FIRST, THERE'S A HARD JOURNEY FROM THE SCIENCE BASED GUIDANCE FOCUSED SOLELY ON TRANSMISSION TO HOLISTIC SCHOOL HEALTH POLICY, AND THE CDC HAS NOT TAKEN US THROUGH THAT PATH, LEAVING A NUMBER OF IMPORTANT FUNCTIONS UNFULFILLED.

DEFINING OFF RAMPS, IDENTIFYING AND TRACKING HARMS FROM POLICIES WITHOUT WHICH IT'S IMPOSSIBLE TO EXECUTE THE STANDARD COST BENEFIT BECAUSE IN THE CURRENT APPROACH, IN EFFECT, WE'RE TREATING HARMS AS ZERO COST, WHICH I THINK WE ALL AGREE IS NOT THE CASE.

MY CONCERN IS A CONTINUATION OF THIS CDC GOLDEN PLAYBOOK APPROACH MAY GIVE SOME OF THE WRONG IMPRESSION THAT HISD ISN'T ACTIVELY MANAGING THE SITUATION.

AFTER ALL, WE'RE GOING ON OUR THIRD BOARD MEETING IN A ROW WITHOUT ANY OFFICIAL AGENDA ITEMS ON THIS EMERGENCY TOPIC.

ARE ALL OF THESE EXTRA CLASS SIZE WAIVERS PRE-K? DR. MATNEY. NO, ACTUALLY, PRE-K RESULTED IN AN INCREASE, BUT IF YOU REMOVED PRE-K OUT, WE WOULD STILL BE OVER FIVE HUNDRED AND FORTY ONE, WHICH IS WHAT WE HAD IN 2021.

SO THE IMPACT WOULD BE THAT WE'RE GOING TO HAVE TO HIRE NEW EITHER ASSISTANTS TO BE IN CLASSROOMS, OPEN UP NEW PRE-K CLASSROOMS WITH TEACHERS AND AN ASSISTANT TO BRING THAT THAT RATIO DOWN.

SO. WHAT I'M HEARING IS WE HAVE A WHOLE BUNCH OF PRE-K CLASSROOMS THAT AREN'T GOING DOWN TO IT, THAT LOWER STUDENT OR LOWER ADULT TO STUDENT RATIO.

WE'RE ACTUALLY HAVING SEVERAL PRE-K CLASSES THAT ARE GOING TO BE GREATER THAN 20 OR GREATER THAN TWENTY TWO TO ONE.

SO THERE'S A LITTLE SUBTLE DIFFERENCE.

THIS WAIVER IS 22 TO ONE FOR THE TEACHER TO STUDENT.

AND ONE OF THE WAYS THAT THE ADMINISTRATION REDUCED THE NUMBER OF WAIVERS WAS TO PACK THE NUMBER PACK ADDITIONAL STUDENTS INTO ONE CLASS.

SO FOR INSTANCE, IF YOU HAVE THREE THIRD GRADE CLASSES IN A SCHOOL AND YOU HAVE SIX EXTRA STUDENTS, YOU HAVE A CHOICE.

YOU CAN PUT TWO TWO TWO.

SO YOU HAVE TWO EXTRA KIDS IN EACH OF THE THREE CLASSES, OR YOU CAN PUT ALL SIX INTO ONE.

AND EDUCATIONALLY, I WOULD THINK THE FIRST CHOICE WOULD BE BETTER, YOU KNOW, EVERY CLASS GOES UP A LITTLE BIT BY TWO KIDS, BUT TO REDUCE THE NUMBER OF WAIVERS.

THE SECOND CHOICE IS BETTER.

AND SO MY QUESTION ON THIS ITEM IS ALWAYS, ARE WE WHAT DOES THIS NUMBER OF WAIVERS REFLECT? IS IT THAT WE ARE PACKING KIDS INTO FEWER CLASSES? SO YOU HAVE A FEW KIDS GETTING A REALLY BIG CLASS OR OR IS THIS REFLECTIVE OF US MAKING THE BEST CHOICES FOR KIDS KIND OF EDUCATIONALLY? AND I ALWAYS WANT TO MAKE SURE THAT WE'RE NOT SACRIFICING EDUCATIONAL QUALITY JUST TO MAKE IT SEEM LIKE WE'VE GOT FEWER LARGE CLASSES.

SURE. DR. MATNEY, WOULD YOU LIKE TO OFFER SOME ADDITIONAL CONTEXT HERE? YES, AND TRUSTEE SUNG, THAT'S A REALLY GREAT POINT AND EXACTLY WHAT HAPPENED THIS YEAR, SO PRINCIPALS CHOSE TO DO THAT, SPREADING OUT INSTEAD OF PACKING ONE CLASSROOM, KNOWING THE IMPACT OF LEARNING LOSS, THE SOCIAL EMOTIONAL NEEDS OF KIDS THIS YEAR.
