN AND OUT OF THE BUILDING TRYING TO PREVENT THOSE UNWANTED VISITORS AND UNSUPERVISED VISITORS FROM ENTERING THE BUILDING.

WE'LL HAVE A COMPREHENSIVE INTRUSION DETECTION SYSTEM.

AND HERE'S A KEY POINT OF THAT.

IT'S NOT ONLY FOR AFTER HOURS, THERE ARE SYSTEMS AND SOME OF EVEN OUR SYSTEMS, WE HAVE CURRENTLY HAVE THE ABILITY TO DETECT WHEN THE DOOR HAS BEEN OPEN TOO LONG.

YOU KNOW, A LOT OF TIMES IN MY BUSINESS, WE SPEND HUNDREDS, MILLIONS OF DOLLARS ON SPECIAL SECURITY SYSTEMS AND THEY'RE DEFEATED BY A $2 WEDGE OF WOOD IN THE DOOR.

AND SO THIS WILL HELP DETER SOME OF THAT, WHERE THE FRONT OFFICE WILL BE ABLE TO DETECT THAT A DOOR THAT SHOULDN'T BE OPEN HAS BEEN OPEN TOO LONG AND BE ABLE TO SEND SOMEONE TO CHECK ON THE PROGRESS OF THAT OR THE STATUS OF THAT.

AS WE MOVE TOWARD THE INSIDE OF THE BUILDING, THAT SOME KEY FEATURES THAT WE'RE LOOKING AT THAT WE THINK WILL REALLY HELP THE SAFETY AND SECURITY OF THE BUILDING.

OUR LEARNING CENTER, OUR CLASSROOM AND LEARNING CENTER DOORS, OTHER DOORS WITHIN THE CAMPUS WILL ALL BE LOCKABLE FROM THE INTERIOR AGAIN IN OUR 2012 BOND PROGRAM.

ALL OF THOSE DOORS ARE ALREADY EQUIPPED THAT WAY.

MANY OF OUR 2007 BOND PROJECTS, SOME OF OUR NEWER SCHOOLS ARE EQUIPPED THAT WAY, AND WE WANT TO HAVE THAT A DISTRICT STANDARD AGAIN THAT KEEPS PEOPLE FROM BEING EXPOSED TO DANGER ONCE SOMETHING'S GOING ON ON THE CAMPUS AND IT ALLOWS THEM TO SHELTER WITHIN THE CLASSROOMS AND BE SECURE.

ANOTHER KEY PART IS TO HAVE WAYS THAT ADMINISTRATION, ASSISTANT PRINCIPALS, COUNSELORS, OTHER ADMINISTRATORS, THEIR OFFICES, INSTEAD OF BEING AT THE FRONT OF THE CAMPUS IN ONE BIG SUITE, WE'RE DISTRIBUTING THEIR OFFICES THROUGHOUT THE BUILDING.

SO NOW THESE FOLKS ARE ACCESSIBLE TO THE CAMPUS.

THEY HAVE A BETTER THERE'S ADULT SUPERVISION THROUGHOUT THE CAMPUS.

AND WE HOPE AND WE WHAT WE'VE SEEN SO FAR IS THEY BEGIN TO ENGAGE THE STUDENTS.

SO THERE'S AN ASSISTANT PRINCIPAL, THERE'S A COUNSELOR, THERE'S SOMEONE WHO NOT ONLY IS MORE ACCESSIBLE TO THE STUDENTS, BUT THEY START TO RECOGNIZE GROUPS OF STUDENTS AND RECOGNIZE WHEN THERE'S TROUBLE OR PROBLEMS. AND SO THEY'RE ABLE TO REACT EARLY BECAUSE THEY'RE OUT IN THE ENVIRONMENT WITH THE STUDENTS.

[00:20:05]

WE ARE GOING TO COMPARTMENTALIZE THE BUILDING, ALLOW WHERE WE CAN CONTROL DIFFERENT SECTIONS OF THE BUILDING.

IN THE CASE OF EMERGENCIES, WE CAN EVEN SHUT OFF DIFFERENT PARTS OF THE BUILDING.

BUT AGAIN, WHERE THERE'S THE PROBLEM OR TROUBLE, WE'RE ABLE TO SLOW THAT PROBLEM OR TROUBLE DOWN.

WE HAVE SECURITY FOR YOU KNOW, WE HAVE OUR POLICE DEPARTMENT, AS WELL AS HOUSTON POLICE AND SEVERAL OTHER LAW ENFORCEMENT AGENTS AROUND AGENCIES.

AS WE'VE BEEN WORKING AND TALKING WITH THEM, THEY'VE TOLD US IF YOU JUST SLOW THEM DOWN AND LET US GET THERE, WE WILL TAKE CARE OF THE PROBLEM.

DON'T TRY TO DO ANYTHING.

JUST SLOW THEM DOWN FOR US UNTIL WE CAN GET THERE.

AND THEN KIND OF THE FINAL THING I WANT TO TOUCH ON WAS THAT WE WILL HAVE CLOSED CIRCUIT TELEVISION CAMERAS THROUGHOUT THE CAMPUS.

WE ARE GOING TO INCREASE.

WE ALREADY HAVE A LOT OF CLOSED CIRCUIT TELEVISION CAMERAS THAT ARE MONITORED THROUGHOUT THE CAMPUSES.

NOW, WE WANT TO INCREASE THAT TO SOMEWHERE BETWEEN 140 AND 180.

WE'RE LOOKING FOR DIGITAL IN THE FUTURE AND THOSE BEING ADDRESSABLE AND BEING ABLE TO BE SEEN BY NOT ONLY OUR THE PERSON ON CAMPUS, BUT PEOPLE REMOTELY AND EVEN BEING ABLE TO BE USED BY LAW ENFORCEMENT IN THE CASE OF AN EMERGENCY WHEN THEY ARRIVE ON SITE.

AND SO THESE ARE ALL THE KIND OF THINGS THAT WE'RE DOING.

WE'RE GOING TO CONTINUE TO KEEP WORKING WITH THE HOUSTON ISD, POLICE DEPARTMENT AND LOCAL LAW ENFORCEMENT ON BEST PRACTICES.

AND AGAIN, LIKE I SAID, WE'RE ENGAGED WITH STATE AND NATIONAL GROUPS AS WELL ON WHAT ARE THE BEST THINGS IN TERMS OF SCHOOL SECURITY.

AND ONE OF THE THINGS THAT I'LL ADD IS A FORMER CHIEF OPERATING OFFICER IN CHARLOTTE, FAIRLY REALLY LARGE DISTRICT IN NORTH CAROLINA, WAS TASKED RIGHT AFTER SANDY HOOK WITH COMING UP WITH A PLAN BECAUSE THE COUNTY INFUSE $30 MILLION IMMEDIATELY AFTER SANDY HOOK.

AND THAT'S TYPICALLY IT.

THE EMOTION THAT YOU SEE COMING AFTER A BIG INCIDENT IS THAT PEOPLE WANT TO MOVE FORWARD AND FIX QUICK.

BUT THESE ARE NOT THESE ARE NOT FAST AND AND HASTY FIXES.

THESE ARE THINGS THAT HAVE BEEN IN PLAY FOR QUITE SOME TIME.

BUT WHAT I WILL SAY, AND I LEARNED THIS AS WE MOVE FORWARD TO EXECUTE OUR PLAN IN CHARLOTTE AND WE INSTALL EVERYTHING FROM AIR PHONES TO SECURITY FENCING TO CAMERAS AT EVERY CAMPUS INFRASTRUCTURE AND BANDWIDTH CHANGES FOR CB RADIOS FOR THE FOR THE POLICE DEPARTMENT AS WELL AS THE RAFTER WEAR.

BUT ALL OF THESE THINGS ARE ONLY AS GOOD AS THE HUMANS THAT ARE SUPPORTING THEM.

SO WHAT WHAT THESE LADIES TALKED ABOUT EARLIER AND OUR DRILLS, THAT IS JUST AS IMPORTANT, YOU KNOW, MAKING SURE THAT DOORS ARE NOT PROPPED OPEN AS WE'VE PUT THESE ALL OF THESE THINGS ARE EXTREMELY IMPORTANT.

SO I WANT TO MAKE SURE THAT WE DON'T LOSE SIGHT OF WHAT HUMAN ERROR IS ALL ABOUT AND THAT THE WORK THAT WE'RE DOING WITH THESE AUDITS IS JUST AS IMPORTANT AS WHAT HAPPENS FROM AN INFRASTRUCTURE STANDPOINT.

SO THANK YOU, MR. BANKHEAD, AND THANK YOU, LADIES, AS WELL FOR YOUR REPORTS.

MS. ORTIZ ONE MOMENT.

I JUST WANT TO, FOR THE RECORD, ACKNOWLEDGE THAT WE'VE BEEN JOINED BY ASSISTANT CHIEF ROGERS, WHO IS THE PROXY FOR CHIEF LOPEZ.

THANK YOU. THANK YOU.

[HEALTH AND MEDICAL SERVICES UPDATE]

GOOD AFTERNOON, EVERYONE.

I'M HERE TO PROVIDE YOU A BRIEF UPDATE ON HEALTH AND MEDICAL SERVICES ON BEHALF OF DR.

CASTILLO, WHO WAS UNABLE TO BE HERE TODAY.

SO AS WE CONTINUE TO MONITOR THE LOCAL AND NATIONAL COVID 19 DATA AND WHAT WE HAVE SEEN AN INCREASE IN CASES IN SOME TREND BASED ON THE CDC COMMUNITY LEVEL GUIDELINES, HARRIS COUNTY CONTINUES TO BE IN THE LOW TRANSMISSION CATEGORY, WHICH IS PRETTY MUCH MOST OF THE TEXAS AND THE SOUTHWEST REGION.

THIS MEANS THAT WE SHOULD CONTINUE TO STAY UPDATED WITH VACCINES AND BOOSTERS.

WE SHOULD CONTINUE MONITORING SYMPTOMS AND GET TESTED WHEN EXHIBITING ANY TYPE OF SYMPTOMS. AND WE SHOULD ALSO BE FOLLOWING THE RECOMMENDED PROTOCOLS.

POINT IT OUT. THIS ONE.

OH. THERE YOU GO.

THANK YOU. THIS WEEK, WE ARE WRAPPING UP WITH OUR COVID 19 CAMPUS TESTING PROGRAM.

AND THROUGH THIS PROGRAM, WE WERE ABLE TO PROVIDE OVER 76,000 TESTS.

AND FROM THOSE WHO WERE TESTED, OUR OVERALL POSITIVITY RATE REMAINED AT 1%.

THIS DATA DOES NOT INCLUDE COMMUNITY TESTING EVENTS THAT WERE DONE THROUGH THIS PARTNERSHIP.

SO VACCINATION CONTINUES TO BE OUR BEST LINE OF DEFENSE.

WE CONTINUE TO WORK WITH CAMPUSES TO BRING VACCINATION OPPORTUNITIES TO THEIR SCHOOL COMMUNITIES.

[00:25:06]

HERE'S AN OVERVIEW OF THE NUMBER OF CAMPUSES THAT HAVE DONE VACCINATION CLINICS.

ABOUT 130 CAMPUSES HAVE DONE VACCINATION CLINICS ACROSS THE DISTRICT.

WE HAVE ABOUT 65 SCHOOLS WHO HAVE DONE AT LEAST ONE VACCINE CLINIC.

39 CAMPUSES WHO HAVE DONE AT LEAST TWO VACCINE CLINICS.

WE HAVE 17 CAMPUSES WHO HAVE DONE BETWEEN THREE AND FOUR VACCINE CLINICS.

AND WE ALSO HAVE SEVEN CAMPUSES WHO HAVE DONE FIVE OR MORE VACCINE CLINICS.

SO WE STILL WE WILL BE SENDING SOON FAMILIES MORE INFORMATION PROMOTING THE VACCINATION AS PART OF THE HOUSTON HEALTH DEPARTMENT VACCINE PROGRAM.

AND LAST BUT NOT LEAST, WE ALSO HAVE BEEN CARRYING OUT THE FRAME IT FORWARD CAMPAIGN, WHICH IS SEEKING RECYCLED RECYCLING GLASSES THAT PEOPLE MAY NO LONGER NEED OR WANT.

SO OUR VISION PARTNERSHIP TEAM CAN REFURBISH THEM TO GIVE THEM BACK TO THE COMMUNITY.

THANK YOU.

OH, IT'S IT'S KIND OF BUMPY.

[HISD POLICE DEPARTMENT UPDATE]

ALL RIGHT. SO FROM THE POLICE DEPARTMENT, WE JUST WANT TO GIVE A FEW UPDATES ON WHAT WE'VE DONE IN THE LAST THREE OR FOUR MONTHS.

SO MOST RECENTLY, WE ACTUALLY HAD AAIR TRAINING, WHICH IS ACTIVE ATTACK, INTEGRATED RESPONSE TRAIN THE TRAINER COURSE.

AND WHAT THAT WAS ACTUALLY WHAT IT COMPRISED OF IS ACTUALLY INTEGRATING LAW ENFORCEMENT, DISPATCH, EMS. WE INVITED OUR PARTNERS FROM HPD, THE HARRIS COUNTY SHERIFF'S OFFICE, AND THEN THE ISD'S, KATY ISD, ALDINE, ITS VARIOUS OTHER PARTNERS IN LAW ENFORCEMENT IN ORDER TO MAKE THIS ACTUALLY WORK.

BUT IT WAS BASICALLY TO TRAIN ON ACTIVE SHOOTER EVENTS AS WELL AS ACTIVE ATTACK.

SO IT WAS PUT ON BY TEXAS STATE AND WE ENJOYED IT.

WE ACTUALLY HAVE ANOTHER TRAINING COMING UP, SO WE'RE GOING TO BE PUTTING THAT ON QUITE FREQUENTLY.

WE ALSO WANTED TO HIGHLIGHT THAT WE ACTUALLY DID GET OUR BODY WORN CAMERAS AND WE WERE ACTUALLY ABLE TO DEPLOY THOSE CAMERAS IN APRIL.

EVERYBODY IS SUPER EXCITED ABOUT THOSE CAMERAS.

THEY ACTUALLY WORK AND WE CAN ACTUALLY SEE LIVE INTERVIEWS.

SO LET'S SAY THERE'S AN INCIDENT LIKE THERE WAS ONE EARLIER TODAY.

WE HAD SOMEONE THAT ACTUALLY WAS TRYING TO ACCESS THE CAMPUS THAT WAS NOT SUPPOSED TO BE THERE.

I WAS ABLE TO LOG IN AND I WAS ABLE TO ACTUALLY SEE THAT EVENT LIVE AND IN COLOR OF WHAT WAS GOING ON.

AND SO THAT'S A GREAT TOOL THAT WE WERE ABLE TO ACTUALLY UTILIZE.

WHEN THERE'S AN EVENT GOING ON AT OUR CAMPUSES, WE DON'T HAVE TO WAIT UNTIL THE PERSONNEL GET THERE.

WE CAN SEE IT DIRECTLY LIVE.

SO WE WERE ABLE TO DEPLOY 190 CAMERAS TO OUR CAMPUS OFFICERS, PATROL AND INVESTIGATIONS.

AND AGAIN, IT'S AN AWESOME TOOL FOR US.

WE HAVE BEEN ABLE TO PROVIDE LINKS FOR THE CITIZENS TO ACTUALLY SEND US INFORMATION VIA THAT SAME CAMERA.

IT'S A LINK. YOU CAN ACTUALLY UPLOAD THAT INFORMATION DIRECTLY INTO OUR DATABASE.

ONCE THAT INFORMATION IS RECEIVED, WE CAN PROCESS IT ACCORDINGLY.

ALSO, WE ARE ABLE TO PARTNER WITH THE HARRIS COUNTY DISTRICT ATTORNEY'S OFFICE IF WE NEED TO SEND THEM EVIDENCE AS WELL.

WE'RE ABLE TO ACTUALLY DO THAT ALL THROUGH THE PURCHASE OF THE BODY WORN CAMERA.

SO THAT WAS A MAJOR PLUS FOR US.

WHAT I WAS MENTIONING ABOUT THE AXON CITIZEN PORTAL.

SO THAT'S EXACTLY IT.

LET ME GO BACK AND SEE IF IT'S ON THIS.

IT LOOKS LIKE HE ADDED IT HERE, OK SO THE CITIZENS CAN TAKE PICTURES AND ALL OF THAT.

THAT'S WHAT'S ON THIS SLIDE.

IT LOOKS LIKE HE ACTUALLY MODIFIED THEM A LITTLE BIT HERE.

WE GO TO OUR NEXT SLIDE HERE.

THIS IS OUR COMMUNITY OUTREACH EFFORTS.

SO WE STILL DO ACTUALLY HAVE SIX CAMPUS OFFICERS I'M SORRY, COMMUNITY OUTREACH OFFICERS THAT ARE ACTUALLY GETTING OUT, DOING THE WORK TO BRIDGE THE GAP WITH THE STUDENTS AND THE POLICE. AND SOME OF THE PROGRAMS THAT WE'VE ACTUALLY PUT ON ARE LISTED HERE.

THEY PARTICIPATED IN SCHOOL OPENINGS, CLOSINGS.

THEY VISIT AND DO SAFE SCHOOL CHECKS AROUND THE DISTRICT.

THEY ACTUALLY PUT ON PRESENTATIONS FOR THE KIDS QUITE FREQUENTLY.

AND THEN ALSO TO THEY'VE BEEN ABLE TO DO SOME MENTORSHIP PROGRAMS ALONG WITH SOME OF THE CAMPUSES AS WELL.

SO WE'RE REALLY EXCITED ABOUT CONTINUING THE THE CORPS PROGRAM COME NEXT SCHOOL YEAR.

AND THEN WE WILL ACTUALLY BE CONTINUING OUR PARTNERSHIP WITH TAPS AND THE DARE PROGRAM.

WE'RE ACTUALLY LOOKING TO EXPAND.

IT WAS A LITTLE DIFFICULT THIS YEAR BECAUSE WE DO WANT TO MAKE SURE THAT WE'RE NOT INTERFERING WITH ACADEMICS.

[00:30:05]

AND SO WE'VE BEEN ACTUALLY KIND OF PULLING BACK A LITTLE BIT, BUT WE'RE GOING TO TRY TO FIGURE OUT A WAY TO WORK WITH CAMPUS IN ORDER TO MAKE SURE THAT THOSE PROGRAMS CONTINUE.

BUT DARE AND TAPS HAVE HAVE BEEN ACTUALLY VERY, VERY WELL LIKED BY THE STUDENTS THEY LOVE ACTUALLY INTERACTING WITH THE OFFICERS ON CAMPUS.

AND CHIEF LOPEZ WANTED TO ACTUALLY INCLUDE THIS IN TO LET YOU KNOW WHAT OUR CORE OFFICERS ARE DOING.

HE JUST WANTED ME TO HAVE YOU ALL TAKE A MOMENT TO READ THIS ACTUAL LETTER THAT CAME FROM, I BELIEVE HE TOLD ME IT WAS A TEACHER THAT WANTED TO COMMEND THE CORPS OFFICERS FOR COMING OUT AND DOING SUCH A GREAT JOB WITH THE STUDENTS AND HELPING WITH SAFETY ON THEIR CAMPUS.

SO. I'LL GIVE YOU A BRIEF SECOND TO READ THAT.

ALL RIGHT. THAT WRAPS UP THE PRESENTATION FROM THE POLICE DEPARTMENT.

YOU KNOW WHAT I WILL SHARE TO KIND OF BUILD ON WHAT ASSISTANT CHIEF ROGERS JUST INDICATED.

AND THANK YOU, ASSISTANT CHIEF ROGERS MAY EVEN HEAVY TO SHARE SOME OF THE INFORMATION THAT YOU SHARED THIS MORNING DURING OUR PRESS CONFERENCE AS WELL.

BUT AS MANY OF YOU KNOW, WE DID A $60 MILLION REDUCTION HERE AT HATTIE MAE, AND THAT WOULD INCLUDE LAW ENFORCEMENT.

WE CHOSE TO HOLD HARMLESS LAW ENFORCEMENT FOR OBVIOUS REASONS, AS WELL AS OUR FINANCE DEPARTMENT.

SO WE FELT IT WAS EXTREMELY IMPORTANT.

WE KNOW, YOU KNOW, THAT WOULD HAVE BEEN PROBABLY ABOUT 15% OF THEIR BUDGET IN TERMS OF CUTS.

SO I JUST WANTED TO MAKE SURE THAT AS YOU ALL LEAVE TODAY, THAT BECAUSE THERE'S A LOT OF CONVERSATIONS OUT THERE ABOUT, YOU KNOW, DOING SOMETHING DIFFERENT FROM A FUNDING STANDPOINT WITH LAW ENFORCEMENT.

WE JUST FELT LIKE THAT WE COULDN'T AFFORD TO DO ANYTHING DIFFERENTLY AT OUR CAMPUSES.

AND AT A MOMENT LIKE THIS, WHAT THE EXPECTATION IS GOING TO BE IS, IS THAT WE DO MORE.

SO WE CHOSE NOT TO HAVE THAT 15% CUT WITH LAW ENFORCEMENT.

I KNOW CHIEF CHIEF LOPEZ AND ASSISTANT CHIEF ROGERS WERE BOTH VERY WORRIED ABOUT THAT AND WENT THROUGH THE PROCESS OF WHAT THAT WAS GOING TO LOOK LIKE.

AND KIND OF AT THE LAST MINUTE, WE CHOSE NOT TO NOT TO DO THAT.

SO I JUST WANTED TO MAKE SURE THIS GROUP WAS WAS AWARE OF THAT.

THANK YOU, SUPERINTENDENT HOUSE.

AT THIS TIME, IF ANY COMMITTEE MEMBERS HAVE ANY QUESTIONS ABOUT ANY OF THE INFORMATION.

WE'LL START WITH TRUSTEE BLUEFORD-DANIELS.

I HAD A FEW QUESTIONS, AND ESPECIALLY IN LIGHT OF THE CIRCUMSTANCES IN WHICH WE'RE LIVING TODAY, ONE DAY LATER AND THE PAIN THE FAMILIES ARE FEELING FROM THE LOSS OF THEIR CHILDREN AND FAMILY MEMBERS, OF COURSE, OBVIOUSLY SAYING OUR HEART GOES OUT TO THEM, IT'S AN UNDERSTATEMENT.

AND AS MANY OF YOU KNOW THAT I AM ONE THAT LIVES WITH THIS ON A DAILY BASIS, THAT THE LOSS OF A CHILD.

SO A LOT OF THIS IS VERY, VERY IMPORTANT.

ALL OF IS IMPORTANT BECAUSE WE DON'T WANT TO CONTINUE TO SEE THESE INSTANCES HAPPEN WITH OUR CHILDREN.

WE DON'T WANT TO ESPECIALLY DON'T WANT AND I SAID THIS YESTERDAY AT A PRESS CONFERENCE AND I'M ASKED MY QUESTION, ALEXIS, CAN YOU IMAGINE THOSE PARENTS RUNNING UP THERE TO THAT SCHOOL AND EACH ONE BEING RELIEVED AS THEIR CHILD RAN INTO THEIR ARMS AND SAID, AT LEAST IT WASN'T MINE, BUT IT WAS SOMEONE'S.

AND I ALWAYS KEEP THAT IN MIND, YOU KNOW, THAT THERE'S SO MANY DIFFERENT WAYS THAT WE CAN LOOK AT THAT.

BUT A COUPLE OF MY QUESTIONS ARE THERE'S NO EXPENDITURE, AS YOU TALKED ABOUT, THE PLANS FOR THE FUTURE, FOR THE CAMPUSES.

THERE'S NO EXPENDITURE THAT IT'S GOING TO BE TOO GREAT FOR THE SAFETY OF OUR STAFF AND OUR CHILDREN ON THESE CAMPUSES.

THERE'S JUST NOT I'VE SAID IT BEFORE.

WE ALL WANT OUR CHILDREN AND OUR FAMILY MEMBERS TO LEAVE HOME WITH THEIR LUNCH KIT, THAT PEANUT BUTTER AND JELLY SANDWICHES AND COME BACK HOME.

AND WHAT HAPPENED TO THE COURSE OF THE DAY? THEN WE CAN DEAL WITH WHAT HAPPENS INTERNALLY IF IT'S A BULLYING INCIDENT, IF IT'S A FAILURE INCIDENTS.

BUT WE WANT THEM TO COME HOME SO THERE'S NO EXPENDITURE.

THAT'S GOING TO BE TOO GREAT TO COVER THAT.

AND THAT'S, AGAIN, SPEAKING FROM THE PERSPECTIVE OF A MOTHER WHO VISITS THE CEMETERY.

THERE WAS MENTION THAT THERE, WELL, I WANTED TO ASK THE QUESTION, WHO'S THE KEEPER OF THE COMPLIANCE OFFICER INFORMATION FOR THE CAMPUSES? I KNOW THAT IT WAS MENTIONED ABOUT THE SAFETY CAPTAINS HAVE A SHAREPOINT SITE.

[00:35:02]

SO BRIEFLY THOSE SAFETY CAPTAINS AND IS THERE ONE ON EACH CAMPUS? THERE IS ONE. OKAY. THANK YOU.

YES, MA'AM. THERE'S A THERE'S ACTUALLY A SAFETY CAPTAIN AND AN ALTERNATE ON ON EACH CAMPUS.

OKAY. GOOD. THANK YOU.

AND THEN YOU MENTIONED ABOUT THE ACCESS FOR THE FENCES, BECAUSE A LOT OF THE CAMPUSES WE TALKED ABOUT THOSE CAMPUSES THAT HAVE BEEN MODIFIED WITH THE 2007 AND 12 BOND WITH OBVIOUSLY THE HEDGES OR GREENERY AROUND THE CAMPUSES.

WHAT ABOUT THOSE CAMPUSES THAT HAVE NOT? AND I GUESS MY PART OF MY QUESTION IS YOU'RE PROBABLY NOT GOING TO KNOW IT.

I'M NOT GOING TO PUT YOU ON TV ABOUT THIS.

BUT HOW MANY CAMPUSES DO WE HAVE, PERIOD IN THE DISTRICT? SCHOOL CAMPUSES, 285.

OKAY. AND SO AND I'M GOING SOMEWHERE WITH THAT QUESTION OF THOSE 285 FROM THE 2007 AND 12 BOND, HOW MANY OF THOSE HAVE BEEN MODIFIED WITH THOSE WITH WHAT YOU TALKED ABOUT EARLIER, THE MODIFICATIONS WITH THE DOORS, ETC.? SO WE'LL HAVE TO GET AN ACTUAL FIGURE.

BUT I'M GOING TO SAY IT'S IN THE RANGE OF 60 TO 70.

AND I WANTED THAT TO BE SAID BECAUSE EVEN THOUGH WE KNOW IT'S 280 SOME CAMPUSES, WE ONLY HAVE 60 TO 70 CAMPUSES THAT HAVE THOSE MODIFICATIONS.

SO WE HAVE THE ADDITIONAL CAMPUSES THAT WE HAVE TO LOOK AT.

WE TRY TO HAVE SOME IMPROVEMENT, PARTICULARLY FOR THOSE THAT HAVE ACCESS LIKE A LOT OF THESE CAMPUSES DO ACROSS FENCES.

AS WE TALK ABOUT THIS SUBJECT OF SAFETY, BEFORE I WAS BEING TEXT PICTURES FROM ONE OF THE CAMPUSES, THE TEACHER WAS SENDING PICTURES OF CHILDREN GOING OVER THE FENCE.

YOU KNOW, AND I KNOW THIS. WE'D HAVE TO HAVE THAT CONTROL.

BUT I THINK THAT THAT'S SOMETHING THAT WE HAVE TO HAVE IN CONSIDERATION FOR CONSTANT PATROL OF THESE CAMPUSES.

OF THOSE 280, THEN WE HAVE TO HAVE SOME TYPE OF PRESENCE TOO SO PEOPLE WILL KNOW THAT THOSE CAMPUSES ARE BEING PATROLLED. AND I'M ALMOST THROUGH, I HAD SEVERAL QUESTIONS.

I WAS LISTENING.

EXCUSE ME, TRUSTEE.

I WANT TO MAKE SURE I UNDERSTOOD YOUR QUESTION AND GAVE YOU THE RIGHT ANSWER.

WERE YOU'RE ASKING HOW MANY OF OUR CAMPUSES HAVE FENCING OR HOW MANY OF THEM HAVE THE INTRUDER, VESTIBULE, THE INTRUDER YOU MENTIONED ABOUT THE 2007 BOND AND THE 12 BOND AND THOSE MODIFICATIONS BEING MADE TO THOSE CAMPUSES FROM THOSE BONDS.

SO OUT OF 280 PLUS CAMPUSES, THEN IF THEY'RE ONLY 60 TO 70 OF THOSE CAMPUSES THAT HAVE BEEN MODIFIED, THEN DO WE HAVE THAT MANY MORE? SOMEBODY DO THE MATH THAT WE HAVE TO LOOK AT BEEFING UP THE PATROL OF THE CONCERN, ESPECIALLY WITHIN THE NEXT COUPLE OF WEEKS OF THOSE CAMPUSES.

AND MR. SUPERINTENDENT MENTIONED ABOUT I'M GLAD WE HAD A STAY WITH THE POLICE DEPARTMENT.

HISD POLICE DEPARTMENT, BECAUSE WE NEED THAT SUPPORT.

WE NEED TO HAVE THAT VISUAL OF THOSE CAMPUSES SO THAT, YOU KNOW, THE PEOPLE WILL SEE SUPERINTENDED MENTIONED THIS MORNING THAT HE DROPPED OFF HIS SON AND THERE WAS SOMEONE STANDING AROUND THE CAMPUS AND THAT HE DROPPED.

AND YOU CAN TELL YOUR OWN STORY.

BUT, YOU KNOW, IT JUST RESONATED WITH ME THAT THERE WAS PARENTS OUT THERE THAT WAS AFRAID ON EDGE TO HAVE THEIR CHILD GO INTO THE CAMPUS WITHOUT HAVING THAT IMMEDIATE CONTACT WITH THAT CHILD.

DIDN'T WANT TO LET HIM GO.

MY GRANDSON, I CALLED HIM TODAY.

HE'S 25 AND I KEPT TELLING HIM, IN CASE YOU DON'T KNOW QUEENY LOVES YOU, QUEENY LOVES YOU, QUEENY LOVES YOU.

AND IT'S HARD FOR US TO LET GO.

YOU KNOW, WE HAVE TO KEEP THAT CONNECTION.

SO, ANYWAY, I'M SORRY. I'LL GET OFF MY SOAPBOX.

WHAT I WILL SAY. WHAT I WILL SAY IN REFERENCE TO THE FENCING.

IT WAS INTERESTING WHEN WHEN I WAS IN CHARGE OF THIS PROJECT, WE MOVED IMMEDIATELY TO FENCING.

BUT WHAT I LEARNED ABOUT COMMUNITIES IS THAT THERE YOU REALLY HAVE TO ENGAGE WITH THE COMMUNITY BECAUSE SOME COMMUNITIES I LEARNED, I PUT TOGETHER A I THINK A 12 TO $15 MILLION RFP FOR FENCING.

AND THEN WHAT I LEARNED IS THAT THE COMMUNITY IN MANY INSTANCES DID NOT WANT THEIR SCHOOL LOOKING INSTITUTIONALIZED AND REALLY PUSHED BACK. AND WE ENDED UP MODIFYING OUR PLAN.

SO I THINK EACH COMMUNITY IS A LITTLE BIT DIFFERENT.

EACH PLAN WILL BE A LITTLE BIT DIFFERENT.

BUT I THINK WE HAVE A SHELL OF AT LEAST WHAT THE SINGLE POINT OF ENTRY SHOULD LOOK LIKE FROM A SAFETY STANDPOINT.

AND THAT'S, I THINK, WHAT THE FOCUS HAS TO BE MOVING FORWARD.

I MENTIONED EARLIER TODAY THAT, YOU KNOW, THIS ISN'T GOING TO HAPPEN BY OSMOSIS.

THERE'S GOING TO HAVE TO BE FUTURE BOND ISSUES THAT WE HAVE TO LOOK AT TO ACCOMPLISH SOME OF THESE THINGS.

AND WE DEFINITELY WILL INFUSE SOME OF THAT AS WE MOVE DOWN THE ROAD FROM A SECURITY STANDPOINT.

YEAH. THANK YOU. I HAVE A COUPLE MORE QUESTIONS.

SEE YOU. SEE HOW YOU DOING?

[00:40:02]

THAT'S WHY WE THAT'S WHY I AND THE OTHER COUPLE OF QUESTIONS THAT I HAD, YOU TALKED ABOUT THE CLOSED CIRCUIT TELEVISION CAMERAS. WHAT HAPPENS IF THE POWER IS DISABLED? IF THE POWER IS CUT? IS THERE BACKUP? I KNOW THAT THERE'S PROBABLY BACKUP GENERATORS, BUT THERE WOULD BE CONCERN THAT, YOU KNOW, WE JUST CAN'T BE TOO CAUTIOUS WITH VARIOUS SITUATIONS.

SO WHAT HAPPENS? WHAT'S THE PLAN? THE POWER IS CUT.

YES. AND AND BEFORE YOU YOU ANSWER, BECAUSE WE ARE AN OPEN SESSION AND LIVE STREAM.

WE DON'T WANT TO REVEAL TOO MUCH OF BACKUP SECURITY INFORMATION AS IT MAY ALLOW A POTENTIAL INTRUDER TO KNOW SOME OF OUR SYSTEMS. THAT'S WHY WE HAVE A SMART ATTORNEY, BECAUSE YOU'RE ABSOLUTELY CORRECT.

OKAY. THANK YOU FOR THAT, LISA.

SHE ALWAYS REELS ME BACK IN.

THE REPORT IS THE LAST ONE ABOUT THE COVID UPDATE.

THANK YOU FOR THAT. BECAUSE PEOPLE ARE CONCERNED, OBVIOUSLY HAVING THE NUMBERS HAVE BEEN FLUCTUATING LATELY.

AND THEN ASSISTANT CHIEF ROGERS AND THIS IS GOING TO BE A TWO PART QUESTION.

ARE WE DOING ROBOCALLS FROM THE SCHOOLS FOR THE NUMBERS THAT WE HAVE TO NOTIFY THE PARENTS IN ENGLISH AND IN SPANISH THAT THOSE CAMPUSES ARE DOING VACCINATIONS? THAT'S STILL PART OF OUR MEETING, RIGHT? I'M STILL IN MY LANE.

I WANT TO MAKE SURE I KNOW.

BUT I WAS LOOKING AT LEXIS. I THOUGHT SHE'S GOING TO BITE ME OR SOMETHING.

BUT SO I WANTED TO KNOW, ARE WE SENDING OUT ROBOCALLS? FOR INSTANCE, IF THERE'S ONE CAMPUS THAT HAS VACCINATION THAT'S BEEN DISSEMINATED THAT FOR A COUPLE OF DAYS, ARE WE AHEAD OF THAT? AND SENDING OUT ROBOCALLS IN BOTH ENGLISH AND SPANISH TO NOTIFY THE PARENTS THAT THEY'RE DOING THE VACCINATIONS? AND THEN COULD THAT NOW INCLUDE PART OF THE MESSAGE IF WE'RE SENDING IT OUT, COULD THAT BE A MIXED MESSAGE JOINT WITH IF YOU SEE SOMETHING, SAY SOMETHING? BECAUSE IN THIS ENVIRONMENT, I THINK IT NEEDS TO BE A COMBINATION OF THE TWO.

WELL, THAT'S MY LAST QUESTION.

THANK YOU. SO THEY ARE MAKING ROBOCALLS TO LET THE PARENTS KNOW THAT THEY ARE DOING VACCINE CLINICS AT THE CAMPUSES, THAT EVERY CAMPUS THAT IS ORGANIZED IN THOSE VACCINE CLINICS.

OK, AND SO SANDY HOOK IS ACTUALLY CO SPONSORED THROUGH SEL.

SO THEY WOULD ACTUALLY THEY WILL PROBABLY BE BETTER TO ANSWER YOUR QUESTION, NUMBER ONE.

BUT TWO, WE ACTUALLY GET THE NOTIFICATION.

SO EVERYTHING THAT COMES THROUGH THAT APP ACTUALLY COMES TO US, WHETHER IT'S OR LET ME JUST SAY THIS, WE CAN GRAB THAT DATA FROM THAT APP.

BUT AS FAR AS SENDING OUT ROBOCALLS, WE DON'T ACTUALLY DO THAT ON OUR END.

AND I THINK WHAT I'M TRYING TO SUGGEST THAT IT MAY BE AN OPPORTUNITY TO DO THAT, COMBINE THE TWO, ESPECIALLY UNDER THE CIRCUMSTANCES THAT WE'RE LIVING IN TODAY, ESPECIALLY SINCE YESTERDAY FROM THE CAMPUS AND I'VE HEARD THE CONVERSATION ABOUT THE APP THIS MORNING.

WHAT ALWAYS CONCERNS ME IS THAT ACROSS OUR DISTRICT WE HAVE MOTHERS AND GRANDMOTHERS AND GREAT GRANDMOTHERS THAT ARE RAISING THEIR CHILDREN AND THEY'RE NOT GOING TO BE ABLE TO OPERATE THE APP.

AND SO THAT'S WHY THERE IS A PHONE NUMBER, OK, AND THAT'S WHY I THOUGHT THAT THAT THAT BALANCE OF MAKING THAT ROBOCALL WOULD HAVE A COMBINATION OF ALL THAT INFORMATION TO BE ABLE TO NOTIFY PEOPLE ACCORDINGLY.

WE CAN WORK ON THAT.

I HAVE SOME COMMENTS.

MY FIRST COMMENT IS ABOUT THE SINGLE ENTRY.

WE KNOW THAT WASN'T NECESSARILY THE CASE OF THIS, WHAT HAPPENED YESTERDAY.

SO JUST THOUGHTS ON WHAT? ANY LIKE WHAT WE'RE THINKING ABOUT FOR THE FUTURE FOR THAT, YOU DON'T HAVE TO ANSWER IT NOW, BUT JUST THOUGHTS.

YOU KNOW, VERY OBSERVANT.

IT WAS THE FIRST THING THAT I LOOKED FOR WHEN I WAS LOOKING ON THE NEWS.

THE SCHOOL HAD A THE SAME SETUP THAT THAT WAS HAD HERE.

SO NO ONE SITUATION IS 100% PROOF.

I THINK WHAT WE'VE LEARNED OVER THE COURSE OF TIME IS THE BEST COURSE OF ACTION IN TERMS OF AN INDIVIDUAL THAT HAS A FIREARM IS ANOTHER INDIVIDUAL THAT HAS A FIREARM.

IT'S NOT WHAT EVERYONE WANTS TO HEAR, BUT IT'S ONE OF THE BETTER DETERRENTS.

WHEN WE TALK ABOUT SCHOOL SECURITY, IT'S ONE IN THE TOOL BELT OF SEVERAL DIFFERENT PIECES.

SO YOU'RE SPOT ON.

IT LOOKED LIKE FROM A FACILITY STANDPOINT, THE SCHOOL THAT ROBB ELEMENTARY DID HAVE A FACILITY THAT WAS UP TO DATE AND WAS VERY THOUGHTFUL IN TERMS OF HOW.

BUT AGAIN, IT GOES BACK TO, YOU KNOW, WE DON'T KNOW THE DETAILS IN THE SCENARIO AND HOW THE INDIVIDUAL GOT IN OR WHETHER THEY WAITED FOR A DOOR TO CLOSE.

[00:45:01]

WE JUST DON'T KNOW ENOUGH INFORMATION.

BUT YOU'RE YOU'RE SPOT ON.

ABSOLUTELY. I ALSO WANTED TO EXPAND ON CATHY'S POINT ABOUT THE COMMUNICATION.

I KNOW THAT THE PHONE NUMBER WAS MENTIONED THIS MORNING.

I STILL DON'T KNOW THE PHONE NUMBER, EVEN THOUGH IT WAS MENTIONED JUST BECAUSE I DON'T REMEMBER PHONE NUMBERS LIKE THAT.

SO THE WAY TO COMMUNICATE THAT IN A WRITTEN FORM, I THINK THAT WOULD BE VERY HELPFUL.

AND THEN ASSISTANT CHIEF ROGERS, YOU MENTIONED AXON.

YES. SO YOU MENTIONED THAT COMMUNITY MEMBERS COULD I COULD THAT'S DIFFERENT FROM THE SANDY HOOK UP.

BUT YOU MENTIONED THAT COMMUNITY MEMBERS COULD REPORT ON THAT.

AND THAT'S THAT WAS NEWS TO ME.

I DON'T KNOW WHAT THAT IS.

SO IF YOU CAN EXPAND IN WHAT THE PLAN IS TO COMMUNICATE THAT TO.

SO WE ACTUALLY HAVEN'T ROLLED IT OUT YET.

WE'RE STILL IN THE PROCESS OF THE VENDOR ACTUALLY IMPLEMENTING OR INTEGRATING OUR SYSTEM WITH AXON.

SO AS OF JUNE 13TH, WE'LL HAVE OUR STANDARDS.

SO IT'S BEING ROLLED OUT IN PHASES.

BUT WHAT WE'RE LOOKING TO DO IS HAVE THE CITIZENS ACTUALLY SHARE INFORMATION THROUGH THAT SYSTEM TO US SO THAT THEY DON'T HAVE TO CALL.

YOU CAN ACTUALLY JUST CLICK ON THE LINK AND FILL OUT THE INFORMATION AND SEND IT DIRECTLY TO US.

SO BUT IT'S A PROCESS AND I WANT TO SAY IT'S IN THE LAST QUARTER OF THIS YEAR THAT WE'LL BE ABLE TO DO THAT.

I WANT TO SAY THAT AS SOON AS WE DO, WE'LL TRAIN PEOPLE ON WHAT THEY NEED TO DO.

AS FAR AS THE STUDENTS AND THE STAFF, IF THEY WANT TO REPORT ANYTHING, WE'LL SEND THAT INFORMATION OUT.

BUT THE FULL ROLLOUT..

IS GOING TO TAKE A WHILE.

TAKE ABOUT A YEAR. IT IS.

IT IS. THE PHASES WILL ALLOW FOR DIFFERENT PIECES OF THE PROGRAM TO BE ACCESSED.

AND THAT JUST TO BE CLEAR, THAT PROGRAM IS FOR THE COMMUNITY, NOT JUST FOR HISD STUDENTS.

IT'S FOR A CITIZEN, PERIOD.

YES, MA'AM. THOSE ARE ALL MY QUESTIONS.

THANK YOU. YES.

MS. SIMMONS. HI, YES.

SO MY QUESTIONS ARE I HAVE A COUPLE.

THE FIRST ONE IS I KNOW WE TALKED ABOUT HAVING ABOUT 285 SCHOOLS, 200 PLUS SCHOOLS OR WE HAVE, WE CONSIDER IT POLICE OFFICERS AT THE ELEMENTARY SCHOOL LEVEL. AH.

SO THAT, THAT'S, THAT'S REALLY EASY TO ROLL OFF THE TONGUE, BUT IT'S A, IT'S A DAUNTING TASK TO MAKE HAPPEN.

AND YOU'VE SEEN SOME DIFFERENT THINGS ACROSS THE COUNTRY AND IN FLORIDA FOR, FOR INSTANCE, AFTER A MAJOR MASSACRE AT A SCHOOL, THE GOVERNOR ORDERED ALL SCHOOL DISTRICTS TO MOVE FORWARD TO HAVE POLICE AT EVERY SCHOOL.

BUT IT WAS AN UNFUNDED MANDATE.

AS YOU CAN IMAGINE.

SOMETHING LIKE THAT WOULD BE VERY, VERY EXPENSIVE TO DO.

RIGHT NOW, WE HAVE PARTNERSHIPS THAT I'M SURE ASSISTANT CHIEF ROGERS COULD TALK A LITTLE BIT MORE ABOUT WHERE OUR ELEMENTARY SCHOOLS ARE MONITORED, WHEREAS LIKE THE MIDDLE SCHOOL THAT'S CLOSEST TO THAT SCHOOL, IF THERE IS AN INCIDENT, THEY WOULD GO TO THE ELEMENTARY SCHOOL.

SO WE DON'T HAVE THEM ON OUR ELEMENTARY SCHOOL SITES.

AND QUITE FRANKLY, IF EVEN IF WE RECEIVE THE FUNDING TO BE ABLE TO MOVE FORWARD WITH SOMETHING LIKE THAT, WHERE WE WOULD RUN INTO ISSUES, IT'S KIND OF WHERE WE ARE WITH TEACHERS ACROSS THE COUNTRY RIGHT NOW AND BEING ABLE TO HIRE AN ADDITIONAL, YOU KNOW, ALMOST 150 TO 200 ADDITIONAL OFFICERS.

THAT WOULD BE DOUBLING THE SIZE OF OUR DEPARTMENT, QUITE FRANKLY, WHICH SOME SCHOOL DISTRICTS DO ACROSS THE COUNTRY.

THEY PARTNER WITH OTHER LOCAL AFFILIATES LIKE THE SHERIFF'S DEPARTMENT, CONSTABLE, CONSTABLES, HPD.

SO, YOU KNOW, THE MAYOR AND I TALKED THIS MORNING AND HE'S COMMITTED TO DOING EVERYTHING HE CAN TO SUPPORT US, ESPECIALLY AS WE FINISH THE CLOSE OF THE SCHOOL YEAR. BUT AS WE THINK ABOUT THE IDEA OF PLACING AN OFFICER ON EVERY CAMPUS, THAT'S A REALLY BIG CONVERSATION.

IT'S A VERY EXPENSIVE CONVERSATION.

AND IT'S A CONVERSATION THAT INCLUDES HUMAN RESOURCES AND MANPOWER, THAT LAW ENFORCEMENT IS REALLY HAVING A TOUGH TIME ACROSS THE COUNTRY, IN THE CITY AND THE COUNTY ALREADY.

OKAY. RESPECTFULLY, THANK YOU.

MY NEXT QUESTION IS, I KNOW WE TALKED ABOUT BULLYING IN SCHOOLS, AND THAT'S KIND OF ONE OF THE THINGS I KNOW ON SOME CAMPUSES WE HAVE THE COMMUNITIES IN SCHOOLS.

IS THAT SOMETHING THAT WE CAN TRY TO SPREAD ACROSS ALL OF THE CAMPUSES AND IMPLEMENTING FOR A PROACTIVE WAY OF KIND OF HANDLING SOME OF THOSE IN SCHOOL SITUATIONS OR PROBLEMS? WE ARE WE ARE LOOKING AT THE EXPANSION OF COMMUNITY SCHOOLS RIGHT NOW.

WE ALSO HAVE OUR COUNSELORS, OUR SOCIAL WORKERS, OUR WRAPAROUND SPECIALISTS, OUR TEACHERS AND IN ALL OF OUR SCHOOLS.

SO BULLYING, NOT TO MENTION THE IDEA OF WHAT WE'RE SEEING ACROSS THE US WITH MENTAL HEALTH.

[00:50:06]

MANY OF THE SCHOOL SHOOTINGS THAT YOU'VE SEEN ARE MAJOR SAFETY ISSUES HAVE HAD TO DEAL WITH SOME SOME MENTAL HEALTH SCENARIOS.

WE DON'T KNOW THAT THAT'S THE CASE HERE, BUT IT VERY WELL COULD BE.

SO WE PUT A LOT OF SUPPORTS IN PLACE THAT ARE AT OUR SCHOOLS TO TO ENSURE THAT CHILDREN HAVE A PLACE TO GO.

AS I SHARED THIS MORNING IN THE IN THE PRESS CONFERENCE, IT'S EXTREMELY IMPORTANT THAT A CHILD HAVE AN ADULT IN THEIR LIFE, THAT THEY CAN TALK THROUGH THESE THINGS, EVEN THOUGH THEY WEREN'T DIRECTLY INVOLVED.

THEY SEE IT. THEY HEAR IT ON A DAILY BASIS.

I EVEN HAD THAT CONVERSATION WITH MY SON THIS MORNING AND YOU'D BE SURPRISED IF YOU OPEN UP THAT CONVERSATION AT THE RIGHT TIME.

SO WE ARE REACHING OUT TO OUR PARENTS TO LET THEM KNOW THAT IT'S IMPORTANT TO HAVE THOSE CONVERSATIONS, TO SEE HOW STUDENTS ARE FEELING.

MANY ARE SCARED AND THEY MAY NOT SAY SO.

WHETHER THOSE ARE SUPPORTS THAT ARE AT SCHOOL, AT HOME, WE WANT TO ENCOURAGE THOSE CONVERSATIONS TO HAPPEN.

OKAY. I AGREE. AS A TEACHER, I DEFINITELY HEAR A LOT OF THE STORIES FROM STUDENTS AND TRY TO BE THAT SAFE SPACE FOR STUDENTS TO COME AND SPEAK WITH.

MY FINAL QUESTION IS JUST KIND OF OUR COMMUNICATION WITH THE PARENTS OF OUR STUDENTS.

IS THERE LIKE MAYBE A I KNOW WE HAVE THE ROBO CALLS AND BUT WHAT ABOUT SOME KIND OF TEXTING? NOT EVERYONE CAN ANSWER A PHONE CALL.

IT'S A GREAT QUESTION. WHEN WE HAVE THE ABILITY TO DO THE BIG THREE, WHICH ARE THE EMAILS, TEXTS AS WELL, AND PHONE CALLS OR WHATNOT. SO WE HAVE A SYSTEM AND I FORGET THE NAME OF THE SYSTEM.

IS IT? SOMEBODY HELPED ME WITH THE NAME OF THE SYSTEM.

BUT WE DO HAVE A SYSTEM THAT THAT WILL ALLOW US TO DO DO ALL THREE.

THANK YOU.

MR. BUENIK. YEAH, JUST TO COMMENT.

SUPERINTENDENT, THANK YOU FOR YOUR LEADERSHIP AND THE EXPERIENCE THAT YOU BRING TO HISD IN THE DISTRICT.

THANK YOU SO MUCH. AND ESPECIALLY FOR SUPPORTING THE POLICE DEPARTMENT BY FULLY FUNDING THEM.

SO THANK YOU, MR. BANKHEAD. THANKS FOR THE UPDATE ON THE FACILITIES I WAS WRITING DOWN.

AND ONE OF THE KEY THINGS THAT HE SAID WAS THEY'RE LOOKING AT BEST PRACTICES, SO WE DON'T HAVE TO DEVELOP EVERYTHING ON OUR OWN.

WE CAN LOOK AT WHAT OTHERS ARE DOING AND DOING IT VERY WELL.

AND I WAS WRITING YOUR TIERED APPROACH DOWN AND ALL THE DIFFERENT THINGS.

AND, AND I REALLY THINK THAT YOU GUYS ARE MOVING IN THE RIGHT DIRECTION, UNDERSTANDING IT'S A LARGE CAMPUS.

IT DOES COST MONEY AND PROBABLY BOND PROPOSALS AND STUFF DOWN THE LINE.

BUT I THINK YOU'RE MOVING IN THE RIGHT DIRECTION.

AND CHIEF ROGERS, THANK YOU FOR YOUR PARTNERSHIP WITH WITH THE CITY OF HOUSTON, THE HOUSTON POLICE DEPARTMENT, THE SHERIFF'S DEPARTMENT, THE CONSTABLES.

WE HAVE A LONG STANDING WORKING RELATIONSHIP TOGETHER.

AND IN THE EVENT THAT SOMETHING HAPPENS AT ONE OF THE CAMPUSES, EVERYBODY COMES TOGETHER.

LASTLY, YOU WERE TALKING ABOUT SOME OF THE ALERTS.

IN THE EVENT THAT IT'S A LARGE EVENT, I OVERSEE THE CITY'S OFFICE OF EMERGENCY MANAGEMENT AND WE CAN GET WITH MELISSA AND ALEXIS.

WE CAN SEND OUT WIRELESS EMERGENCY ALERTS TO CALL WE AS SO WE CAN BASICALLY GEOCODE A AN AREA AND SEND OUT.

AND IT WOULD HIT EVERY CELL PHONE WITHIN THAT TYPE OF AREA.

WE DO THAT FOR WEATHERS AND SOMETIMES FOR HAZARDOUS MATERIAL ALERTS.

AND I MEAN, THERE'S AMBER ALERTS.

THERE'S ALL KINDS OF DIFFERENT THINGS.

BUT THE CITY IS, WE'LL PARTNER WITH YOU GUYS IN THE EVENT THAT THERE'S SOMETHING MAJOR TO HAPPEN.

THANK YOU. THANK YOU, SIR.

IF THERE ARE NO MORE QUESTIONS WITH NO FURTHER BUSINESS TO DISCUSS, THE MEETING OF THE SAFETY AND SECURITY COMMITTEE IS NOW ADJOURNED AT 4:57 P.M..

THANK YOU ALL VERY MUCH.

THANK YOU.
